Performance Work Statement

FOR

STARCOM Wargaming

19 September 2022

1. GENERAL TASK DESCRIPTION

The Space Training and Readiness Command (STARCOM) Wargaming task provides wargaming capabilities and support for United States Space Force (USSF), STARCOM, Space Systems Command (SSC), and Space Operations Command (SpOC) in accordance with government direction through the organizational construct of STARCOM/Delta 10/OL-B. STARCOM Wargaming provides capabilities to investigate issues and implications of space and cyberspace operations in greater depth than available during daily and routine operations. STARCOM Wargaming executes the Title 10 Schriever Wargame (SW) Series (SWS) cycle as well as STARCOM Wargaming events, while supporting additional wargame requirements throughout the annual planning cycle. The STARCOM Wargame Team develops and executes wargame planning events as part of the annual wargame plan, coordinated with the USSF Wargaming Coordination and Alignment Team (WARCAT) including workshops, seminars, deep-dives, conferences, and other events to support USSF, STARCOM, SSC, and SpOC requirements, as well as developing materials needed to conduct the SWS Capstone.

The base period of performance (PoP) for the STARCOM Wargaming task proposal request covers 1 August 2023 to 31 July 2024, with additional option years as required and contracted, and will encompass SWS and other STARCOM Wargaming-related events as directed by the Government and supported by current manning. Unless otherwise stated, the Government is represented by the STARCOM Wargaming Executive Director, Deputy Director, Operations Branch Chief (when hired), Support Branch Chief (when hired), and the Contracting Officer’s Representative (COR).

2. APPLICABLE PERFORMANCE WORK STATEMENT (PWS) PARAGRAPHS

This task order (TO) invokes the provisions of the 3IS III PWS in its entirety.

3. SPECIFIC WORK TO BE PERFORMED

a. STARCOM Wargame Operations Support (50% as part of the overall wargame task)

1) Definition: Performance of operations in coordination with the Executive Director, STARCOM Wargaming, and COR in support of STARCOM Wargame activities.

a) The contractor shall design and/or coordinate development of wargame planning events as part of a coordinated annual cycle to include workshops, seminars, deep-dives, conferences, and other events to support development of required materials for STARCOM Wargaming events (including SWS). These materials include, but are not limited to, draft objectives, orders of battle (OBs) and toolkits, organizational cell structures, scenarios, Quick Look Reports (QLRs), final reports, and internal training materials/sessions for contract personnel. Key wargaming events which may be supported during this PoP include execution of: the SW Main Planning Conference (MPC), Red Team Workshop, Final Planning Conference (FPC), and Capstone; the CDC, Initial Planning Conference (IPC), MPC, and other wargame development-related activities as required to support SW Capstone execution and SW planning and event execution. Additional STARCOM Wargaming events, including seminars, workshops, and deep dives, will be conducted IAW the annual STARCOM Wargame plan, as coordinated with the WARCAT, and with coordination between the Contractor and Government. Contractor shall recommend solutions for, and be prepared to support, set up and connection of Government-provided virtual capabilities for use at wargame events if available, feasible, necessary, and designed for the appropriate classification level.

b) The contractor shall provide wargame developers with space, cyberspace, intelligence, policy (strategic, operational, national, and international), modeling and simulation, space launch, and operational planning expertise to fully integrate space and cyberspace play into wargame events in support of USSF Chief of Space Operations (CSO)- and STARCOM-approved game and event objectives. The contractor shall ensure the SWS (and other events) design fully incorporates the appropriate USSF and USSPACECOM concepts and guidance, and shall recommend to the Government appropriate space and other domain subject matter experts (SMEs) for participation in wargame events and in specific cells for play during wargame events in accordance with, and in support of, wargame scenario(s) and objectives.

c) The contractor shall regularly review manpower, types and levels of expertise, and current training/education level on the STARCOM Wargaming Team to ensure the team can meet the operational tempo of the annual wargame cycle, increased sophistication of the wargame, wargaming tools, and the demand for support to other wargames, exercises, and activities. Recommended changes to manpower will be presented to the Government for review and approval.

