1 B Pricing Template
Tab
CLINS
0001A -H DNTS
Primary Equipment Quantity 80 - 150
Are you looking for price qty 1 and we will support price up to 150 units?
The DNTS price template requests single unit pricing for CLINs 0001 (A through H) in column F, so that Cell I9 represents the total cost for one DNTS system. For CLIN 0001, 150 is the maximum number of DNTS systems the Government may order for Contract Year 1.
The FAA anticipates including additional instruction for completing the Pricing Template in the Final SIR.
2 B Pricing Template
Tab
CLINS
0001B – H DNTS
Primary Equipment
How many interfaces per system needs to be priced?
Comment – These interfaces are provided on different line cards with multiple interfaces. Each line card is likely to have different quantity of interfaces.
CLINs 0001 A through H represent the cost for one DNTS system (Net Unit Price shown in cell I9). If a unit or line card provides multiple interfaces, the part number and price can be entered multiple times, but the quantity should only be entered once so that the Net Unit price in cell I9 represents the price for one DNTS system. See example on last page of this document.
3 B Pricing Template
Tab
CLINS
0002A – R Quantity Min - Max
Is unit price for min quantity or max quantity or should pricing be based on each line card? Recommend an additional column that specifies the number of interfaces priced. We believe this is needed to compare pricing between vendors.
The DNTS Price Template calculates the total cost for one DNTS system (net unit price shown in cell I9) multiplied by the maximum quantity. See response to question #2 for entering units with multiple interfaces.
4 C - SOW 5 Scope Is the OEM Vendor expected to be the Prime?
No, there is no requirement that the OEM be the Prime.

SIR Reference Comment / Question FAA Response
5 J1 8 3.1.2. (i) The DNTS shall (24) have the option to terminate a minimum of ten
IEEE 802.3
10/100/1000BaseT circuits, each circuit independently configurable as Layer 1 or Layer 2
Please confirm Layer 2 or should it read Layer 3?
Layer 2 is correct.
6 J1 9 3.1.2 (m) Comment - 802.3at provides 25.5w max power. We recommend the newer standard, 802.3bt (90w) be the requirement.
The FAA anticipates removing this requirement (shall #28) from the DNTS Product Specification (SIR attachment J1)
7 J1 9 3.1.3.2 (a) Are the DS1 circuits providing WAN / Layer3 services?
No.
8 J1 12 3.1.4.6 (a) “Maximum output rating of > 1A, is this a typo? If it is “> greater than” 1 A, what is the true max as this is infinite.
The FAA anticipates removing the word, "maximum" from this requirement.
9 J1 12 3.1.5 (a) DNTS system shall provide an optional Primary Reference Source
Please clarify, is it a “Must” or optional?
The DNTS system must provide a primary reference source. The term "optional" refers to whether the Government will order it or not. For instance, there may be an expectation of 1 or 2 per airport, but not for every DNTS system.
10 J1 13 3.1.6 (c) Please specify if NTP v3 RFC 1305 or v4 RFC 5905 is required v4 RFC 5905 as it is required to meet IPv6. The FAA anticipates updating paragraph 3.1.6(c) to include V4 RFC 5905 for this requirement.

11 J1 14 3.1.12.a This requirement refers to RMS but RMS was removed from section J1 FAA-P-2978e (Record of Change .07 07/18/2022)
The FAA anticipates removing the RMS reference in the final SIR.
12 J1 20 3.1.17 Is the requirement only for SONET Ring or same for Ethernet Ring (ref. J 3.1.2 (g))
Comment – We recommend system services be restored within 5 minutes of power failure regardless of topology.
The FAA anticipates removing the "SONET" reference from 3.1.17 in the final
SIR.
13 J1 20 -
3.1. 20 - 3.1.27 Is NEBS certification required or just meeting / exceeding NEBS level 3 requirements for 3.1.20 thru 3.1.27
NEBS certification is not required, but the proposed solution must meet or exceed NEBS level 3 requirements.
14 L7
VRTM Can you describe the criteria for Critical , Vital, and Standard as shown in Column E Sub-Factor
The FAA anticipates including updated descriptions for these criteria in Section M of the final SIR.
15 H H-6 3.8.2-17 Key Personal and Facilities
How are Key Personnel priced into proposal? There is no CLIN for Key Personnel
Labor Rates for Key Personnel are to be priced in the labor category CLINs, CLINs xx11, A through J. Attachment J-3 Labor Categories, Section 1.2, provides the alignment of Key Personnel to Labor Categories CLINs.

Sect B Price
All All Can you please present the summary page? Can you please provide a copy of the file without any restrictions for vendor internal calculations?
The summary page is provided on the tab called, "TEP". The Government will not provide an unlocked version of the price template.

Sect B Price
All All For components with end of life declaration, will the Government agree to purchase ahead of time only the components (Not final product) for the next 10 years to be kept by the manufacturer?
No, the FAA will not agree to purchase ahead-of-time components that are deemed "end-of-life". SIR Section C.3.3.10 and Attachment J2 (CDRL L008) provide Contractor requirements as to analysis, reporting, and mitigation of Diminishing Manufacturing Sources and Material Shortages.

19 J1 14 3.1.12. Fault Diagnosis
(a) The DNTS shall
(84) include built in self-test (BIST) functionality, together with a separately provided remote maintenance system (RMS), provides the capability to remotely monitor and diagnose a network.
I think the RMS comment was left in by mistake since all other RMS references have been removed.
See response to comment #11.
