About this file

This is a Draft Request for Proposal (RFP) for a Special Ammunition and Weapon Systems (SAWS) procurement issued by the Army Contracting Command – Rock Island (ACC-RI) under solicitation W519TC-26-R-0001, dated March 17, 2026. The procurement covers Special Ammunition and Weapon Systems and NATO non-standard ammunition for use by the Department of War, other U.S. Government agencies, foreign governments, and international organizations. The NAICS code is 332993 (Small Arms, Ordnance, and Ordnance Accessories Manufacturing). The Government plans to award multiple indefinite delivery/indefinite quantity (IDIQ) contracts with firm-fixed pricing to all responsible offerors deemed technically acceptable using a Highest Technically Rated Offeror (HTRO) source selection approach. The contract will have a guaranteed minimum delivery order of $1,000 and a maximum quantity ceiling of 3,552,685,000 items across five one-year ordering periods. All items must be compatible with applicable weapons and fall within specified Federal Supply Groups including weapons, ammunition, explosives, guided missiles, aircraft components, vehicles, and training aids.

Offerors must be registered with the U.S. Department of State's Directorate of Defense Trade Controls (DDTC), hold a current Federal Firearms License (FFL) Type 11, maintain active System for Award Management (SAM) registration, and have performed as prime or subcontractor on Arms, Ammunition & Explosives (AA&E) contracts within the last five years. Proposals must be submitted electronically through the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module by the deadline specified in Standard Form 33, Block 9, and remain valid for 180 calendar days. The Government will evaluate proposals using a sequential process: Volume 1 for contractual document compliance, Factor 1 as a mandatory GO/NO-GO gate, Factor 2 as an HTRO self-scoring matrix with eight evaluation categories (delivering munitions, obtaining End User Certificates and Export Licenses, completing Explosive Site Safety Plans, Technical Data Packages, Lot Acceptance Tests, and AA&E transportation), and Factor 3 for price fairness and reasonableness. The minimum technical threshold rating is 22,220 points (80% of 27,775 total possible points). All documentation must be within five years of the solicitation date. Packaging and marking requirements comply with International Standards for Phytosanitary Measures (ISPM) 15 for wood packaging materials, with specific requirements varying by AA&E transportation security category.

SECTION L – INSTRUCTIONS TO OFFERORS

GENERAL INSTRUCTIONS:

These instructions are a guide for preparing proposals in response to Solicitation W519TC-26-R-0001 and represent a tailored version of Federal Acquisition Regulation (FAR) 52.215-1. In the event of a conflict, the language herein takes precedence. The basis for award will be determined utilizing the Highest Technically Rated Offerors (HTRO) Minimum Technical Threshold Rating (MTTR) approach. HTRO is a source selection process that is neither a tradeoff nor Lowest Price Technically Acceptable (LPTA). This method will allow the Government to establish a pool of qualified Contractors for future competition. Technical acceptability will be determined using the HTRO methodology described herein. The Government intends to award one (1) contract to each and all of the qualifying Offerors who are determined responsible in accordance with (IAW) FAR Part 9.

The Government has established a points-based matrix of objective criteria in this Solicitation. Offerors will self-score against the objective criteria and deliver supporting documentation to objectively prove their self-score. After receipt of proposals, all Offerors are ranked using the self-scoring matrix. The Government will review the supporting documentation to validate the Offerors self-score, and scores are adjusted downward if not adequately substantiated. The Government will not make upward adjustments. The Government intends to award multiple contracts, but reserves the right to a single award, to the Offeror(s) with the highest rated technical capability and prices that are deemed fair and reasonable. The Government intends to validate Offerors self-scores and award without discussions; however, the Government reserves the right to conduct discussions if it is determined to be in the Government's best interest. Offerors are cautioned to examine this Solicitation in its entirety and ensure their proposal contains all necessary information, all required documentation provided, and is complete in all respects. The Government is not obligated to make another request for required information, nor does the Government assume the duty to search for data to cure problems it may find in proposals.

During the evaluation process, the Government may request clarifications if needed.

Clarifications do not constitute discussions, and an Offeror is not allowed to change their proposal in response to a request for clarification. However, the Government reserves the right to engage in discussions, if needed, and to engage in discussions with some, but not necessarily all, Offerors. If discussions are held, they may consist of oral and/or written questions, may address technical and cost/price issues, and may allow an Offeror to provide additional information and/or change their proposal.

PROPOSAL SUBMISSION REQUIREMENTS:

Proposals must be signed by an individual authorized to enter into a contract on behalf of the Offeror and must be written in English.

Proposals must remain valid for 180 calendar days from the due date specified in Block 12 of the Standard Form (SF) 33.

Proposals must be submitted electronically via the PIEE Solicitation Module by the specified deadline. The PIEE Solicitation Module automatically tracks the date and time of all submissions. Proposals not received by the designated submission deadline will be handled IAW FAR 15.208.

Offerors must have an active registration in the System for Award Management (SAM), https://sam.gov, at the time proposals are due, the entire Solicitation competition, through contract award and the duration of any resulting contract.

Offerors may submit only one (1) proposal as the prime contractor. Offerors shall establish a PIEE Proposal Manager account to access documents and submit proposals.

The Government reserves the right to cancel this Solicitation at any point before contract award without obligation to reimburse Offerors for costs incurred.

The Government will not reimburse Offerors for proposal preparation costs.

Notices and debriefings will be conducted IAW FAR 15.505 and FAR 15.506.

