1 INTRODUCTION
1.1 BACKGROUND
The Federal Aviation Administration (FAA) Airport Cable Loop (ACL) Systems - Sustained Support (ACLSSS) Program is responsible for continually monitoring, managing, and/or replacing FAA’s on-airport cable systems, with a strategic mission to provide increased capacity and availability. On-airport ACL systems are FAA-owned and managed signal/control cable lines and equipment that transport information between Airport Traffic Control Towers (ATCT) and other FAA on-airport facilities. This information includes essential and critical services such as radar, weather data, air-to-ground voice communication, navigational aid control and monitoring from the ATCT; as well as non-essential information such as administrative traffic and email.
Legacy Fiber Optic Transmission Systems (FOTS) and ACL systems rely on an aging infrastructure of cables and communications equipment most of which is no longer manufacturer supported. Prior to 2007, 40+ different types of communications equipment were deployed in ACL systems without formal training, configuration management, operational engineering or logistics support. The majority of these systems remain in-service today. Of the 120+ airports with ACL/FOTS, over 100 are using obsolete equipment. These systems are maintained using decommissioned parts recovered from airports receiving new equipment and/or by purchasing refurbished spare parts from used equipment dealers.
The ACLSSS Program Office (PO) implemented a plan in 2007 to replace aging infrastructure with a standardized and fully supported Commercial Off-the-Shelf (COTS)/Non-Developmental Item (NDI) systems. Contracts were put in place for Ciena/Nortel Add Drop Multiplexers (ADM) in 2007 and Charles Industries Channel Banks in 2010. The contract for the ADM expired in April 2014; the channel bank contact expired in 2018.
The ACLSSS PO plans to issue a new COTS/NDI contract for procurement of next generation on-airport communications equipment. This new procurement named Dedicated Network Telecommunications System (DNTS), will replace legacy channel bank and optical network multiplexer communications infrastructure located in the National Airspace (NAS).
The DNTS equipment will meet current communications, navigation and surveillance requirements and Next Generation (NextGen) requirements for capacity, reliability, maintainability, availability, and voice quality.
1.2 PURPOSE
The primary objective of the Operational Capabilities Test (OCT) is to objectively evaluate and verify the capabilities of each Offeror’s proposed DNTS prior to contract award. The OCT Plan provides the framework and processes to ensure each Offeror’s system is evaluated in a standardized environment using standardized methodologies and criteria.
1.3 SCOPE
Each Offeror’s submittal will be characterized to assess whether it conforms to the requirements defined within the product description for the Synchronous Optical Network
SCIT-DNTS-C3-PLN-013 Page 2 FEBRUARY 12, 2023
(SONET) DNTS, FAA-P-2978e. The OCT plan identifies the equipment configurations, verification processes, roles & responsibilities of both FAA and Offeror personnel, events schedule, and related activities to obtain such assessment.

3 DNTS SYSTEM DESCRIPTION
3.1 DNTS SYSTEM OVERVIEW
The FOTS carries critical, essential, and non-essential communications, navigation, and surveillance data at airports. Runway Navigational Aids (NAVAIDS) are connected in either point-to-point or loop configurations between the control tower and glide slope and localizer equipment. Loops are used when the NAVAIDS equipment are determined to be critical for Air Traffic services. Otherwise, the sites can be connected in a point-to-point configuration back to the ATCT. Airports with multiple runways usually isolate data networks for each runway. Remote Transmitter-Receiver (RTR) communications and surveillance data from Airport Surveillance Radar (ASR), are configured utilizing dedicated, bidirectional optical loops. Figure 1 depicts the FOTS systems implemented to support a simplified bidirectional optical ring.
Figure 1. Simplified FOTS Configuration
The DNTS equipment replaces aging, unsupportable telecommunication channel bank and SONET ADM equipment. DNTS will provide telecommunications equipment supporting future airport expansion projects and new facility starts. DNTS utilizes recent technology components and include additional features and functions while supporting existing legacy interfaces and being physically compatible with existing equipment.