d) The contractor shall design and develop (and/or task and coordinate) with outside organizations to deliver space, cyberspace, and terrestrial wargame OBs and toolkits as required to meet wargame and wargame event objectives. These organizations include, but are not limited to: SSC, SpOC, National Reconnaissance Office (NRO), commercial and civil companies and organizations, Missile Defense Agency, Air Force Research Lab, Space Rapid Capabilities Office, Space and Missile Defense Command, USCYBERCOM, the National Air and Space Intelligence Agency, and participating nations. These toolkits shall be comprised of items at multiple classification levels, multiple domains, and a broad range of Red (adversary), Blue (coalition), and rest-of-world systems and capabilities in accordance with wargame objectives and government direction. These OBs and toolkits may be required to represent both notional and real-world systems and may be acquired from and/or used for other Government-approved and directed wargames, exercises, and/or events.

e) The contractor shall provide draft invitations and/or read-ahead documentation for key wargame events for Government review and approval. Once the invitations and read-ahead documentation are approved, the contractor shall e-mail them to the appropriate organizations and personnel. Invitations and read-ahead documentation must be sent to recipients with sufficient lead time prior to the event in coordination with the Government.

f) The contractor shall recommend potential SME participants, both individuals and organizations, to ensure appropriate participation in planning events at appropriate classification levels. Participants may be called upon to replicate military, government, commercial, media, civil, and diplomatic disciplines within wargame planning and the capstone event. Multiple contacts, coordination, and networking venues shall be employed to ensure an appropriate level of participation and assistance from USSF organizations, other services, Government agencies, industry, academia, and international partners (including their agencies, academia, and industry).

g) The contractor shall support wargame development using personnel as necessary based on wargame objectives with expertise in areas such as wargame design, adjudication, adversary concepts, operational concepts, national intelligence, international engagement, commercial space, civil space, campaign planning, Battle Management, Command and Control, space and cyberspace operations, deterrence, forces and architectures, academic institutions, global industry and private sector issues, and space and cyberspace law, authorities, policy, and rules of engagement.

h) During this PoP, the following STARCOM Wargame events are tentatively planned for contract support:

i. SW OB/Toolkit Workshop

ii. SW MPC

iii. SW Red Team Workshop

iv. SW FPC

v. SW Capstone

vi. SW Final Report Writing Workshop

vii. SW CDC

viii. SW IPC

ix. SW MPC (depending on date of event)

x. SW OB/Toolkit Workshop

xi. SW Commercial and Civil Workshop

xii. Up to two (2) SW Combined Technical Operation Cell (CTOC) workshops

xiii. Up to two (2) SW US Technical Operations Cell (USTOC) workshops

In addition, the contractor shall be prepared to support:

i. Up to five (5) workshops, tabletop exercises, planning, or deep-dive events supporting either SW or STARCOM Wargaming (defined as focused, topic-based events of small or medium size, but not including Initial, Main, or Final planning events or other events specified in this proposal), which could include Doctrine wargame events, STARCOM wargame events, or events supporting SSC, SpOC, or USSF.

ii. Up to three (3) senior leadership briefings (e.g., CSAF, Combatant Commanders, international partners, etc., but not including regular updates to the USSF, STARCOM, or SpOC leadership) and pre-briefings prior to a senior leadership briefing

iii. Capstone or major event outbriefs or “Road Shows” as coordinated with the Government and COR

iv. Any additional briefing, meeting requirements, or events shall be coordinated with the Contractor through the Government and Contracting Officer’s Representative (COR) as the requirements are identified to determine ability to support.

v. The contractor shall plan and execute the additional events as directed and coordinated with the results being folded into the planning and execution of SW events, culminating SW Capstone events, and STARCOM Wargame events, as appropriate. Much of the planning for events will occur in parallel. The contractor shall ensure each planning event has the necessary products to support game play. This includes guided practice events (e.g., Rehearsal of Concept Drills) to ensure smooth execution.

