SIR Section Title Vendor Question Government Response

SOW

(Attach 1) Statement of Work

This is for a multi year contract IDIQ for the Mike Monroney Aeronautical Center as the location?

The result of this solicitation is intended to be a multiple award, IDIQ for power systems services to be performed at various locations throughout the CONUS and US Territories. The MMAC is the Contracting Office that will be issuing and managing the resultant contracts.

No applicable reference provided No applicable reference provided

Is all work under this IDIQ have the requirement to be able to start work within 24 hours of NTP?

A 24‐hour NTP is a possibility depending on the critical nature of the work. In the event a 24‐hour NTP is required, the ordering procedures detailed in Section H.2 of the SIR/RFO will apply.

3 SOW Sec 1.1 Statement of Work

The SOW Para 1.1 list airport power cable as GNAS and Section L.4.8 (E) list Underground Medium Voltage Cable Replacement (ELD) as GNAS however Section L.4.15 (E) list Underground Medium Voltage Cable Replacement (ELD) as CPDS. Please confirm the Volume Number where we should list past Underground Caple Replacement (ELD) projects in the past performance/experience category.

The Statement of Work, Section 1.1 notes that the work will "include replacement of power cable distribution systems…" under the description of work for GNAS.

Section L and M have Power Cable and Fiber Optic replacements for both CPDS and GNAS categories.

Vendors should refer to the SIR/RFO and submit their experience credentials under both categories of work if their intention is to propose on both categories of work.

4 SIR Section I.2 Liability Insurance (Jan 97) CLA 3212

Please confirm insurance general liability limits in section I.2. Most airports require $5M and some we have worked at recently require $10‐15M general liability.

Vendors should reference A001 for revision.

Section J

(Attachment 19) Business Declaration

Section L does not indicate which volume this form should be placed. Can you please indicate which volume the Business Declaration Form should be included?

The vendor's completed Business Declaration should be included in Vol 1, Tab B with Contract Documentation.

6 Section L.4.6 Volume I ‐ (Tab A) Executive Summary/(Tab B) Contract

Documentation In L.4.6 Volume I – (Tab A) Executive Summary/(Tab B) Contract Documentation, (3) it states to include Section B, Schedule in FAA Format. Can you please describe how you want this information presented since it is also asked for in Volume IV, Cost Price Proposal?

The pricing schedule in Section B should be completed as provided in the SIR/RFO (Model Contract) and submitted in Vol 1, Tab B in accordance with L.4.6.

Vendors are also requested to include their Section B in Vol IV per the instructions provided in Section L.4.21 which enables offerors the opportunity to include additional supporting pricing documentation that will be used to determine a fair and reasonable price.

7 Section L.1 Proposal Organization

Since the Copies and eCopies are represented separately for Tab A and Tab B, should that be interpreted as the government wants two (2) separate binders and electronic files, one for Tab A and one for Tab B? Or, can both tabs be in one physical binder and one electronic file?

The Government has no specific preference to this inquiry however we encourage offerors to consider the most cost effective approach. Offerors may include both tabs in one physical binder/electronic file as long as the tabs (A&B) are clearly distinguishable.

DTFAAC‐15‐R‐02838 Power Systems Installation Questions & Answers

8 Section L.2 Proposal Organization In reference to Question 4, the same question applies to Volumes II, and III. See Government response to Question #7 above.

Section B.1 Schedule

Services/Supplies

In Part I ‐ Section B, Supplies or Services and Prices/Cost, B.1 Services/Supplies, Item 0001A, states: “Firm Fixed price will include all final deliverable costs and travel expenses.” However, in Item 0005 Other Direct Costs, it also provides a NTE of $40,000.00 for travel. Can the FAA please explain the intent to include this in two places and help offerors reconcile how to reflect Travel as a part of these items? Please refer to Amendment A002 for clarification

Section B.1 Schedule

Services/Supplies

In Part I ‐ Section B, Supplies or Services and Prices/Cost, B.1 Services/Supplies, Item 0001A, states: “Firm Fixed price will include all final deliverable costs and travel expenses.” Since each project will be of different complexity and magnitude, how would the FAA like the offeror to determine this cost so it can be consistently evaluated across offers? Please refer to Amendment A002 for clarification

11 Section H.2 Task/Delivery Order Processing‐Multiple

Award Contract During a task order competition, when will the implementation task be priced?

