Performance Work Statement

FOR

INFORMATION TECHNOLOGY

13 October 2022

INFORMATION TECHNOLOGY

1. GENERAL TASK DESCRIPTION

1.1 The 12th Delta Operations Squadron (12 DOS) Information Technology (IT) section requires Systems Engineering, computer systems support, IT Engineering, Software Engineering, Hardware Operating Systems and Peripherals (HOSP) maintenance, video teleconferencing (VTC) support, Communications Security (COMSEC), and audio/visual services in support of numerous and diverse classified and unclassified missions within Building 24, Schriever SFB. Support includes, but is not limited to, requirements analysis/technical solutions development, database and web support, Information Technology Equipment Custodian (ITEC) configuration management, Certification and Accreditation support, Information System Security Manager (ISSM) and Information System Security Officer (ISSO) services.

1.2 It is understood that IT services provided to Building 24 units under this task order shall be within the available level of effort (e.g. FTEs on this task order). The task order COR (alternatively the Program Manager) may prioritize (or reject) requests for service under this task order if necessary. Units with a need for higher assurance of required services should place those services under a unit-specific task order.

1.3 Generally, the units listed in the PWS paragraph 1.1.1 may receive services listed in this task order, subject to availability and 12 DOS, prioritization. Unit-specific support will be listed elsewhere in this PWS.

2. APPLICABLE PERFORMANCE WORK STATEMENT (PWS) PARAGRAPHS

This Task Order (TO) will invoke the provisions of the following paragraphs and all included subparagraphs of the PWS: 1.4.5.

3. SPECIFIC WORK TO BE PERFORMED

The contractor shall assist the Government in the development, and documentation of all 12 DOS IT processes as part of that unit’s initiative to develop a complete set of continuity binders that fully define the various IT functions performed. Specifically, the contractor shall participate in the development of flow charts and documentation that describe in sufficient detail the steps, or order of execution, for the systems and processes utilized in support of the 12 DOS IT mission and Building 24 units. The Government shall coordinate and prioritize what systems will be documented and will provide oversight and guidance as to formatting and content. This is recognized by the Government to be an ongoing effort that will be worked as resources are available. If necessary, the Government will prioritize other work and project requirements to allow the contractor to support this task. Core duty hours for IT services will be 0730 -1630. After-hours/non-duty hours support may be required in response to network failures or in support of planned utilities outages. Request for after-hours/non-duty hours support will be initiated by the Contracting Officer Representative (COR) or the 3IS III Program Manager.

3.1 Systems Engineering

Definition: Any and all actions undertaken to ensure the effective and efficient operation of the 12 DOS’s networked and standalone mission systems at the Unclassified, Secret and TS-SCI classification levels to include, but not limited to:

· Systems Engineering, Consolidated Job Control Help Desk support and Workgroup Management support,

· Network and server equipment management,

· Operating system and application support,

· Exercise and war game support

3.1.1 Systems Engineering, Consolidated Job Control, Help Desk support and Workgroup Management support.

The contractor shall provide system engineering and workgroup management support to operate and maintain 12 DOS/Building 24 local area networks (LANs) and stand-alone systems including specialized systems within the modeling, simulation, development, test and evaluation (MSTD&E) Enclave, 392d, Space RCO. etc. 12 DOS LANs NIPRNet and SIPRNet, the 12 DOS TS-SCI LAN (including Intellink and Searchlight), the gateway servers between the TS-SCI LAN and other LANs/Wide Area Networks (WANs); the gateway servers between Special Access LANs and other LANs/WANs; and associated network equipment (switches, routers, etc.). The contractor shall perform workgroup management duties as defined by the COR, and will conduct and support workgroup management training for assigned Government workgroup managers.