i) The contractor shall coordinate the results from the planning events within the wargaming community to ensure wargame developers and analyses efforts are apprised of the outcomes. The contractor shall also maintain coordination and coordinate participation (if requested) with the Government with other appropriate wargames and exercises (e.g., Space Warfighter and Analysis Center (SWAC) Wargames, Loki’s Gambit, Thor’s Hammer, Global Engagement, Air Force Futures, Space Flag, Global Sentinel, Global Thunder, Global Lightning, Global Integrated Wargame, Naval War College games, USSTRATCOM games, USAFA i5 Wargaming, and international partner wargames) to include integrating their lessons learned or best practices into STARCOM Wargaming events, as appropriate.

j) The contractor shall design an appropriate wargame scenario to support STARCOM Wargaming events to meet USSF and CSO objectives. The contractor may use: National Defense Strategy, USSF Planning Guidance, Combatant Command Guidance, Integrated Security Constructs, Support for Strategic Analysis, the National Intelligence Councils’ Global Trends Documents, the Air Force Strategic Environment Assessment, Office of the Secretary of Defense Defense Planning Guidance, USSF/S2, USSPACECOM/J2, direct coordination with other wargames, and other documentation/guidance as appropriate to develop scenarios.

k) The contractor shall consult with appropriate agencies’ scenario writers (e.g., NRO’s Thor’s Hammer, Space Warfighter Analysis Center, AF Global Engagement, and AF Futures Game, etc.), supporting work on draft scenario frameworks that will tie together Air Force Title 10 Wargames, Thor’s Hammer Wargame, GIWG, and appropriate Combatant Command events, with the USSF Title 10 Schriever Wargame Series, as well as STARCOM Wargaming events. Support for this integration shall primarily be accomplished from Colorado Springs except for planned travel when directed by Government leadership. Emphasis on commonality between these wargames provides a continuum of analysis to assist the wargaming community’s investigation of key space issues, based on their wargame objectives, with the ultimate goal of supporting the joint warfighter and contributing to national defense.

l) The contractor shall assist the Government in defining requirements for robust Modeling and Simulation (M&S) support for wargame execution. Contractor shall, in coordination with the Government, receive training at Government expense and provide training (i.e., train-the-trainer) for selected M&S tool(s) to ensure team, planners, and players are able to use the tool to support and enhance game realism, assist in adjudication, and provide game participants with course of action adjudication and visualization. The contractor shall identify and recommend to the Government, SMEs to attend local preparatory and training events to aid in M&S application during wargaming events. Additional M&S requirements will be coordinated between the Contractor and Government prior to direction and execution.

m) The contractor shall review and recommend locations for wargame events at appropriate venues based on classification, availability of resources, the type of event, and Senior Leader guidance. Each event, including its recommended location, shall be approved by the Government, and may require contractor-supported site survey(s) to ensure location is appropriate for the selected event.

n) For events or situations deemed necessary by the Government to be conducted virtually, the wargame team will plan for, and the IT team will support with appropriate coordination, set up and connection of the event or discussion via TS, SECRET, Battlefield Information Collection and Exploitation System (BICES), or other means as appropriate to the classification of the event discussion and requirements.

o) The contractor shall coordinate with the USSF Chief Scientist’s office, the Defense Advanced Research Projects Agency, Air Force Research Laboratory, Space Systems Command, and other Science and Technology (S&T) organizations as required to ensure appropriate S&T capabilities are incorporated into STARCOM Wargame events.

p) The contractor shall work with other aspects of the main contract (i.e., Space Flag and Delta 12-supported exercises), CSpO, SpOC, USSF, SSDP, SWAC, NRO, USAF, USSPACECOM, and other appropriate organizations to ensure wargame events include best practices including: concepts, capabilities, doctrine, TTPs, and instructions. Examples include current and planned Space Operations training, interagency agreements, Commander’s Operational Intent, CSO guidance, and appropriate Commander’s strategic, planning, or visionary guidance.

q) The contractor shall work with Government leadership to assist in the identification and implementation of potential ways forward for STARCOM Wargame events (incl. SW) to ensure events maintain pace with the rapid changes in the space domain.