12 Section H.2 Task/Delivery Order Processing‐Multiple

System for Award Managemement

Are subcontractors and/or teaming partners required to be registered in SAM No

18 Section L.1 Program Structure and Objectives How do you gauge awarding 60% of all contracts to small business?

The 60% is based on number of contracts awarded. The Governement is confident that more than 2 contracts will be awarded. The Government also understands ‐‐ based on contract history ‐‐ that most of the work requirement can be successfully performed by Small Businesses. The intent of this objective is to notify vendors that the Government intends to award most of the contracts to small businesses.

The Government assumes that contractor reference to "implementation" is to the Installation Services requirement portion of the contract. (CLIN X002).

Offerors should refer to Section H.2 (b)(2) for "Ordering Procedures" that detail how task orders for this poriton of the contract will be issued.

Section B, Schedule‐CLIN X005

Other Direct Costs

Can you please clarify how the costs for reimburseable travel under CLIN X005 will apply?

The reimburseable costs for travel expenses under CLIN X005 is only applicable to those travel expenses that are above and beyond the fixed travel price incorporated under CLIN X001a and for travel expenses incurred under CLIN X004. Vendors should refer to B.7(f) and section H.8 , Reimbursement of Travel Costs.

Section L.4.17 Section M.18

Factor 2 ‐ In‐House Engineering

Will Subcontractors be considered as "In‐House"?

“In‐house” may be demonstrated by 1) licensed professional engineer on staff employed by the prime contractor, or 2) demonstrated past performance on projects involving a key partnership or sub‐contract with an engineering firm. In both cases, engineers must be licensed in the appropriate discipline being practiced (electrical, mechanical, civil, structural, etc.).

GNAS projects will require some engineering capability, primarily and electrical engineer, and on a few occasions a mechanical engineer. Most small electrical contractors do not have an in‐house engineer but could have engineering capability through an agreement with a third party engineer(s). CPDS type projects are large and complex requiring more engineering capability in the form of in‐house engineering or joint ventures with engineering firms on CPDS projects. In‐house engineering capability may require, but not necessarily limited to, electrical, mechanical, and structural engineers; Computer Aided Design and Drawing CADD operator(s); planners estimators; and specification writers.

25 Section L.4.17 Volume III/Tab B.1: Factor 2 ‐ In‐House

Engineering Capability (Project B)

SIR/RFO‐DTFAAC-15-R-02838: L.4.17, Project B:, pg. 74 of 109, states “The offeror’s experience and ability to engineer and install multiple EGs in the 500 kW to 1.2 MW range using paralleling switchgear with a capacity up to 3.5 MW; and/or multiple UPSs in the range 225 kVA to 825 kVA range paralleled to provide a critical bus capacity up to 2.5 MW will be evaluated.” Can the Government confirm that the Offeror is allowed to submit a project for experience that meets one or both of these requirements concerning engineering and installing gensets (500kW to 1.2 MW) vs. UPS (225 kVA‐ 825kVA), as it states “and/or”?

The vendor may submit a combined EG and UPS project installed at one site in the MW and kVA ranges. If they do not have a combined EG/UPS project located at one site then submit a separate EG project and a separate UPS project in these MW and kVA ranges installed at different sites. Vendor needs to demonstrate experience with this size EG paralleling and UPS configurations.

No applicable reference provided No applicable reference provided

For planning purposes, can the Government give an estimate range of the average task order? i.e. $400k‐5M.

This will help the contractor understand the work load for financial reasons including bonding limits and capacities.

Task Order amounts are largely based on the location and complexities of the work. The Government has no record for "average" task order amount. Vendors are encourage to thoroughly read Sections H.2 and H.3

No applicable reference provided No applicable reference provided

For planning purposes, will a majority of the task orders be Service Contract Act or Davis Bacon Act?