The contractor shall provide a consolidated job control/help desk function to serve as the 12 DOS/Building 24 IT Focal point for Building 24 customer support. The contractor shall receive, answer, and transfer, when required, trouble calls and maintenance requests in support of all 12 DOS/Building 24 IT operations. The contractor shall:

a) Oversee the overall security, integrity and operations of 12 DOS/Building 24 systems and networks IAW higher headquarters, host-base and local policies and procedures.

b) Assist the Government in performing Level-1 maintenance of 12 DOS systems and networks. The contractor shall assist authorized Government personnel in disconnecting, moving and connecting equipment to networks.

c) New systems may be delivered on short notice and operated on a temporary basis. The contractor must have the expertise to install, configure and maintain these systems. The contractor shall operate and maintain computer facilities, as well as all current IT System hardware and software and any new hardware and software specified by the COR and added to 12 DOS/Building 24 networks during the course of the contract (reference Attachment A of this TPR).

d) Assist the Government with training workgroup managers to provide first-line customer support on IT-related system problems. Training shall include knowledge of 12 DOS IT Systems and Architecture, problem resolution techniques for level-1 support, and AFI 33-115 duties as defined by the Government.

e) Provide support for walk up, telephone or e-mail customer problem resolution. The Consolidated Job Control/Help Desk will be the workgroup manager and user's primary point of contact. Support will be provided for all IT related issues pertaining to all 12 DOS/Building 24 mission computer hardware, software and LANs. The contractor shall coordinate all problem resolution internally within the 12 DOS and externally with outside agencies and track the status of all problems until resolution. The contractor shall report the status of problem resolution to the affected customer, and maintain a historical record of problem resolution.

f) The contractor will support all 12 DOS laptops on ITEC account 110 by installing the latest SDC Operating System, VPN configuration, system update maintenance and provide user configurations. The contractor will maintain ITEC inventory and hand receipts for laptops signed out to 12 DOS personnel or other personnel identified by the COR. The contractor will support customer help desk appointments for update maintenance of signed out laptops providing a method for update of SDC and security patches and any required caching of personnel profiles. The contractor will accept requests for laptop issuance submitted no later than 5 business days prior to need, except on case by case emergency situation. The government is responsible to get the user agreement, training, and any other requirements needed before issuance of the laptop, by the 12 DOS IT team.

g) Assign and track communication system outages and repair actions, and coordinate with external maintenance agencies (i.e., third-party vendors, host base, program management offices, etc.) to isolate faults, restore service and make repairs. Functions include, but are not limited to:

· Maintaining maintenance management continuity documentation (maintenance processes, contact phone numbers, circuit outage procedures, etc.).

· Overseeing daily scheduled and unscheduled maintenance. Assigning job control numbers and proposing restoral priorities to12 DOS communication systems.

· Preparing and modifying job schedules depending on mission priorities.

· Tracking equipment and circuit outages through restore and reactivation of services.

· Developing Maintenance Operating Instructions (MOI), as applicable.

· Develop and implement life cycle logistics support for 12 DOS unique system acquisitions and modifications.

· Ensure preventive maintenance schedules are developed and implemented.

· Trend Analysis. Provide systems performance data to evaluate equipment and systems. Perform trend analysis and special studies on fielded equipment and systems to identify adverse equipment performance. Provide feedback to the Government through equipment status reports and job data documentation.

h) The contractor shall also assist the Government with all NIPR, SIPR and JWICS VOIPS. This includes installation, troubleshooting, replacement and accountability. If the problem is not with the VOIP or cabling in Building 24, the contractor will notify the 50th Communications Squadron (50 SCS) or responsible agency to check the switch. For installations of NIPR VOIPS, the requesting unit will put a CIPs ticket into the 50 SCS for them to configure the switch for a new VOIP.

