Source of Comment Reference Industry Question Government Response dRFP Section G Paragraph G-8, The section requires a NASA 553M and 553Q. Do these requirements apply to Firm Fixed Price CLINs? If not please clarify how the 533Q and 533M applies.
Yes, the 533 requirements will apply to both Firm Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF).
dRFP Section L Paragraph L.7(b), As stated in the dRFP "Foldouts count as an equivalent number of 8.5" x 11" pages.
Can the Government clarify if foldouts are considered one or two pages?
If a foldout is used it will be counted as the equivalent of an 8.5"x 11" page (e.g., if a fold out measures 8.5" long and 11.1" wide it will be counted as 2 pages, if a fold out measures 8.5" long and 22.1" it will be counted as 3 pages, if a fold out measures 8.6" long and 11.1" wide it will be counted as 4 pages, etc.) This is an equivalent measurement and cannot be simplified into a statement of one or two pages. The Government intends to strictly apply all page limit requirements.
dRFP Section L Paragraph L.7(b), As stated in the dRFP "using not smaller than 12-point 'Times New Roman' font type".
Can the Government clarify what the font requirement is for headers/footers, and graphic captions?
No, the Government was intentional about establishing a standard font type and size. All information provided must conform to the instructions in the Final Request for Proposal
(RFP).
dRFP Section L Paragraph L.7(b), As stated in the dRFP "Title pages, tables of contents, copies of contractual arrangements, acronym lists, glossaries, page tabs, section dividers and the resumes of Key Personnel are excluded from the page counts specified in paragraph (a) of this provision".
Does the Government have a preference for how the non-page counted pages should be numbered? For example NPC 1.1, NPC 1.2, etc.
The Government's only preference regarding the numbering of non-page counted pages is that non-page counted pages should not be incorporated into or break the flow of the page limited portion of the proposal submission to ensure there is no confusion.
Comment Reference Industry Question Government Response dRFP Section L Paragraph L.10, This section requires a submittal of detailed Safety and Occupational Health Plan as part of the proposal. However, Attachment J-11 List of Deliverables. Plans Worksheet states the Corporate Health & Safety Plan draft is due at contract award, final within thirty (30) days after contract award.
Please clarify when the Safety and Health Plan needs to be submitted. If it is to be submitted with the proposal please identify which Volume and page limit.
The Government intends to clarify the language in Section L.10 pertaining to the submittal of the Detailed Health & Safety Plan.
dRFP Section L Paragraph L.16, "The introduction to Section L says "" The Offeror shall provide a detailed Mission Suitability response that clearly demonstrates how the Offeror shall meet or exceed all requirements of the Statement of Work (SOW) and Request for Proposal (RFP). Provide precise, factual, detailed and complete information that is fully responsive to the instructions which follow and is relevant to the requirements of the SOW."" Later the RFP defines specific SOW paragraphs to be discussed.
Does the introduction mean we need to cover every SOW paragraph and then cover the specific paragraphs called out? Or do bidders only have to address the detailed SOW paragraphs called out in the follow on Section L requirements.
Specifically, do we have to address in the proposal SOW C.5, C.6, C.7, C.9, C.10, and C.11?"
Offerors should provide a proposal that meets all the requested/required information in Section L. The Table in Section L.16 is intended as a reference only.

In the dRFP, L.17 and L.18 appear to be missing.
Was this a numbering error, or are these sections missing? If they are missing, can the Government please provide these sections?
The Government has reserved these sections for future use, if needed, and intends to update the Final RFP accordingly.

Section L.19(a)(1) states that “For pricing purposes, the anticipated contract start date is October 2021”.
Please provide corrected date.
The Government intends to update the date to accurately reflect the intended contract start date of October 1, 2022.

Cost volume, Section 4: Labor Estimates states “..approximately 110 WYE per contract year”. Further Fixed Price Historical Labor” Table shows 80 WYE , “Fixed Price”.
Labor category does not show any labor for SOW C.32, C.34.
C.36. and Cost - type Historical Labor shows 45.50 WYE, it seems SOW C.32, C.34 and C.36 are not included in 45.50
WYE.
Please provide clarification of these discrepancies.
The Government intends to update the tables in L.19, Section 4.

The section L paragraph says "Offeror and all Major Subcontractors are instructed to “conduct appropriate cost or price analyses to establish the reasonableness of proposed subcontract prices” and “include the results of these analyses in the price proposal”. The next Section L text defining Major Subcontractor responsibilities only says "Major Subcontractors are instructed to also provide cost narrative (BOE) information utilizing the instructions of this solicitation. "
For clarity it seems the Major Subcontract requirements should request that the Major subcontractor provide both a cost and price analysis and the BOE narrative for items assigned to the major subcontractor.

The Cost instructions say "The line item cost for ‘Option 1 – Snow Plowing Without GFE' shall not be included in the total price summary at the bottom of the Template 2 Table. This line item cost will be used to evaluate the offerors proposed cost for performing snow plowing without the use of GFE. Refer to SOW section C14 for specific requirements related to snow plowing." The cost template shows two options for snow removal, yet the sums in cells F33- J33 adds both options to the total cost.
Please clarify if bidders are to modify the cost template to reflect the correct option for total price summary purposes.
The instructions in L.19, Section 7 pertaining to the Cost Template and Option 1 Snow Plowing are correct. The Government intends to update the formulas in Attachment J-B- 1.

