The contractor must be a licensed HVAC and electrical contractor with demonstrated experience in critical data center environments. Work must conform to local, state, and federal codes, and include refrigerant reclamation per EPA regulations, piping replacement and inspection, electrical and control wiring connections to building automation networks (BACnet), airflow balancing, and full operational performance testing. Deliverables include commissioning reports for each unit, two complete sets of Operation and Maintenance manuals, as-built drawings, and a minimum of four hours of on-site training for facility personnel.

Critical special conditions include maintaining continuous cooling with zero downtime (any required outage must have at least 60 days' notice) and execution in phases to minimize disruption. Personnel requiring access to secure areas must be cleared within 45 days. Work shall be performed Monday through Friday, 7:00 a.m. to 5:00 p.m., with coordination required 48 hours before commencement.
