About this file

This is a Draft Contract Template for Professional Services between the City of Sun Prairie, Wisconsin Police Department and a contractor for crossing guard services. The City seeks qualified vendors to provide comprehensive crossing guard coverage at thirteen designated school crossing locations throughout Sun Prairie. The service includes monitoring and supervising the safety of school children at intersections and crosswalks, managing traffic flow, enforcing traffic safety regulations, and educating children on pedestrian safety. Coverage is required at twelve primary locations with specific morning hours (7:15 AM to 8:15 AM) and afternoon hours (1:30 PM to 3:45 PM, Monday through Friday, with modified Thursday schedules). The contract term runs from the start of the fall 2018 school semester through the conclusion of the 2021 summer school session. The contractor must maintain an adequate reserve personnel roster to ensure uninterrupted service at all designated posts, with service continuation contingent upon school calendar operations.

The contractor is responsible for providing all crossing guard uniforms at no cost to the City or employees, including yellow raincoats, fluorescent safety vests, handheld stop signs, and traffic cones in compliance with National Highway Traffic Safety Administration standards. All crossing guards must complete classroom and on-the-job training covering traffic handling, emergency procedures, legal authority, and position-specific requirements. The contractor must conduct criminal background checks on all personnel and submit weekly timesheets, master crossing guard lists, complaint reports, and student count reports as requested. The City reserves the right to impose penalties of fifty dollars per missed shift with one hour advance notice and one hundred fifty dollars per missed shift with less than one hour notice; five or more misses constitute contract default. The City may unilaterally reduce guard requirements with twenty-four hours' notice, cancel services without penalty with one and one-half hours' notice during school closures, and change locations or hours as needed. Additional guards may be added by mutual agreement based on City-determined need and contractor staffing availability.

The City retains the right to change the designated locations and/or the number of hours to be worked at each designated location.

J. School Calendar: The City shall provide the Proposer with a calendar for the Sun Prairie School