r) The contractor shall assist in the maintenance and creation of an overall Space Wargaming Event Calendar in close coordination with USSF/S5B (via the Wargame Coordination and Alignment Team (WARCAT), JS/J7 (JexNET), JS/J8 (DWAG), NRO, and others to coordinate/deconflict space wargame activities within USSF and other organizations. This effort compliments and supports the normal coordination/deconfliction required as a part of STARCOM Wargaming event development.

s) The contractor shall participate in non-STARCOM wargame events (e.g., SWAC events, Global Engagement, Thor’s Hammer, AF Futures Game, USSPACECOM events, Space Flag, Naval War College wargames, Global Integrated Wargame, Joint Warfighting Construct, etc.) during this PoP. Support will be at the request and approval of the Government in coordination with the Contractor.

t) The contractor shall provide wargaming subject matter expertise for Special Access Programs (SAP) planning and events. The focus will be on integrating these capabilities with main game planning and assisting in game design, OB and toolkit development, scenario development, adjudication, assessment, and game control for SAP play during wargame events. The contractor shall provide post-event support for SAP activities, QLRs, and support to other wargames or events as directed by the Government. The contractor shall coordinate with appropriate agencies (i.e., USAF/S8Z, STARCOM/S8Z, SpOC/S8Z, ASD(P), SAP Management Offices, etc.) to ensure timely and appropriate capabilities and billets are identified and ready for government approval within the SAP portfolio and Terms of Reference.

u) The contractor shall operate and maintain a usable off-line Access database repository containing registration details, key observations, objectives, outcomes, and other critical information for STARCOM Wargaming events. The database will incorporate information/data and produce requested information from events per Government request and approval. The database shall allow the STARCOM Wargame team to update past, future, and current events and attendee information and shall contain sufficient information for adequate reporting, while limiting PII content.

v) The Contractor shall support the Government in initial review, advise on appropriate responses, and support development of responses to Task Mangement Tool (TMT) taskers.

w) Information Technology (IT) Support

i. IT support to the STARCOM Wargame Team will be provided in the design, accreditation and maintenance of the wargaming networks (i.e., STARCOM Wargame Network-Secret (SWN-S), STARCOM Wargame Network-Sensitive Compartmented Information (SWN-SCI), CTOC, and USTOC) for use by the STARCOM Wargaming Team and event attendees in accordance with functional specifications. The contractor shall provide system administration to the SWN-S and SWN-SCI VMware environments which include, but are not limited to, the required versions of Microsoft (MS) Active Directory, Windows Servers, and Windows clients. Microsoft services will include IIS and SharePoint web servers, MS SQL, MS Exchange, Windows Security Update Services, and Group Policy administration. For the CTOC and USTOC systems, administration and maintenance will be performed based on the architecture chosen and provided by the government. System Administrators shall identify, troubleshoot, and restore network, server, and client systems as outages occur or as required during supported STARCOM Wargaming events. The requirement to manage the wargame networks (hardware and software) includes the creation and maintenance of system accreditation artifacts through required accreditation lifecycle processes. This support shall apply to the SWN-S, SWN-SCI, CTOC and USTOC.

ii. The system administrator shall perform complete SharePoint server backups twice daily during wargame events (or as required IAW best practices and the system administrator’s professional judgment) and ensure other servers are backed up once at the end of each operational day for data protection. If backups are not viable, a contractor-recommended course of action will be presented to and approved by STARCOM Wargame Government personnel.

iii. Network Engineering shall provide expertise for planning facility layout, network architecture, and implementation of all STARCOM Wargaming infrastructure held in Building 24. System Administrators shall provide expertise for planning facility layout, network architecture, and implementation of any STARCOM Wargaming events at other locations as required and coordinated between STARCOM Wargaming and the IT team.

iv. The contractor shall provide audiovisual support for STARCOM Wargaming events to include, but not limited to, the design, creation, and printing of STARCOM Wargaming logos, event board requirements, name plates, badges, signing boards, and organizational/personal recognition certificates. The contractor shall provide the capability to take still photos and videos of events as requested/coordinated by the STARCOM Wargaming Team and/or requested by the Government.