SCIT-DNTS-C3-PLN-013 Page 6 FEBRUARY 12, 2023
Figure 2. DNTS Ring Configuration
The data bridge requirement assessment for simplex communications using one DNTS may be conducted on any node equipped with a synchronous EIA232 card. Data bridge dispersal of a single synchronous EIA232 circuit to five nodes will distribute the circuit to the remaining four nodes in the network. In order to meet the product description requirements for five node dispersal, the node accepting the circuit may output the circuit on a separate EIA232 card resident within the accepting node.
At least two DNTSs in the ring network configuration must be provisioned with dry contact closures.
3.3.2 TEST CONFIGURATION 2 – PEER-TO-PEER
A three node, full duplex peer-to-peer configuration as depicted by Figure 3, DNTS Peer-to- Peer Configuration, will be established to demonstrate select product description requirements.

4 DNTS OCT PROGRAM
4.1 DNTS OCT DESCRIPTION
The OCT Program is part of the DNTS Source Selection, Technical Proposal (Factor 1) and will be used to verify and characterize the degree to which the Offeror’s proposed system meets the DNTS system requirements. As stated in Section M.5.1 of the Screening Information Request (SIR), the outcome of the OCT will provide an assessment of the Offeror’s DNTS’s strengths and weakness and will be used by the Technical Evaluation Team (TET) to assign an adjectival rating to the Factor 1 sub-factors.
The OCT Program will be carried out by two teams within the TET, the OCT Test Team and the OCT Product Team. The OCT Test Team will evaluate the DNTS requirements where verification and evaluation require direct physical contact with the DNTS equipment. The OCT Product Team will evaluate DNTS requirements that can be evaluated by reviewing Offeror technical and analysis documentation. Each team will provide their findings to the TET Lead at the conclusion of the evaluation for each individual Offeror.
4.2 OCT APPROACH AND CONCEPT
The OCT consists of evaluating each Offeror’s DNTS configuration against the product description requirements delineated in FAA-P-2978e.
The Government will evaluate each DNTS requirement using a methodology that is best suited for the requirement being evaluated. For example, for DNTS requirements involving proper labeling, evaluation will be conducted by visual inspection. For requirements that call for in-depth familiarity with the DNTS controls, the requirements will be evaluated by Offeror demonstration.
SCIT-DNTS-C3-PLN-013 Page 8 FEBRUARY 12, 2023
Some DNTS requirements will be tested by the OCT Test Team using application specific test tools located in laboratories at the FAA William J. Hughes Technical Center (WJHTC), Atlantic City, NJ. The standardized Test Bed provides equipment control, network emulation and impairment generation, and data collection such that all candidate subsystems can be evaluated in an identical manner. The WJHTC Test Bed environment ensures the stability, reliability, consistency, and repeatability of the evaluation process.
For requirements that cannot be easily inspected, tested, or demonstrated, such as system conformance to industry and FAA standards, the OCT Product Team will verify the requirements using Offeror provided data analysis reports and system design documentation.
OCT evaluation will take place in two locations. Tests and inspections will be conducted at the WJHTC by the OCT Test Team. For the demonstrations, the Offeror will operate and control their DNTSs at the WJHTC to show compliance to selected requirements to the OCT Test Team. For analysis verification, the OCT Product Team will review Offeror provided analysis documentation for selected requirements at FAA Headquarters in Washington, D.C.
Appendix A, OCT Verification Requirements Traceability Matrix (VRTM) provides a complete list of all the DNTS requirements and the methodology that will be used for evaluation. The VRTM also lists the Test Cases that will be used. All Test Cases are described in Appendix B, OCT Test Case Descriptions.
4.3 TEST ENVIRONMENT
FAA testing and inspections along with Offeror demonstrations will be conducted in the Air Ground Communications Laboratory, Building #300, William J Hughes Technical Center.
The laboratory contains the OCT Test Bed described in Section 5.6.
4.4 TEST AND EVALUATION DESCRIPTIONS
Each requirement in the DNTS Specification, FAA-P-2978e will be evaluated as part of the OCT. The VRTM and the OCT Test Case Descriptions documents define how each requirement will be evaluated.