3.1.2 Network and server equipment management

System engineers shall be responsible for providing support to the SUN, personal computer (PC) and Mac systems, running multiple operating systems such as Solaris, Linux, current/approved Windows desktop OS, current/approved Windows Server OS, current/approved, and VMware ESXi as well as approved versions of the Mac operating systems and the configuration, installation, vulnerability identification and assessments, and security fortification of Fiber, and Ethernet networks. System engineers shall be highly proficient in analyzing, troubleshooting, and resolving applications, hardware, and network anomalies; restoring systems (servers, desktops, laptops, peripherals, scanners, plotters, printers, etc.) to normal operating conditions in minimal time. The contractor shall perform network/communications design and implementation. This includes potential radio (e.g., UHF SATCOM, TDDS, TADIL and TIBS), high-speed satellite communications (e.g., Global Broadcast System (GBS)), short and long haul (e.g., ATM, T1, and T3), and Wide Area Network (WAN) connections (e.g., routed Ethernet). Support includes engineering and implementing solutions and assisting with the completion and follow-through of 12 DOS communications and computer requirement documents.

The contractor shall provide network technical support. Support includes address and machine/domain name management, interfacing/coordinating with external agencies on WAN (and other long-haul communications links) issues and troubleshooting problems. Points of contact must be identified for normal and emergency situations.

The contractor shall provide support in connecting Building 24 users with other agencies.

3.2 Operating Systems and Applications Support

The contractor shall perform communications system technical support, architecture design and troubleshooting. Technical support includes operating system loading and (re)configuration, user account management, system backup and recovery, troubleshooting, removing and replacing components and peripherals, installing software, operating systems and drivers and coordinating any other maintenance support with the base or outside support agencies. Expertise is required for the currently utilized operating systems listed above. Points of contact must be identified for normal and emergency situations.

The Government will provide required systems technical support update training for Government unique systems.

3.3 Exercise and Wargame Support

Some of the Building 24 units routinely support operational exercises, wargames, experiments, demonstrations, and contingencies and have the infrastructure and systems architectures in place to support those activities. Contractor technical support is required for set up, tear down, integration, testing, operation and troubleshooting/problem solving on the 12 DOS/IT equipment supporting exercises, wargames, experiments, demonstrations and contingencies. Support is required both within Building 24 and at exercise locations. The contractor may be required to work a flexible schedule to support exercises, wargames, experiments, demonstrations and contingencies according to a mutually agreed upon schedule. Exercise support to units within building 24 is provided on separate task orders for the owning organizations.

3.4 Computer Systems Support

Definition: Computer Systems Support entails all actions undertaken to purchase, configure/re-configure, field/dispose of, account for and accredit the 12 DOS/Building 24 stand-alone and networked IT systems and equipment at the Unclassified, Secret and TS-SCI classification levels.

3.4.1 Communication and Information Systems Planning

The contractor shall assist the Government in interacting with customers/users, developing and reviewing communication system requirements, comparing potential needs with existing infrastructure, identifying shortfalls and excesses, integrating communication systems to achieve interoperability, and establishing continuity procedures and a reference library to pertinent policies, procedures, documents and architectures to properly plan future communication systems. Communication planner(s) meet with customers/users on a continual basis to learn about their organizational structures, unit missions and taskings to gain a better understanding of customer needs and to educate customers on communication systems and processes of procurement. The contractor may participate in planning forums, briefings, conferences and meetings to keep informed on what is happening with internal and external resources. Planners may also be called upon to assist with program management activities. Planners will come into contact with a variety of documents related to planning including, but not limited to, operations plans, operations orders, program action directives (PAD), programming plans (PPLAN), the C4ISP, mobility plans, concept plans, blueprints, etc.

3.4.1 Configuration Management

The contractor shall establish a Configuration Management Office, appoint a 12 DOS/Building 24 Configuration Manager (CM), and assist the Government with receiving customer/user identified communication requirements using established communication requirements processes and tools, developing/coordinating technical solutions for the requirements and verifying the systems will work within the 12 DOS infrastructure.

