SUBJECT: Draft Request for Proposal (dRFP) 80GRC021R0023 – Institutional Maintenance Operations & Repair (IMOR) Contract

The National Aeronautics and Space Administration (NASA) Glenn Research Center (GRC), is hereby issuing the dRFP for the IMOR acquisition (80GRC021R0023) for public review and comment.

The dRFP is issued in accordance with NASA Federal Acquisition Regulation Supplement (NFS) 1815.201, Exchanges with Industry before Receipt of Proposals, with the purpose of assisting NASA in developing the highest quality Request for Proposal. Accordingly, prospective offerors are invited to comment on all aspects of the dRFP including requirements, schedules, clauses, deliverables, proposal preparation instructions and evaluation criteria. Prospective offerors are highly encouraged to comment on areas NASA has highlighted for the prospective Offeror’s attention. Comments will also be accepted on safety, technical or programmatic risks associated with the performance of the work.

The following information should be considered when reviewing and commenting on the dRFP.

Introduction:

The Institutional Maintenance Operations & Repair (IMOR) procurement will be a consolidation of two existing contracts: Glenn Facility Operations Repair and Maintenance 2 (FORM 2) and Central- Process Recertification, Operations, and Maintenance (CROM). The FORM 2 incumbent contractor is Wolf Creek Federal Services (WC), a Small Disadvantaged Business. FORM 2 contract was awarded as a competitive Small Business set aside. The CROM incumbent contractor is Manthia Technologies, Inc, a Small Business. CROM was awarded as a full and open competition procurement. Both contracts are to support the daily operations of the Glenn Research Center (GRC) including testing facilities.

The NASA GRC has a requirement for Institutional Systems and Central Process Systems (CPS) operations, maintenance, repair and recertification services. The majority of the services required under this solicitation are for the GRC Lewis Field (LF) campus, but there are selected services required at Neil A. Armstrong Test Facility (ATF) as well.

The NASA GRC encompasses two sites: LF in Cleveland, Ohio and ATF in Sandusky, Ohio. GRC LF is comprised of 298 acres and includes 79 active buildings and 92 structures and systems (electrical substations, large compressors/exhausters, distributed control, cooling towers, underground utilities, etc.). The buildings at LF enclose a total of 2.25 million square feet of floor area which consists of Propulsion & Aerospace R&D Test Facilities (63%), Administrative Offices (27%) and Warehouse/Storage/Shop Area (10%). Currently, 70% of these facilities are 60 years old or older.

GRC ATF is comprised of 6,377 acres and includes 130 active buildings and 39 structures and systems. The buildings at ATF enclose a total of 584,000 square feet of floor area which consists of Propulsion and Aerospace R&D Test Facilities (42%), Administrative Offices (14%) and Warehouse/Storage/Shop Area (44%). Currently, 70% of these facilities are 60 years old or greater.

The IMOR contract shall furnish all labor, supervision, tools, materials, equipment, transportation, and management necessary for the operation, maintenance and repairs of Institutional Systems and CPS. This includes operations, maintenance and repair of CPS equipment, high voltage electrical substations, cryogenic systems, institutional buildings, systems, structures, grounds, and paved surfaces at the NASA GRC LF Campus and selected services at ATF. It also includes certification services for all pressurized vessels & systems at LF and ATF campuses. Contractors shall utilize NASA Policy Requirement 8831.2E Facilities Maintenance and Operations Management as an advisory document for all provided services.

Offerors are advised to read all requirements contained herein and in the dRFP.

Acquisition Features:

A. The IMOR contract structure is comprised of: Indefinite-Delivery/Indefinite-Quantity (IDIQ) with Cost Reimbursable (CPFF) and Firm-Fixed-Price (FFP) Task Orders

(TO).

B. NASA plans to award both FFP, CPFF, and IDIQ TOs in accordance with NASA FAR

Supplement (NFS) 1852.216-80, Task Ordering Procedure, to fulfill the annual requirements. The TO requirements shall be priced utilizing the labor categories and proposed rates in Section L, SECTION L- INSTRUCTIONS, CONDITIONS AND NOTICES TO OFFERORS. NASA reserves the right to unilaterally issue TOs either as a CPFF to FFP type as deemed appropriate during the life of the contract.

C. INSTRUCTIONS FOR VOLUME II – COST and PRICE, in regards to the pricing of the Cost Plus Fixed Fee portion of the contract (See section L.19).

D. Throughout the dRFP, NASA uses “TBD” to designate a NASA Fill-In and “OFI” to designate an Offeror Fill-In which will be required for the model contract.

E. The IMOR acquisition may give rise to an organizational conflict of interest. Therefore, Offerors would be required to submit an acceptable mitigation plan in accordance with I.2 entitled, Preventing Personal Conflicts of Interest, and accept a reasonable limitation on future contracting in accordance with NFS clause 1852.209-71, “H.8, Limitation of Future Contracting,” to be eligible for award.

Specific Acquisition Feedback Solicited (listed in no particular order of importance):

A. The IMOR acquisition is planned to be issued as a 100% Small Business set aside acquisition, B. NASA is considering using sample TOs as a method for evaluating technical understanding. Feedback from industry is requested on the sample task in section L.14, Sub Factor C, section C. These sample TOs would be used for evaluation purposes and are not for issue with the contract.

C. NASA is considering use of Evaluation Factors outlined in Section M.

D. NASA is considering awarding the IMOR contract as a Cost-Plus Fixed Fee (CPFF), Firm Fixed Price (FFP), and IDIQ type contract. NASA is requesting industry feedback on potential ways to incentivize Contractor performance during the period of performance.

E. NASA is considering a contract period of performance of 5 years, consisting of a 2-year base period with 3, 1-year option periods.

Communications Related to the dRFP:

In order for NASA to provide answers back to industry in a timely manner, all questions or comments must be submitted in writing by COB October 12, 2021. NASA will post answers to questions related to the dRFP on a non-attributable basis to the IMOR dRFP section of beta.sam.gov .

Submitted comments and questions should not contain proprietary markings. NASA will not publicly respond to questions marked as containing confidential, proprietary, competition sensitive, or business information. Comments and questions are highly encouraged and may be submitted anonymously if desired.

All questions and feedback should be submitted in writing to Jeremiah.f.OCallahan@nasa.gov. Please title the e-mail “Questions/Comments – IMOR Draft RFP” in the subject block. Please include the document, section or paragraph that the comment or question is referencing.

Questions and responses to the dRFP will be separate from and have no bearing on the subsequent evaluation of proposals submitted in response to any resulting Final RFP. The use of any submitted ideas, questions, and comments to structure the Final RFP is at the discretion of NASA. Eligibility to participate in a future acquisition does not depend upon a response to this notice. NASA will not critique a potential Offeror’s comments, and the dRFP should not be used by Offerors to market their products/services. The dRFP does not commit NASA to award a contract nor does it obligate NASA for costs incurred in the preparation and submittal of proposals in anticipation of a contract or of comments in response to this dRFP.

Offerors are responsible for monitoring the dRFP posting for this procurement on beta.sam.gov for any amendments to the dRFP.