Contractor Basis of Estimate. The section says "Offeror is instructed to provide narrative support of all proposed estimates....The Offeror’s own format may be utilized. " The instructions do not mention a spreadsheet based BOE.
Are bidders expected to provide a spreadsheet based BOE and supporting narrative or must the whole BOE be in narrative format?
The Government's expectation is the entire BOE be provided in a narrative format; there is no requirement for the BOE to be in Excel/Spreadsheet format.

Yes. Maintenance Repairs (MRs) include both MR1 and MR2.

Critical Parts list- Are there any items in the critical parts list on FFP and any replacement to be on contractor FFP cost and not reimbursed by NASA?
Attachment J-C.6.1 indicates the current critical spare parts stockpile on hand. At the beginning of the contract, the contractor shall purchase the required, minimum critical spare parts, less the stockpile already on hand. This initial purchase shall be FFP. Please refer to page 25 of the Statement of Work (SOW) for instructions regarding the procedure for purchasing additional critical spare parts during the performance of the contract.

Central Process Systems (CPS) Operations (ONLY) Working Hours:
BASE: CPS Standard Working Hours: Contractor shall staff First Shift which is Monday through Friday 7AM to 5PM.
NON-BASE: Contractor shall only staff Second & Third Shifts or Weekend Shifts as required by research scheduled.

Maintenance Repair (MR). MRs are CPS or Cryogenics only (FFP) and are more substantial OCR and CSCR maintenance repairs in excess of $2,000. These non-recurring system anomalies are only performed with the approval of the CO, COR or the appropriate FOS. These repairs fall into one of two categories: MR1 tasks that are between $2,000 and $5,000 or MR2 tasks that are between $5,000 and $10,000. Tasks in excess of $10,000 shall be estimated and treated as an IDIQ.
The Contractor shall inform the COR and other applicable Government personnel when a problem has been identified and corrective action planned. The Contractor shall perform the MR Work Orders on CPS and Cryogenics systems as defined by the Government. These tasks shall include, but are not limited to, material purchases and installations. The Contractor shall create a new work order identifying any MR work they discover utilizing the CMMS.
Please clarify. Are they FFP or CPFF? The paragraph mentions FFP for MR. MR1 and MR2 are Firm Fixed Price.

These attachments do not show any Total Actual Costs.
Please provide all Total actual cost and its elements (parts, labor, equipment, Materials, overhead costs).
The historical information that has been provided is a snapshot of the types of work that were conducted under each corresponding work group. The Government does not intend to provide the total actual costs of each work order.

Department of Labor Wage determination # 2015-4727 Revision 11 is different than the current Department of Labor Wage determination # 2015-4752 Revision 15 in place with current CROM contract. Please clarify.
All prospective offerors should be fully aware Institutional Maintenance Operations and Repair (IMOR) will be awarded under DOL WD 2015-4727. Offerors shall ensure their proposed rates at time of offer submission comply with the most recent DOL Wage Determination revision under the stated wage determination in the IMOR Final RFP.

CBA agreements are outside the Governments purview. The Government will not provide guidance on matters related to CBA negotiations/agreements.

The resume is limited to only one page which is too short to detail the credentials of highly qualified personnel. Consider expanding this to two pages.
The Government has considered this request, and has determined the resume can be adequately summarized into a single page.

Is the Quality Assurance (QA)/Reliability Centered Maintenance (RCM) Manager position intended to be a dual-responsibility of a single individual? With a contract of this size, it may be beneficial to separate the responsibilities for performance by two separate people with qualifications unique to those roles.
The Government intends to remove Section H.3 Key Positions & Facilities from the Final RFP; however, the Government expects all offerors to propose all positions in the way the offeror intends to manage their workforce.

No. Minimum qualifications are not defined in the SOW for the Program Manager or Quality Assurance Manager.

Major Subcontractors are required to submit their information along with the Offeror’s proposal and may do so in separate electronic files. As this may contain proprietary information, should the Prime contractor submit a sanitized version with their proposal and have the Subcontractor submit their complete version directly to the Government?
To the extent that this question is referring to L.19 - Section 3 'Subcontract Cost Analysis': Major Subcontractors may choose to submit their detailed cost (costs broken out into constituent pieces) information to the Government separately. The Prime will still be responsible for including the Major Subcontractors top line costs (costs that have summarized versus broken out into constituent pieces) .

Is there a maximum number of contracts that Offerors and Major Subcontractors can submit?
While there is no maximum limit on the number of contracts for past performance that can be submitted, there is an overall page limit for the Relevant Experience & Past Performance Volume. Additionally, the Government has sole discretion to determining which contracts submitted are relevant to the IMOR contract.

The Government is responsible for service and maintenance of all Government Furnished Equipment (GFE). The provided GFE is operational and serviced regularly. The contractor is free to provide additional supplemental equipment as it sees fit.