3.4.2 12 DOS/Building 24 Inventory

The contractor shall develop, maintain and implement configuration management for all systems (hardware and software) and communications equipment (hardware and software) under 12 DOS control. The contractor shall maintain the 12 DOS/IT CMS database of all systems and communications assigned to the 12 DOS. The inventory lists the location and all required unique identifying characteristics necessary to link individual items of hardware and software to the system and its location. The contractor shall also track software licensing and other pertinent data as required by the COR. The contractor shall update the database daily to keep it accurate. The contractor shall assist the Government with annual inventories of all the 12 DOS systems and communications hardware and software to ensure accuracy of the database and provide a written report of these findings along with recommendations to resolve discrepancies. Additionally, the contractor shall ensure all hardware and software is added to the inventory database prior to installation. The contractor shall assist the Government in disposing of excess hardware and software. For warranty work, the contractor shall package and ship defective parts and receive and distribute replacement parts.

3.4.3 Lifecycle Management

The contractor shall assist the Government with the management process applied throughout the life of an automated information system (AIS) and will help determine whether benefits of the expected life of a system or facility are worth the cost, or if leased, whether length of the contract is worth the overall cost.

3.4.3.1 12 DOS ITEC Equipment Custodian (EC)

The contractor shall select and nominate one contractor employee for appointment as the 12 DOS/Building 24 ITEC Equipment Custodian (EC). The contractor shall also identify and nominate at least two (2) contractor employees for appointment as Alternates ECs. The Contractor will fulfill 12 DOS ITEC Equipment Custodian duties for the 12 DOS ITEC located on Schriever SFB and shall serve as the 12 DOS central point of contact with the Base Equipment Control Office for all ITEC matters. Prior to assuming responsibility for 12 DOS ITEC assets, the contractor shall perform a 100% physical inventory of 12 DOS/Building 24 ITEC assets and sign only for assets physically inventoried. The EC will be responsible for the receipt, storage, issue and disposal of all communications and ITEC assigned to the 12 DOS. The EC will maintain a database inventory of all assigned ITEC assets. The inventory shall list the location and all required unique identifying characteristics necessary to identify and locate individual items of equipment. In addition, the EC will ensure all hardware is added to the inventory database prior to installation. The EC will update the database daily to keep it accurate. The EC will accomplish semi-annual inventories of all the 12 DOS/Building 24’s systems and communications hardware to ensure accuracy of the database and provide a written report of these findings along with recommendations to resolve discrepancies. The EC will conduct inventories as directed by the Base ECO, and reconcile the inventories with the Base ITAMS database. The EC will report any discrepancies to the Government. The EC will accomplish quarterly 10% spot-check audits of operational areas to verify equipment accountability and control and report the results to the Government. The EC will dispose of excess hardware IAW with Government guidance. The contractor shall establish a semi-annual training class for ISSOs/Workgroup Managers to train them on their responsibilities such as processing communication requirements and assisting with ITEC accountability.

3.5 Certification and System Accreditation

The contractor shall support the Government development of certification and accreditation (C&A) packages IAW DCID and AF guidance and provide the Designated Approval Authority and/or Certifying Authority with system certification and accreditation recommendations. Specifically, the contractor shall provide initial and recurring draft C&A packages to HQ 12 DOS Information System Security Officers (ISSOs) for all 12 DOS/Building 24-managed networks, to include Unclassified, Secret, and TS-SCI networks. The contractor shall assist Building 24 customers/users with their specific network and stand-alone system accreditations. The contractor shall conduct certification and accreditation package reviews (to include accuracy verification of Trusted Facility Manuals, system description, security policy, user guides, system architectures and other items) IAW higher headquarters guidance. The contractor shall also assist the Government in highlighting when changes to current packages are required IAW applicable regulations, and ensure all packages are submitted and coordinated with the appropriate accrediting authority for approval; and monitor the current status of all accreditation packages.

3.5.1 Audits and Metrics

The contractor shall review weekly the audit trail of 12 DOS IT systems for any abnormal activities. The contractor shall provide metrics as requested by the Government, but not less than once per month.

The contractor shall maintain the audit trail IAW higher headquarters and local guidance.