v. Prior to STARCOM Wargaming events, IT, in coordination with the STARCOM Wargaming Team, shall support STARCOM Wargaming events with the set-up of the appropriate wargame network (SWN-S or SWN-SCI) and/or CTOC/USTOC (SAP) systems as required prior to the start of the event. This shall include time for the STARCOM Wargaming Team to ops-check each deployed network prior to the event. Prior to and following each event, IT shall breakdown the IT system(s) and prepare them for shipment or storage by the STARCOM Wargaming Team. Coordination of funding and timelines for shipments shall be coordinated with the Government.

vi. For STARCOM Wargaming events conducted at technologically-advanced locations (e.g., LeMay Center, Naval War College, National Geospatial-Intelligence Agency, etc.), the STARCOM Wargaming Team shall coordinate with host agency IT personnel to optimize usage of their systems if available while ensuring STARCOM Wargaming event requirements are met.

2) Deliverables. The following deliverables shall be provided via electronic media in Microsoft Office-compatible format and in hard copy when requested.

a) Updated draft wargame event design (A009)

i. Shall be a living document updated per Government request and is due 10 working days after tasking

b) Draft senior leadership briefings (A009)

i. Shall be provided five (5) working days prior to the scheduled briefing or as required IAW organization staffing guidelines, assuming adequate notification

c) Wargame event draft scenario (A009)

i. Shall be a living document updated per Government request, and is due NLT leadership approval briefing (date based on event and TBD)

d) Draft Orders of Battle and Toolkits (A009)

i. Shall be living documents updated per Government request and are due 30 days prior to events requiring the order of battle/toolkit

ii. Shall be provided 10 working days after Government tasking

e) Draft read-ahead documentation (including registration information)

i. Shall be provided 10 working days after Government tasking

f) Draft scenario and/or subject matter for STARCOM Wargaming Deep-Dive events (A009)

i. Shall be provided 10 working days after Government tasking

g) Draft game event development plan including expected order of completion

i. Shall be provided 10 working days after Government tasking

h) The above timelines may be changed by mutual agreement of the Government and the contractor

b. Space Consulting Support (10% as part of the overall wargame task)

1) Definition: The contractor shall provide expertise at all levels of space planning, policy, and operations, as required. Examples of this support include, but are not limited to, facilitators, rapporteurs, and adjudicators (when required by event design). These individuals are required to support the contractor with in-depth understanding of military and national decision-making, planning and operations, and recommended courses of action during preparation and execution of STARCOM Wargaming events. Any use of a consultant under contractor agreement will be approved by the Government. These consultants will include Senior Advisors who are highly-experienced SMEs in space, policy, regional affairs, and/or diplomacy. The contractor shall also provide consultants who are highly-experienced SMEs in collecting, analyzing, and producing findings and recommendations distilled from wargame activities that are relevant to USSF, senior US executives, and senior military leaders. Additionally, the government shall provide an adjudication lead for events as required. Contractor shall be prepared to provide an event-specific co-adjudication lead as requested by the Government for continuity. Use of Government-provided consultants, or consultants provided by an international partner (not requiring funding), will be determined upon mutual agreement between the Government and contractor based on event design and need.

2) The consultants hired under this task order shall not function as Highly Qualified Experts as defined by DoD Instruction 1400.25 Volume 922 (DoD Civilian Personnel Management System: Employment of Highly Qualified Experts). The consultants will advise the STARCOM Wargaming Team who will then implement their recommendations as appropriate and with Government approval.

c. Event, Protocol, and Security Support (20% as part of the overall wargame task)

1) The contractor will provide protocol lead support for STARCOM Wargaming events in coordination with the hosting location while working with USSF protocol and other protocol offices as appropriate. Protocol support includes, but is not limited to, coordinating Distinguished Visitor (DV) lodging (as required for SW Senior Mentors), arranging parking locations as necessary, collecting DV travel information (for SW Senior Advisors, Senior Mentors, and USSF distinguished visitors only), and supporting refreshment or meal coordination.