The applicable labor statutes will apply to those tasks that are awarded to complete work under CLINs X001B, X002, X003, and X004.

28 Section L.1 Two Tier Evaluation

This section states that CPDS work is greater than those at GNAS sites and that (2) separate proposals are required if the contractor is submitting on both CPDS and GNAS work.

If a contractor is submitting a proposal for the GNAS site work but has past performance projects that are larger than the GNAS requirements will the Government disqualify them?

Vendors should thoroughly read and understand Section L.4 in its entirety. Vendors need to clearly identify the proposal category for which they are demonstrating technical capabilities as required by the proposal and evaluation factors.

29 Part IV, Section L Instructions, Conditions, and Notices to

Offerors

Because CPDS work is greater than GNAS and to relieve small business of the redundancy of proposals, can the Government allow a contractor that qualifies for CPDS work to also automatically qualify for the less than work

(GNAS)?

Vendors should thoroughly read and understand Section L.4 in its entirety. Vendors need to submit their proposal in accordance with the instructions provide in Section L.

30 Section L.1 Two Tier Evaluation

Will the contractor that is awarded the (unrestricted award) have access to certain Task Orders that those in Tier 1 will not? For example, if the TO requires 24hr start and the Government feels that Tier 1 contractors don’t have the capacity they will issue to Tier 2.

The purpose behind the Tiered Evaluation approachis to restrict a majority of the awards to small business and to allow Government the flexibiltiy to award to other than small business to meet the work requirement as stated under Tier 2 sub‐factor 1.3

31 Section L.2 Two Tier Evaluation Are Tier 1 contractors allowed to bid on Tier 2 TO’s? Please refer to the above response.

32 Section L.3 Two Tier Evaluation

Does a contractor need to state on their proposal if they submitting for a Tier 1 or 2 evaluation?

In accordance with L.1 for Two Tier Evaluation, small business proposals will be evaluated under Tier 1. For those (small business proposals) not selected under Tier 1, Tier 2 evaluation will include evaluation of all small business offers not meeting the best value award decision under Tier 1; and qualified proposlas for other than small business.

33 Section L.4 Two Tier Evaluation If a small business contractor submits a proposal for Tier 2 and is deemed “not qualified” by the Government will they evaluate the same proposal for Tier 1 requirements and possible award?

Please refer to the response provided above. All small business proposals will be evaluated under Tier 1. For those not selected for award under Tier 1, will then be evaluated on an unrestricted best value award selection under Tier 2.

34 Section L.5 Two Tier Evaluation

SIR/RFO‐DTFAAC‐15‐R‐02838: M.20 Price Analysis, pg.

109 of 109 states” Offerors may provide supporting pricing documentation that supports fair and reasonable, balanced pricing. Reasonableness must represent a price to the Government consistent with how a prudent person would pay in the conduct of competitive business. Normally, price reasonableness is established through adequate price competition, but may also be determined through price analysis techniques as described in AMS Toolbox T3.2.3.A.1c.”

Can the Government clearly state what they would like the contractor to submit as “supporting documentation” that supports fair and reasonable, balanced pricing? as this is an unclear requirement.

As stated in the reference provided in the question.."Normally, price reasonableness is established through adequate price competition, but may also be determined through price analysis techniques as described in AMS Toolbox T3.2.3.A.1c.”

The requirement is solicited as a full and open solicitation under restricted award guidelines for competitive offers. Vendors should refer to the AMS reference as provided. Vendors may also reference T3.2.3.A.1.(a) & (b)

35 Section B CLIN X001A Site Survey Can the Government confirm if PSI work will be CONUS and not OCONUS? Can the Government confirm this contract includes the U.S. and its territories?

The work requirement will include GNAS and CPDS facilities in both CONUS and OCONUS locations.

Section J

Attachment 1 Statement of Work

Attachment 1 ‐ SOW (w_appendices), 10.2 Site Survey Report, “Cost estimate shall be Construction Specification Institute’s Division 1 through 17 format.

