Performance Work Statement

FOR

Technical Support of Space-Based Missile Warning (SBMW) Oversight Testing

30 September 2022

1. GENERAL SUBTASK DESCRIPTION

The contractor shall provide non-personal operations support and technical expertise to the 17th Test and Evaluation Squadron (17 TES) Schriever SFB and 17 TES, Detachment 1, Buckley SFB, in all aspects of test screening, test planning, test execution, test analysis, test reporting, and test closeout. The 17 TES conducts force development evaluations, operational utility evaluations, operational assessments, command-directed testing, and tactics and concepts validation of space forces mainly in support of HQ SpOC.

2. APPLICABLE PERFORMANCE WORK STATEMENT (PWS) PARAGRAPHS

This subtask invokes the provisions of the following paragraphs and all included subparagraphs of the PWS: 1.2, 1.3.5, 1.4.1, and 1.4.4.

3. SPECIFIC WORK TO BE PERFORMED

The contractor, with government oversight and direction, shall manage all activities required for specific completion of this task order. The contractor shall provide any administration, security, and computer administrative support required to assure the successful completion of this task order. The contractor shall deliver as directed SBMW Developmental Test & Evaluation (DT&E), integrated test, and Operational Test & Evaluation (OT&E). test products such as: Test Strategy Briefs, initial and final test designs (e.g., Scientific Test and Analysis Techniques (STAT) planning tool), initial test design briefings, test execution procedures, Data Management and Analysis Plans (DMAPs), Test Concept Briefings, test plans, test plan briefings, test support written request replies, Integrated Test Team (ITT) Charters, Joint Reliability and Maintainability Evaluation Team (JRMET)/Test Data Scoring Board (TDSB) Charters, lessons learned analysis, support to Verification & Validation (V&V), Modeling & Simulation Accreditation Plans, Operational Test Acknowledgement Letters (response to PEO Cert), Operational Test Readiness Review (OTRR) Briefings, Safety and Technical Review Board products, Test and Evaluation Master Plans (TEMPs) or Test Strategies, Test Capability Accreditation Plans (Threat), Test Readiness Reviews Briefings and reports, Test Resolution Analysis Committees (TRACs) briefings, memorandums, and reports, Test Resource Plans (TRPs)/ROMs (as applicable), Testability Attestation Memorandums, raw test data to DOT&E (as applicable), interim memos/reports as required by the Government, test/final report(s), and Tool Development Reviews. The contractor shall, in the process of delivering these test products will participate in the meetings required to produce these test products (e.g., test design workshop and 17 TES test design meetings and reviews). The contractor shall, before final deliver of test products incorporate government directed changes.

The contractor will participate in training and test dry runs as necessary in preparation for SBMW operational, developmental, and integrated test executions. The contractor will support the planning and execution of any planned cybersecurity assessments associated with SBMW DT&E, OT&E, and integrated test. The contractor will execute test activities mainly at Buckley SFB, Colorado and Schriever SFB, Colorado.

a. Space Based Missile Warning (SBMW) Integrated Test: The contractor shall support the SBMW integrated, operational, contractor, developmental test mission. For clarification of scope, the SBMW mission is performed by Delta 4, specifically, 2nd Space Warning Squadron (SWS), 4 SWS, 8 SWS, and 11 SWS. Specific contractor requirements include the following:

(1) The contractor shall provide test analysis support for SBMW tests (to include integrated testing) throughout the life of the testing effort (planning, execution, analysis, reporting, and closeout).

(2) The contractor shall accomplish trip reports required for travel done in support of Government test activities.

(3) The contractor shall provide operations research analyst support.

(4) The contractor shall provide software-programming support.

(5) The contractor shall provide technical writer support.

(6) The contractors must be cleared to the TS-SCI level.

(7) The contractor shall support integrated SBMW test events within the PoP.

(8) The contractor shall participate in or lead agile program management activities as required.

b. Test Planning (45%). IAW PWS paragraph 1.4.4.2, 1.4.4.6, and 1.4.4.8, the contractor shall lead or assist in aspects of test planning.

(1) The contractor shall participate in test planning working groups to identify and resolve test issues. The contractor shall be available to travel during test planning.

(2) The contractor shall be available to travel during test planning to support ITT and other working groups in support of test planning.

(3) For Early Involvement Test Planning, the contractor shall lead or assist Government in planning and coordinating combined data collection regarding program office-led developmental and contractor testing.

c. Test Tool Development (5%). IAW PWS paragraph 1.4.4.8.

d. Test Execution (15%). IAW PWS paragraph 1.4.4.3, the contractor shall be available to travel for test execution.

(1) The contractor shall accomplish test execution data collection, detailed test procedures, analysis, administering surveys, and other DT&E/OT&E/integrated test tasks outlined in the DMAP and test plan.