2) The contractor shall provide the following event support: registration, event planning, preparation, logistics, sign-in logs or attendance rosters, deployment, execution, redeployment, registration database updates, system checks, BICES coordination, and updates to the Government as necessary. The Government shall provide security augmentation support as well as a qualified security lead (GSSO for collateral as well as all levels of classification as required) for STARCOM Wargame events. The contractor shall assist the security lead with clearance support and security badging as well as being prepared to provide additional protocol and/or security support for STARCOM Wargame events when requested by the Government.

3) Deliverables. Deliverables shall be provided in hardcopy (when requested) and via electronic media in Microsoft Office-compatible format.

a) Participant registration information and clearance list (A009)

i. Shall be provided five (5) working days prior and will be updated in the approved format and/or database leading up to and during the event

b) Attendance rosters (A009)

i. Shall be provided within five (5) working days of the event or within a mutually-agreed upon schedule

c) Manning document (A009)

i. Shall be a living document, updated per Government request, and is due 10 working days after tasking

d) The above timelines may be changed by mutual agreement of the Government and the contractor

d. Post-Event Analytical Support (10% as part of the overall wargame task)

1) Definition. The contractor shall support post-wargame activities (i.e., “Hot Wash” discussions) as required by the Government for wargame events and provide QLRs for each deep-dive, TTX, seminar, and planning event as coordinated with the Government. The contractor shall provide a SWS final report documenting results as part of the annual SW cycle. Additionally, when a QLR or final report is not required, the contractor shall provide documentation (e.g., point paper, Memorandum for Record, or other) summarizing the event and results of the event to ensure continuity and information flow during follow-on STARCOM Wargaming events. Post-event reporting will consider facilitator insights, recorded material, after-action discussions, participant observations, event-generated products, outcomes, and issue areas (dependent upon the event). This reporting is intended to inform continuing research and development activities and the USSF corporate process for developing lessons learned.

2) The contractor shall consolidate post-event documentation (e.g., point papers or other) and QLRs with the information from the SW Capstone event into a final report for each SWS annual cycle. Additionally, the contractor shall create a briefing (the “Road Show”) based on the Final Report. This Microsoft PowerPoint briefing should be modified based on the audience. The contractor shall be prepared to support the Government during Road Show briefings with a person knowledgeable of the SW event outcomes during the annual cycle.

3) Deliverables. The following deliverables shall be provided via electronic media in Microsoft Office format and in hardcopy when requested.

The contractor shall provide space, adjudication, and when appropriate, SAP, wargaming expertise for Air Force Title 10 Wargames Global Engagement and AF Futures Wargame as well as USSF SWAC-developed and hosted wargames. The focus will be on scenario integration, helping POCs develop objectives, integrating OBs and toolkits developed during STARCOM Wargaming events, adjudication, assessment, and game control for space and SAP play.

2) Deliverables. Deliverables shall be provided in hardcopy (when requested) and via electronic media in Microsoft Office format.

(a) Space objectives to be incorporated into other wargames (A009)

i. Shall be provided within 14 working days after Government tasking

(b) Post-game after-action report focused on space objectives, key observations, space play, and positives/negatives associated with the wargame (A009)

i. Shall be provided within 10 working days of event conclusion and will be provided to the specific wargame supported if requested

(c) The above timelines may be changed by mutual agreement of the Government and the contractor

f. Support to other events (Mission and International Partners) (5% as part of the overall wargame task)

1) Definition. The contractor shall provide space, adjudication, and, if appropriate, SAP wargaming expertise for other events supporting mission and international partner’s wargames (e.g., USSPACECOM Wargames, Thor’s Hammer, UK Wargames, French Wargames, etc.). The focus will be on scenario development and integration, helping POCs develop objectives, providing OBs and toolkits developed during STARCOM Wargaming events (subject to classification restrictions), registration, adjudication, assessment, and game control for space and SAP play. Support for these events will be based upon mutual agreement of the Government and the contractor.