Example: Mechanical costs are listed under Division 15, and Electrical costs are in Division 16.”Can the contractor use the most updated version of CSI master format (After 2004) with 50 divisions? As most estimating software may not be able to use the older master format.

Yes. Please use the current CSI Master format. The FAA understands industry standards are revised over time and would prefer to stay in sync with current industry standard.

Section J

Attachment 2 Statement of Work

From the RFP and the scope of work document Power Systems Installation reads more like an A&E requirement however the NAICS code is 238210‐Electrical Contractor.

Can the Government give and idea of the weight of task orders being engineering services relative to installation services (historical)?

The number, quantity, of Task Orders for CLIN X001B, Engineering Services, and CLIN X002, Installation Services, are almost equal; but funding obligated to each is not. The majority of funding is overwhelmingly placed on Contract Line Item Number (CLIN) X002 Installation Services. This is an electrical power equipment installation services contract, with incidental engineering services required. Some projects, specifically the CPDS category of work, will require extensive engineering services as compared to GNAS project engineering services. Also, Medium Voltage Power Cable and Fiber Optic Transmission Systems with trenching and conduit placement will require extensive site investigations in the form of engineering services. The average GNAS project engineering drawing set size will be about eight (8) D size drawing sheets, inclusive of the cover sheet and standard details sheet. New contractors have a tendency to “over design” the GNAS projects; to prevent this from happening the FAA Contracting Officer will provide new awardees with project design drawing sets used on FAA’s most common electrical power installation projects. These drawing sets serve as an example to assist the contractor in developing site specific design drawings. Also, project schedules do not use Earned Value Management (EVM) techniques.

Section J

Attachment 3 Statement of Work

Attachment 1 –SOW, 3.2.7.4 Licensed or Certified Installation, pg. 14 of 35, states” The contractor shall obtain Federal/State/Local Government license or certified installers” Regarding feasibility of self‐ performing installation services.

Is the Government requiring the contractor performing the work to have a State and Local license in which the installation is taking place? If so, what kind of license?

i.e. Business and/or vocational

It is the contractor’s responsibility to determine which regulations, licenses, and permits apply to the assigned project. FAA operates in facilities owned by State and local municipalities, most notably airports. Any work performed at these FAA facilities will require local airport authority approval. That means all site surveys are coordinated with the local authority, drawings may require a professional engineers stamp from an engineer licensed in the State where the work is to be performed, and electrical work performed by an electrician(s) licensed in the State where work is performed. In addition, any fuel system work, such as fuel lines, fuel dispensing equipment, fuel monitoring equipment, and fuel tank installation or removal must be approved by the State and, if applicable, local authority having jurisdiction over fuel storage tank systems. Fuel storage tank work will require a certified and/or licensed contractor to perform the work. The contractor must determine and adhere to State and local municipality regulations. It is the contractor’s responsibility to determine which regulations and licenses apply to the assigned project; and obtain all permits required to complete the project.

39 Can the Government define "certified installers"?

Certified installers receive a certificate of training completion from a technical college, university, or a corporation supplying the equipment. Fuel dispensing equipment certified installation training can be provided by the company supplying the equipment. Fiber Optic cable installation and splicing could be taught through a technical school that provides a certification of training upon successful completion of the course.

49 Section B CLIN X001B

Some of us utilize PE Electrical engineers to perform arc flash and coordination studies for the power systems projects. There is no engineering design service in the table designated for and Electrical PE category. Are we to assume you only mean the NON – PE engineer or should we add another line item with an Electrical PE rate?

The “Electrical Engineer” category is for an engineer capable of performing the engineering studies, completing engineering drawings or reviewing engineering work completed by others. The CADD/Designer category could be a non‐licensed engineer.

Section H.2, Para A Task/Delivery Order Processing‐Multiple

Award Contract

Does this mean that all contractors will be able to bid on all projects on this contract? (With a limit of up to $10M per year?)

Language has been revise to clarify maximum per task order. See Amendment A006.

Section H.2, Para B(3)

Task/Delivery Order Processing‐Multiple Award Contract

Regarding milestone schedule, this is provided after task order is awarded. How would a contractor know the schedule before they know they have the project?

