Enter general unclassified description of this procurement.: The Innovation, Integration and Information Support III (3IS III) contract vehicle supports multiple Space Training and Readiness Command (STARCOM) units operating out of Schriever Space Force Base (SSFB), Peterson SFB (PSFB), and other Front Range locations. These include units aligned under Space Delta 12 (DEL 12), DEL 10, and DEL 1, as well as the Reserve Associate Units (RAUs) aligned with those active duty units. Additionally, the contract supports other organizations located at Bldg 24, Schriever SFB; these include the 310th Space Wing (310 SW), US Space Command (USSPACECOM) elements as well as Space Systems Command’s Space RCO and Space Domain Awareness Division (SSC/ECZG) activities. 3IS III support encompasses Test and Evaluation, Training, Wargaming activities, and the Information Technology services in support of those activities and missions.

text: Item 8a: Reference SAP attachment for authorized SAP performance locations.

Reference Item 10a: If the contractor is authorized to receive Government furnished cryptographic equipment, the guidance will state that fact. Access to classified COMSEC information requires a final U.S. Government clearance at the appropriate level. Further disclosure of COMSEC information by a contractor, to include subcontracting, requires prior approval of the GCA. Non-accountable COMSEC information, though not tracked in the COMSEC material control system, may still require a level of control within a document control system. Refer to NSA/CSS Manual 3-16, "Control of Communications Security Material," and the committee on National Security Systems Instruction (CNSSI) 4001, "Controlled Cryptographic Items," for guidance. If access to COMSEC information is required at Government facilities, contractor personnel will follow the security requirements of the host government activity.

Reference Item 10b: Access to RESTRICTED DATA requires a final U.S. Government clearance at the appropriate level.

Reference Item 10c: GCA approval is required prior to granting CNWDI access to a subcontractor. Special briefings and procedures are also required. Access to CNWDI requires a final U.S. Government clearance at the appropriate level.

Reference Item 10d: Access to FORMERLY RESTRICTED DATA requires a final U.S. Government clearance at the appropriate level.

Reference Item 10e (1)(2): Intelligence – Contractor will require access to security directives specified in the attached SSO Addendum. Regulatory compliance is mandatory unless otherwise specified in writing by HQ SSO USSF.

Reference Item 10f: The contractor must adhere to the special access requirements/procedures developed by the OPR. SAP performance at the contractor cleared facility is not authorized. Performance will be limited to government approved facilities. See attached SAP Addendum for additional SAP security requirements.

Reference Item 10g: Special briefings are required for access to NATO IAW DoDM 5200.01 Vol 3 AFMAN 16-1404 "Information Security Program - Protection of Classified Information." Prior approval of the contracting activity is required for subcontracting. Access to classified NATO information requires a final U.S. Government clearance at the appropriate level.

Reference Item 10i: DoDM 5200.01 Vol 3 AFMAN 16-1404 specifies that Alternative or Compensatory Control Measures (ACCMs) are not authorized for use in the Air Force. Contractor performance may nevertheless require participation in the Joint Staff Focal Point Program (FPP) and access to ACCMs information in accordance with DoDM 5200.01 Vol 3 AFMAN 16-1404 and CJCSM 3213-02D. Handling of ACCM/FPP information will be done "on-site" at government facilities only.

Reference Item 10j & 11i: Controlled Unclassified Information (CUI) – CUI information provided under this contract shall be managed and safeguarded IAW DoD 5400.7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program, DoDM 5200.48, CUI and attached CUI Addendum.

Reference Item 10k: SCI and/or Collateral network required. NC2-ESI access required.

a. For SIPRNet and/or other Secret systems: The government will provide classified network access to include e-mail and web browser. Contractors will be held accountable for actions they initiate on the network and will conduct business IAW USAF, USSF, and local base instructions and policies. Sponsor government agency will provide Information Assurance training prior to contractor access to network services.

b. For NC2-ESI systems: NC2-ESI access is required for contract performance. When tasking requiring access to NC2-ESI is received, the contractor must contact the Air Force Program Manager of the Tasking source for access instructions. The contractor’s access request for NC2-ESI will be submitted to HQ SSO USSF, 114 Thompson St, Suite 220, Langley AFB, VA 23665-2796 using the current version of USSTRATCOM Form 6. Access to NC2-ESI requires a final personnel security clearance at the Top Secret level with SSBI/SSBI-PR. If the SSBI/SSBI-PR is more than 5 years old, then a PR must be submitted and date shown in DISS.

c. For JWICS and/or other SCI systems: The government will only provide JWICS and/or access to other SCI systems to include e-mail and web access provided the contractor meets ALL SCI eligibility and training requirements and maintains the appropriate SCI access level. Contractors will be held strictly accountable for all actions they initiate on the network and will conduct business IAW HQ SSO USSF, and local base instructions and policies. Privileges will be terminated if contractor does not maintain a current TS investigation.

d. STE access is required for contract performance: STE access is required for contract performance. Access will be controlled by the sponsoring agency. Contractor will follow requirements IAW AFMAN 17-1302-O, Communications Security (COMSEC) Operations.

Reference Item 11f: Contractor personnel perform work in the following countries: Access to classified information is required in performance of this contract. Contractor personnel deployed to overseas locations may have access to classified information under the control of U.S. Military, Host Nation Military, or Embassy personnel. The storage of classified information by contractor employees at any location abroad that is not under U.S. Government control is prohibited.

Reference Item 11j: Contractor will follow base and unit Operations Security guidance (SOPs, OIs, etc) for the locations identified in item 8a. A copy of the local guidance will be provided to the contractor.

Reference Item 11k: This contract requires SCI courier capabilities to complete its mission. Couriers must be cleared to the level (or higher) of the classification of material(s) being transported. Courier training will be provided by the owning SSO, or the owning SSO can request training be conducted with another appropriate authority. This training will be accomplished for a “one-time” courier letter or a long-term courier card.

Explain and identify specific areas and government activity responsible for inspections.: Upon notification of the presence of a visitor group, the Chief, Information Protection will provide the local security policies where classified performance will occur. These procedures must be in writing (e.g. email, electronic media, or paper). Prior approval of the contracting activity is required for subcontracting.

Prior approval of the contracting activity is required for subcontracting. All DD FMs 254 prepared for a subcontract by the prime contract will be forwarded to the government contracting monitor and HQ SSO USSF for review and concurrence prior to award of the subcontract. Access to intelligence information will require special briefings and final U.S. Government Top Secret clearance with ICD 704 eligibility.

Item 12. Public Release: PUBLIC RELEASE OF CLASSIFIED INFORMATION, TO INCLUDE SCI AND SAP IS NOT AUTHORIZED.

Explain and identify specific areas and government activity responsible for inspections.: When contractors are designated as Visitor Groups on Air Force installations, Industrial Security Reviews for collateral classified information will be conducted by the Servicing Security Activity. HQ SSO USSF has exclusive security responsibility for all SCI classified material released to or developed under this contract and held at the government SCI facility. Defense Counterintelligence and Security Agency retains cognizance only over non-SCI material released to or developed under the contract and held within the contractor’s cleared facility.