Offerors must acknowledge any amendments issued against this Solicitation by including a signed SF 30 (Amendment of Solicitation/Modification of Contract) with their submission.

EVALUATION PROCESS:

Use of Artificial Intelligence (AI) Tools: The Government may employ AI as a tool to assist in the analysis and review of Offeror proposals. AI tools may be used to support tasks such as summarizing proposal content, identifying compliance with request for delivery order proposal/Solicitation requirements, and highlighting areas of potential strength, weakness, or risk.

Maintaining Inherently Governmental Functions: Notwithstanding the use of AI tools to support the evaluation process, all final evaluation judgements, including the assignment or assessment of adjectival ratings, best value determinations, and source selection decisions, will be made exclusively by duly appointed Government personnel.

The Government retains sole responsibility for all inherently governmental functions and will not delegate decision making authority to any AI tool.

Offeror Confidentiality and Data Protection: The AI tools utilized by the Government will be employed in a manner consistent with applicable regulations that govern the protection of proprietary and source selection sensitive information. The AI tool will be an output-only system. Any generated report data is not saved. Volume 2 IDIQ Base Attachment 0008 – HTRO Self-Scoring Matrix (DRAFT):

Volume 2 consists of the IDIQ Base Attachment 0008 – HTRO Self-Scoring Matrix (DRAFT) (Factor 1 GO/NO-GO Gate and Factor 2 HTRO Self-Scoring Matrix) comprised of Volume 2a – 2d:

Volume 2a: HTRO Self-Scoring Matrix (Factor 1 GO/NO-GO Gate and Factor 2 HTRO Self-Scoring Matrix)

Volume 2b: Factor 1 GO/NO-GO Gate Supporting Documentation

Volume 2c: Factor 2 HTRO Self-Scoring Matrix Supporting Documentation

Volume 2d: Cross Reference Matrix

Volume 2a HTRO Self-Scoring Matrix (Factor 1 GO/NO-GO Gate and Factor 2 HTRO Self-Scoring Matrix)

Offerors shall complete the IDIQ Base Attachment 0008 – HTRO Self-Scoring Matrix (DRAFT), which is divided into two (2) factors:

Factor 1 GO/NO-GO Gate

Factor 2 HTRO Self-Scoring Matrix

Factor 1 GO/NO-GO Gate

Failure to meet all criteria of this mandatory factor will result in the proposal’s rejection without further evaluation and will be ineligible for award.

Offerors shall navigate to the "GO_NO-GO Gate" tab in the IDIQ Base Attachment 0008

– HTRO Self-Scoring Matrix (DRAFT) MS Excel file.

D R

Enter the Offeror Name in cell B4.

For each question in Rows 6 through 9, select either "Yes" or "No" from the corresponding dropdown menu in Column C.

An answer of "No" to any question within this factor shall render the Offeror ineligible for award.

Factor 2 HTRO Self-Scoring Matrix

Factor 2 proposals will only be evaluated for those Offerors who successfully PASS all criteria in the Factor 1 GO/NO-GO Gate. For Factor 2, Offerors will complete the self-scoring matrix provided. The Government will validate all Offerors’ self-score based on the Offeror’s evidence provided.

Navigate to the "Self-Scoring Matrix" tab in the IDIQ Base Attachment 0008 – HTRO Self-Scoring Matrix (DRAFT) MS Excel file.

Enter the Offeror Name in cell B3.

For each Category on the HTRO Self-Scoring Matrix listed in Column B, the Offeror shall enter a numeric value in the "Offeror's Response" (Column D based on the quantity of supporting documents provided. The "Offeror's Raw Score" (Column G) and the "Offeror’s Self-Score Total" (cell G58) will be calculated automatically.

Evaluation Categories where the Offeror cannot demonstrate experience shall be left blank, and the Offeror will receive zero (0) points for that item.

To be considered technically acceptable, an Offeror’s score must meet or exceed the MTTR. The “Offeror’s Self-Score Total” (cell G58) will automatically turn green for Acceptable and red for an Unacceptable score.

WARNING: Unless stated otherwise, Offerors shall not change, adjust, unprotect, or manipulate any formulas or cells within the IDIQ Base Attachment 0008 – HTRO Self- Scoring Matrix (DRAFT) MS Excel file. Any unauthorized modification may result in the proposal being rendered non-compliant and rejected.

Example:

Category 1

Category 1.a.1 (cell B7), "Provide historical / archival Letters of Commitment and associated documentation of delivery from foreign or U.S. ammunition manufacturers for past or current contracts. Identify the Federal Supply Class (FSC) code each delivery represents."

Quantity Limit (Column C): up to 10

D R

Quantity Submitted (Column D): Offeror will enter number from 0 to 10. The number entered will be the total number of evidence the Offeror provided to satisfy that Evaluation Category line.

Point Value Each (Column E): 300

Maximum Possible Points (Column F): 3000

Offeror’s Raw Score (Column G): Once the Offeror enters a number in Quantity Submitted (Column D) automatically multiples Column D by Column E and updates accordingly.

For instance, if the Offeror enters the total number of “8” for supporting evidence in Quantity Submitted (Column D) based on valid Letters of Commitments, the calculation is: 8 documents * 300 points/document = 2400 for this Evaluation Category Offeror’s Raw Score (Column G). Also, the Self-Scoring Matrix will automatically update the Offeror’s Self-Score Total (cell G59).