The CO will coordinate the submission of the applicable milestone schedule after task order award.

Section H.2, Para E Task/Delivery Order Processing‐Multiple

Award Contract In a firm fixed contract I am unclear about what is meant by the contractor shall not incur costs in excess of funds provided?

Vendors should reference and read Section H.2 in its entirety to understand how "incured costs" this would be addressed. This is intended to apply to those situations as reference in Section H.2(d).

Section H.8 Para D

Reimbursement of Travel Cost

(CLA 4531)

Handling fees states to the extent specified in the contract/order price schedule or payment clause in the contract. Where can this be found?

"Nominal handling fee," if applicable, and as used in this context would be a very small or very minimal charge to process the Travel billing ‐‐ similar to how a G&A rate would be applied. This will be negotiated with the CO on individual task orders as applicable.

54 Section L.4.10 VOLUME II/TAB B.1: Factor 2 – Engineering

Capability L.4.10 states past 3 years while others state past 5 years.

Is this supposed to be 3 or 5?

Currently these are all done electronically and not in hard copy form. Is the Hard Copy form for the Site Survey required? And if it is how many copies are required and where shall they be sent so we can account for the cost?

Contract Data Requirements List (CDRL) B001, “Site Survey Report” in “DISTRIBUTION” section, block “B” shows “Repro” as final copy. In block 16. “Repro” is defined as soft copy “Electronic Media”. Data Item Description (DID) E001, “Site Survey Report” Hard Copy is a definition of the actual printable document size.

Also the site survey’s typically do not include project schedules or dwgs, since the survey is the basis for the pricing which leads to the FAA providing a task order for the contractor selected to do the design or install. At that point is when a construction schedule is worked out with the FAA and then issued. Drawings are issued after the task order once the design task order is issued. My question for this is: Are you requesting a schedule and set of dwgs to be provided in the site survey? If the answer is yes, we would need an explanation as to the dwgs you are requesting since that would be done in the design phase.

Site Survey Report requirements are stated in the Section‐J, Attachment 1, Statement of Work (SOW), paragraph 3.2.5.1 and 3.2.5.2 which states the CO will direct which elements of A through M may be required in the Site Survey report. This will be determined on individual task orders.

64 Section J Attachment 2 ‐ CDRL B002 (Engineering Design Data) Typically the Drawings and associated documents are provided electronically to the program office and the FAA Lead Engineer. Are you now requiring printed dwgs sent out? If this is the case how many copies are you requiring and at what phase of the design process are you requiring them? (50%, 90%, 100%?)

Contract Data Requirements List (CDRL) B002, “Engineering Design Documents” in “DISTRIBUTION” section, block “B” shows “Reg” and “Repro” as final copy. “Reg” is hard copy and “Repro” is defined as soft copy “Electronic Media”. All submittals are soft copy.

Hard copies will be needed for those without printing capability. If a hard copy is required the printing, packaging and mailing cost must be included in the design cost proposal. Data Item Description (DID) E002, “Engineering Design Documents” Hard Copy is a definition of the actual printable document size.

65 Section J Attachment 2 ‐ CDRL B002 (Engineering Design Data)

Typically Specs are not provided unless specifically called for during the site survey. When will we know if specs will be determined for the projects in question? When the Task Order is issued for the project.

66 Section J Attachment 2 ‐ CDRL B002 (Engineering Design Data)

I did not see anything in the DID (Data Item Description) that required an electrical Coordination study nor Arc Flash Study. These are typically required as part of the design. Will these be required for this contract item?

If required, Coordination study and Arc Flash study will be part of the design Task Order.

No applicable reference provided No applicable reference provided Equipment startup test report is typically provided by the vendor (Eaton/Kohler) directly to the FAA. Are you requesting your GFE provider to provide this to the contractor rather than directly to the FAA?

Government Furnished Equipment (GFE) start‐up test reports will be provided by the Kohler, Eaton, L‐3 Communications, and Schneider Electric start‐up technicians. Contractor Furnished Equipment (CFE) start‐ up test reports would be provided by the installation contractor.