(2) For Early Involvement Test Execution, the contractor shall lead or assist Government in analyzing and reporting on data collected during program office-led developmental and contractor testing.

e. Test Analysis (20%). IAW with PWS 1.4.4.4. For Early Involvement Test Analysis, the contractor shall lead or assist Government in analyzing data collected during program office-led developmental and contractor testing.

f. Test Reporting (15%). IAW PWS paragraph 1.4.4.5.

(1) The contractor shall lead or assist in the development and coordination of test reporting documents and test report briefings. The contractor shall ensure all documents and briefings comply with appropriate USSF standards. Test reporting documents include but are not limited to: Detailed Analysis Report (DAR), test reports/briefings, Final Results Briefings (FRBs), interim report(s), and letters of appreciation, as required.

(2) For Early Involvement Test Reporting, the contractor shall lead or assist Government in reporting on data collected during program office-led developmental and contractor testing.

4. REQUIRED TRAVEL

Contractor TDY travel may be required in conjunction with performance of this task order listed in Appendix (A). All contractor travel arrangements shall be the responsibility of the contractor. There could be additional travel required for individual tests.

5. OTHER DIRECT COSTS (ODCs)

The contractor shall propose any necessary ODCs as required. The Government Program Manager (PM) and Contracting Officer shall approve all task order ODCs prior to purchase. Government foreseen ODCs are listed in Appendix B.

All contractor test analysts shall successfully complete the following training courses (or equivalent as determined by the Government): Delta 12 Initial Qualification Training (IQT), test squadron Mission Qualification Training (MQT) for each contractor test position (as government directed), Science of Test (SOT) 210/Introduction to DOE, SOT 310/DOE I, or other test or statistically related equivalent courses as created and/or directed by the Government. In addition to the courses all contractor analysts must take, the OR specialist shall successfully complete the following additional courses (or equivalent as determined by the Government): DOT 410/DOE II and DOE III. Training should normally be completed within three (3) months pending class availability, except for the ORA, who should normally complete all their classes within ten (10) months. Contractor attendance of the course will be based on government approved dates.

6. DELIVERABLES

Deliver in accordance with contract data requirement list (CDRL) instructions except as noted below:

a. A001 – Contractors Progress, Status, and Management Report

b. A003 – Cost Performance Report

c. A004 – Contract Funds Status Report.

d. A009 – Scientific and Technical Reports

In addition to the CDRL reports above:

Provide an additional financial report, with the following information for each 17 TES test: report date, Period of Performance (PoP) start and end dates, color and year of funds (e.g., 3080/FY24), forecast of labor hours and ODCs (travel broken out separately) through test completion, actual labor hours spent through test completion, contracted labor funding and ODCs (travel broken out separately) amounts, VAC, contract ceilings, whether effort severable or non-severable, percent plan of funds remaining at the end of the PoP, percentage and amounts of remaining labor hours and ODCs (travel broken out separately), and notes of any contractor and/or government actions pending that may affect funding as directed by the Government.

7. SCHEDULE

The contractor shall provide deliverables according to CDRL instructions unless the Government and contractor mutually agree upon an alternate schedule.

8. GOVERNMENT FURNISHED MATERIAL

The government will furnish or make available to the contractor any documentation necessary to accomplish the task as mutually agreed upon by the Government and the contractor.

9. SECURITY INSTRUCTIONS

The contractor shall require access to Top Secret Sensitive Compartmented Information (TS/SCI) and other special category data during the performance of these tasks. The Government shall determine accesses required in conjunction with the contractor's stated needs.

10. SERVICE SUMMARIES (SS)

The contractor shall perform to the specific SS items in Appendix C. The SS items are listed in the 3IS II performance plan (PP) and will be observed monthly unless a deviation is approved by quality assurance personnel, the PM, and the CO, as appropriate. The measurements for these SS Items are 100% monthly observation in the Quality Assurance Management Report (QAMR) system and a rating not less than “Satisfactory” for any two (2) consecutive months.

11. MANAGEMENT

a. The program manager is Mr. Edgard Millán, 719-567-6492. The 17 TES Contractor Officer’s Representative is Mr. Steven Bragado, 719-567-5576. Notification will be provided to the contractor's designated representatives. Changes to the program manager and contracting officer representative may be changed throughout the life of the task order by designated letter from the Government.

b. The period of performance: 12 (twelve) months from date of contract award (desired PoP 16 August 2023 to 15 August 2024).

Appendix (C)

The following is the service summary (SS) which is a listing of critical performance objectives (services required) with associated performance thresholds (specific standards) that will be periodically verified by government personnel. Each performance threshold represents the minimum acceptable level of contractor performance for its corresponding performance objective. The performance objectives and thresholds represent only the critical components of this contract and do not excuse the contractor from performance of other responsibilities identified in this TO.