The RFP asks Offerors to describe roles, responsibilities and various qualifications of proposed key personnel. The RFP also asks for a one-page resume. Is the resume in addition to the description outlined in Section L.16(a)(3)?
The requirement in L.16 is separate from what is requested in Section H.3. The Government intends to remove Section H.3 Key Positions & Facilities from the Final RFP.

Please confirm that the current CROM workforce includes SCAs and that none of the other positions on the CROM contract are unionized. Please also confirm that there are similar positions on both the current CROM and FORM contracts and that some positions are unionized and some are not. For example, electricians are unionized on the FORM contract but electricians on the CROM contract are SCA.
Please confirm if SCA employees on the CROM contract are supporting the cost-plus and/or the FFP portions of the contract.
Currently CROM does not have any unionized employees;
there are SCA requirements related to CROM as it is a services contract. The entirety of CROM is CPFF.
Currently FORM2 has some similar positions to CROM and has a number of Unionized employees.
This information is for historical purposes only. The contractor shall manage their own workforce as it relates to union and non-union workers regardless of what exists on the existing contracts.

The solicitation directs offerors to complete Clauses B.3 and B.4 by inserting proposed amounts in the appropriate spaces.
However, these clauses appear to be related to the Government.
Additionally, Clause B.2 has information tagged "OFI." Should offerors complete Clause B.2 instead? Please review these clauses and correct the RFP.

SOW Section C Paragraph C.19
The SOW provides qualifications for three levels of operators and one technician. Is the minimum staffing for C.19 defined as:
"A minimum of one (1) GIMCS Hardware Technician shall be present during NASA GRC standard working hours," and, "A minimum of one (1) Master Operator shall be present during NASA GRC standard working hours."
C.19 shall be staffed to meet the requirements of the statement of work. A minimum of one (1) Master Operator and a minimum of one (1) GIMCS Hardware Technician shall be present during NASA GRC standard working hours along with other operators and technicians needed to meet the requirements of the statement of work.
SOW Section C Paragraph C.19
While the GIMCS software is proprietary to Siemens and Allen Bradly, may the contractor self-perform this scope if they provide qualified operators and technicians?
The contractor may self-perform the GIMCS scope in the statement of work if it provides qualified operators and technicians to perform the GIMCS scope.

The Government has provided Indefinite Delivery Indefinite Quantity (IDIQ) history for information purposes only. The not-to-exceed amount is based on historical analysis and potential future needs.

The Attachment J-C.9.5 indicates several modules that are not in use. May these be activated or used at a contractor's request and at their cost for maintenance?
No. The modules indicated as not in use in Attachment J-C.9.5 are not available to the Contractor.

The combination of the two historical data tables represents
125.5 WYEs. Is it the Government's estimated staffing level of approximately 110 WYEs per contract year, realistically intending to be a 13% reduction in staffing?
The estimated staffing level is based on the Government's analysis of the IMOR scope. The IMOR contract scope is not equivalent to simply adding the scope of the 2 existing incumbent contracts. Document states in part: A “Quality Assurance (QA)/Reliability Centered Maintenance (RCM) Manager” is required by clause H.3. It is atypical for a Government agency to require that a position be “dual-hatted” with two different sets of responsibilities. The choice of whether or not to dual-hat a position is typically a business decision made by each individual contractor based on their unique operating model for the contract.
Comment: We urge the Government to reconsider requiring this position to be dual-hatted. Instead, we suggest that you require offerors to provide a Quality Assurance (QA) Manager and a Reliability Centered Maintenance (RCM) Manager, and state in the RFP that dual-hatting positions is permissible if it is justified by the contractor’s unique operating model for the contract but this must be fully explained in the proposal.

We do not believe this page limit is sufficient to adequately address the RFP requirements for Subfactors A, B, and C as currently written. In particular, Subfactors B and C will require significant additional page count (approximately 100 additional pages) to provide a “detailed response that demonstrates a technical understanding” of the SOW requirements in each area and for each sample task. The Section L instructions and Section M evaluation criteria for addressing Subfactor B are particularly vague as currently written, and are subject to a wide range of interpretation by offerors regarding the specific SOW paragraphs to be addressed and the level of detail required in offerors’ responses.
Comment 1: In Subfactor B we recommend that the Government specify the minimum acceptable set of topics to be addressed within each SOW area by SOW paragraph number to provide clarity to offerors.

We suggest a period of at least 90 additional days prior to release of the final solicitation to accommodate this activity.

The incumbent boiler operators have valid Ohio licenses. A valid license is a requirement of the safety permit and operating license, therefore a State of Ohio License is required to operate the boilers. It is not acceptable to use an alternative jurisdiction license.

Since the U.S. Government Accountability Office (GAO) has ruled in favor of allowing the evaluation of experience to consider past performance information regarding affiliated companies, and FAR 15.305(a) (2) (iii) allows the evaluation to consider key personnel who have relevant experience, is it allowable to use an affiliated and/or sister company's past performance and resources in response to our experience requirement?