CAI report is done by the FAA. This document is not provided by the contractor. What in particular are you asking of us on this item, since the FAA already has it?

The Contractor Acceptance Inspection (CAI) is a joint acceptance inspection completed by the installation contractor and the FAA Resident Engineer. Section‐J, Attachment J.1, “Statement of Work” (SOW), paragraphs

3.2.7.9 and 3.2.8.10 specify the requirement.

It is our assumption that "in‐house engineering" capability can be demonstrated by a team member or key subcontractor and the requirement is not specific to the Prime Contractor. Is this so? Please see Government response to Q.24.

Section H

AMS Clause 3.8.2‐17 Key Personnel and Facilities (May 1997)

Past performance section allows for the submittal of up to six performance history sheets on key personnel for offerors that do not possess relevant corporate past and present performance. However, section 3.8.2‐17 states that the key personnel are the Program Manager and Alternate Program Manager. It is our assumption that the performance history sheets can be on other personnel than the Program Manager and alternate PM. Is this so?

"Key Personnel" as referenced in the AMS Clause 3.8.2‐17 is applicable to individuals assigned upon award of the contract.

It is not applicable to those idendified for proposal submission. For proposal submission, vendors should follow the instructions in Section L for submission of Key Personnel

Section B

CLIN X001A

Site Survey

As per the site visit the Government stated that all of the incumbents had a flat rate of $4,807 to charge for a site survey. Was this amount for all types of sites (GNAS &

CPDS)?

This price reflects the current contract's fixed price for the site survey requirement for both GNAS and CPDS. It is NOT a predetermined price for the follow on contract.

72 Section L.1 Program Structure and Objectives

If a contractor wants to submit for both categories of work, GNAS & CPDS, do we have to submit separate proposal for each category or just the additional volume?

The response to this question is clearly detailed in the SIR/RFO, Section L.1. Vendors should read and understand the section in its entirety.

73 Section L.4 Instructions for Preparation and Submission of Proposals

The Government has provided a Business Declaration attachment#19. Is this to be included in the proposal? If so, where would you like it?

This should be included in the Tab B (Contract Documentation) of Vol I of the offeror's proposals

74 Section L.5 Instructions for Preparation and Submission of Proposals Concerning Section L, Volumes II & III, Tabs A.1 & A.2, Can the Government advise in what Tab Attachment 16 is placed and what is to be placed in the other Tab?

Section L.4 clearly details how proposals should be organized.

Please refer to L.4 and Table L.1 for complete submission instructions.

75 Section L.4.6 Volume 1 ‐ (Tab A) Executive Summary/(Tab

M.17

Sub Factor 1.2 Relevant Experience Sub Factor 1.2.2 Key Personnel Qualifications and Experience

Can the Government confirm the contractor is not required to submit (2) of the maximum (6) projects on key personnel if they can offer (6) projects for contractor experience?

Section L.4.8 , L.4.8(F) for Vol II and L.4.15, L.4.15(f) for Vol III clearly details what vendors should consider in their submission for this subfactor. Sections M.12 and M.17 (Vols II and III respectively) clearly state how this information will be evaluated. Vendors should read and understand each section in entirety

77 Section L.4.6 Volume 1 ‐ (Tab A) Executive Summary/(Tab

B) Contract Documentation Section L.4.21

Section L.4.1 under Table L.1 Volume I Tab B list “Contract Documentation (Section A‐K)”. This would lead one to believe that this includes Section B. Volume IV list “Cost/Price Proposal”. Section B is the Cost Proposal.

Please confirm the Volume Number for Section B.

Section L.4.6 clearly states how Section B, Schedule should be submitted. Section L.4.21 clearly states what how vendors should consider the contents of this specific volume.

78 Section B CLIN X001A Site Survey Is the site survey report development to be included in the costs or is it just travel and labor during travel?

The Line Item Descripation and the references noted therein fully detail what vendors should consider in order to price this line item.

