About this file
This is a self-scoring evaluation matrix template for offerors responding to Solicitation W519TC-26-R-0001 for Special Ammunition and Weapons Systems (SAWS) and NATO non-standard ammunition. The matrix contains a mandatory go/no-go gate (Factor 1) that requires offerors to demonstrate: current registration with the U.S. Department of State's Directorate of Defense Trade Controls (DDTC), a Federal Firearms License (FFL) Type 11 for importers of destructive devices, an active System for Award Management (SAM) registration with a CAGE Code and Unique Entity Identifier (UEI) Number, and prior performance as a prime or subcontractor on an Arms, Ammunition & Explosive (AA&E) contract within the last five years. Offerors must pass all four gate criteria to proceed; failure to pass any criterion results in a no-go determination and ineligibility for award.
Factor 2 of the matrix evaluates technical experience across seven primary categories plus relevant government contract experience, with a total of 27,775 points available and a Minimum Technical Rating Threshold (MTTR) of 22,220 points (80% of possible points). Evaluation categories assess offerors' demonstrated ability to deliver munitions from manufacturers, obtain End User Certificates (EUCs) and Export Licenses, complete Explosive Site Safety Plans (ESSPs) and Technical Data Packages (TDPs), conduct Lot Acceptance Tests (LATs), and execute transportation of AA&E across multiple countries and modes. Offerors provide historical and prospective documentation supporting each category, with scoring based on quantity of artifacts, number of foreign manufacturers or countries involved, diversity of ammunition types (identified by Federal Supply Class codes), and relevant government contract experience. Only offerors meeting or exceeding the MTTR are eligible for award under the Highest Technically Rated Offeror (HTRO) source selection approach.