2) Deliverables. The following deliverables shall be provided in hardcopy (when requested) and via electronic media in Microsoft Office format.

(a) Space objectives to be incorporated into other wargames (A009)

i. Shall be provided within 14 working days after Government tasking

(b) Post-game after-action report focused on space objectives, lessons learned, space play, and positives/negatives associated with the wargame (A009)

i. Shall be provided within 10 working days of event conclusion and will be provided to the specific wargame supported if requested

(c) The above timelines may be changed by mutual agreement of the Government and the contractor

4. REQUIRED TRAVEL

Contractor TDY travel shall be required in conjunction with performance of this TO. The Government COR shall approve contractor travel. All costs associated with travel shall be programmed and coordinated with the Government prior to the start of the PoP. Any additional travel requirements shall be coordinated with the contractor through the Government and COR as the requirements are identified. Travel may also include STARCOM Wargaming consultants and Senior Advisors based on agreement between the contractor and the Government. Travel may not be required if events are deemed to be conducted virtually. Estimated travel costs, number of travelers, location, and duration are listed in Attachment A of this TPR.

5. OTHER DIRECT COSTS (ODC)

The contractor shall plan for ODC expenses. This funding will be used prior to or during a scheduled wargame event when time is limited. Additionally, if travel or ODC funds are unexecuted due to virtual events or other reasons outside the contractor’s control, the Government may use these funds to support STARCOM Wargaming requirements for hardware, software, or equipment in support of, and within the scope of, this TPR. All purchases shall be coordinated between the contractor and the Government within appropriate guidance and require Government approval prior to committing funds.

6. DATA RIGHTS

Pursuant to the contract, the Government has unlimited rights to all deliverables of this TPR. The Government shall obtain custody of all records associated with contractor deliverables and shall have exclusive control in the distribution of all products and services provided and/or developed by the contractor. All material created for STARCOM Wargaming will be maintained on SWN-S, SWN-SCI, NIPRNet, SIPRNet, BICES, and JWICS servers owned by the US Government.

7. DELIVERABLES

a. Scientific and Technical Reports, as required

b. Computer Software Products, as required

c. Software Product Specification, as required

d. Deliverables shall be provided according to contract data requirements list instructions or to a mutually agreed upon schedule

8. GOVERNMENT FURNISHED MATERIAL

In addition to the Government Furnished Material contained in the 3IS III PWS, para. 3.3, the Government will furnish (or make available) a TOP SECRET SWN-SCI server suite, a SECRET SWN-S server suite, SWN-S and SWN-SCI PCs, BICES, and SAP computers (provided via USSF/STARCOM or other means) to the contractor.

9. SECURITY INSTRUCTIONS

The contractor shall require access to SCI and other special category data during the performance of these tasks. The Government shall determine accesses required in conjunction with the contractor’s stated needs.

The contractor shall be responsible for protection of Government information, property, equipment, and resources which are generated, issued, or supplied under the terms of this contract.

a. The following mission focus areas require at least a TS/SCI clearance:

· Game/scenario development and execution

· Wargame support to wargame partners (e.g., SWAC, AF, SWAC, NRO, etc.)

b. The following mission focus area requires some members to have a SAP clearance:

· USTOC and CTOC game/scenario development and execution Wargame support to wargame partners (e.g., SWAC, AF, SWAC, NRO, etc.)

10. SERVICE SUMMARIES (SS)

The contractor shall perform to the specific SS items in Section B of the 3IS III PWS. The SS items will be observed monthly unless a deviation is approved by the COR, program manager, and CO as appropriate.

11. MANAGEMENT

The Government Program Manager is Edgard Millan, 719-567-6492. The COR is Brian Raymond, 719-567-6721. The Program Manager and COR may change throughout the life of the task order by designated letter from the Government.

The period of performance are as follows:

· Base Period: 12 Months from award

· Option Period 1: 12 Months

· Option Period 2: 12 Months

· Option Period 3: 12 Months

· Option Period 4: 12 Months

Travel is essential in support of this task order. The Government established travel CLIN is $414,200 including applicable contract fees for the base Period of Performance.