Section L.1 Section M.3

Program Structure and Objectives Evaluation to Restrict Awards to Small

Business

Given the variation in complexity and corresponding design and construction effort between Tier 1 and Tier 2 projects, it seems unreasonable to provide a single fixed price, lump sum quote for all site surveys. Is the real intent for vendors to provide a single fixed price quote for all projects or is one expected for Tier 1 and another for Tier 2.

Vendors should thoroughly read and understand Section L.1 regarding the Tier 1 and Tier 2 evaluation. Vendors should also read and understand M.3 "Evaluation to Restrict Awards to Small Business" which also details the Tiered evaluation approach.

Section L.4.8 &

L.4.14 Relevant Past Performance & Experience

Pg 68 and 71 should these items listed fall under the sub factor A.3? Sections C & D Consent letter and client auth letter

The client authorization letter is tobe sent with the PPQ to vendor clients who will be receiving a request to complete a PPQ. The Consent letter should be included in the appropriate Vol and Factor for Relevant Past Performance and Experience.

Section L.4.8 &

L.4.15 Relevant Past Performance & Experience On pg 68 (E) is the past performance/experience doc enough evidence or more info required?

Section B Section H

Section B, Schedule Section B.7

Section H.8 ‐ Reimbursement of Travel Costs

Should estimated travel costs for CLINs X001 and X004 be included for the ID/IQ submission or does the CLIN X005 NTE amount cover this travel and it will be proposed and negotiated at the Task Order level and therefore, only prices for the Site Surveys and Engineering Design Services and Conferences and Meetings should be included?

As referenced in the "Item Description" the Firm Fixed Price for CLIN X001 "will include all final deliverable costs and travel expenses." Vendors should refer to Section B, B.7 (e) Contract Pricing Methods/Arrangements for pricing under CLIN X004 and B.7(f) for CLIN X005.

83 Section J, Attach 1 Statement of Work

According to Section B, CLINs X001A, there is an estimated quantity of 20 Site Surveys. SOW Sec. 3.2.5 states there are two types of site surveys with different services to be performed for each. Should the assumption be made that the cost to perform these two different types of site surveys will be very similar or should the assumption be made that there will be 10 for GNAS and 10 for CPDS? The estimate applies to site surveys for both categories.

84 Section L L.4 INSTRUCTIONS for Preparation and

Submission of Proposals

The table in Section L.4.1 states there are to be E‐Copies delivered. However, AMS 3.2.2.3‐20 ELECTRONIC OFFERS (JULY 2004), p. 77 of the SIR/RFO shows: The offeror (you) may submit responses to this SIR by the following electronic means: NONE.

And on p. 78: (e) Send your offer electronically to: Not Applicable.

Is the table in Section L correct and will the clause be updated?

The language in the SIR/RFO as referenced is complete and correct. The clause 3.2.2.3‐20 does not allow for electronic submission of proposals. The instructions for submittal an proposals organization (Section L.4) requires vendors to submit proposal in electronic format (i.e. flash drive, CD‐

ROM).

Section L Section M

Section L.4.8 & L.4.15

Section M references Subfactor 1.2.1 Contractor Experience and 1.2.2 Key Personnel Qualifications and Experience, but Subfactors 1.2.1 and 1.2.2 are not in Section L. Please clarify.

Section M includes subfactors that will be evaluated. The subfactor requirements are to be included in the parent subfactor 1.2. Vendors should reference Section L.4.8 and L.4.15 for Subfacotor 1.2.

In a JV relationship how should the Business declaration be completed? c. Does a new Sam registration need to added and duns number?d. What other considerations are required for this relationship?

A JV submission would need to include a fully approved JV agreement. The JV entity would need to have a separate registration in SAM in order to award to a JV (i.e.

DUNS/CAGE). One Business Declaration would be required for the JV.

98 Section H Section H.3 Submission of Contract Performance and Payment Bonds

Can the FAA review language the way currently written it needs to remain in place longer than the installation/construction phase. That is not typical of bonding.

The bonding requirement will only apply to those task orders awarded that require construction work under CLIN X002 and effective throughout the construction period of performance.

See Amendment A006 with clarifying language.