The contractor shall monitor, implement and report on all NOTAM, IAVA and security/vulnerability advisories.

3.6 AFWAY

The contractor shall assist the Government with the AFWAY and GSA Advantage process, a cradle-to-grave system that reengineers the requirements, buying, inventory and disposal processes that make up the IT life cycle. It provides standardization, cost control and oversight of commercial products for the AF enterprise. The contractor shall assist the Government in submitting request quotes, creating orders, and tracking order status. The contractor shall assist the Government in the execution of the AFWAY waiver process for buying ITEC outside of the AFWAY process.

3.7 Communications Security (COMSEC)

The contractor shall assist the 12 DOS IT with managing COMSEC materials. This includes keying of COMSEC equipment; troubleshooting system failures and transmit/receive errors. COMSEC materials support shall include the transmittal, issue and receipt of cryptologic equipment and keying material; destruction of superseded keying material and generation of the documentation required for the receipt, issuing and destruction of keying material; inventorying of COMSEC equipment and keys; and COMSEC sub-account administration. The contractor shall create the messages required, for the COMSEC controlling authority’s approval, to obtain NSA’s approval to issue keymat to customers.

The contractor shall assist the Government to provide regular scheduled training to all 12 DOS designated personnel responsible for keying, safeguarding, troubleshooting, and destroying CRYPTO equipment.

3.8 Software Engineering

Definition: Software engineering is any action accomplished to plan for, research, design, develop, code and document software applications in support of the 12 DOS requirements, to include but not limited to, Internet and Intranet pages and databases. Additionally, software engineering includes all training activities required to ensure 12 DOS personnel are able to effectively use the software applications.

3.8.1 World Wide Web (WWW) Support (Internet and Intranet pages)

The contractor shall provide WWW and Microsoft SharePoint support to the 12 DOS. Responsibilities include development and design of world-class web pages, policy guidance and advice, page maintainer/workgroup manager/user instruction and assistance, and future hardware/software upgrade planning. The contractor shall manage all WWW activities for the 12 DOS ensuring each web page is properly secured, professionally presented, current, accurate, factual and related to the 12 DOS’s mission. Additional responsibilities include: (a) ensuring all information under their control is properly reviewed and documented before activating for live use, (b) ensuring all links under their control comply with AF, USSF and 12 DOS policies, (c) ensuring proper access and protection controls are in place and operational, (d) ensuring information that is outdated or superseded is brought to the Government's attention and disposed of properly, (e) meeting periodically with host base and MAJCOM webmasters to cross flow information on items such as, but not limited to, process evaluation and information assurance training and (f) registering 12 DOS web sites on Government and contractor-provided resources within the Government Information Locator Service (GILS).

3.8.2 Database Development

The contractor shall provide database software support to include SQL and Microsoft Access as required for the maintenance of new and existing 12 DOS Database applications. Support shall include, but not be limited to, modifying current 12 DOS Database applications as directed by the Government, updating technical and user documentation as required and providing training to users and workgroup managers on the modifications.

3.8.3 Training Tracker Database

The contractor shall manage the group Ancillary Training Program using the training tracker database. The contractor shall ensure information within the training tracker database is accurate by entering necessary data. The contractor shall train Ancillary Training Managers on proper operating procedures of the database. The contractor shall maintain individual training folders for squadron personnel.

3.8.4 Microsoft SharePoint Support

The contractor shall review current SharePoint systems and present ideas for system improvements, including cost proposals. The contractor shall work closely with analysts, customers, and staff, and produce detailed specifications and write the program codes. The contractor shall test the product in controlled, real situations before going live. Support will also include preparing training manuals for users and maintaining the systems once they are up and running. The contractor shall maintain and support SharePoint site collection for the 12 DOS Building 24 as administration, content management and development on multiple networks, including installing, creating backup and timer job settings, as well as database management and complete server configuration capabilities.

3.9 Engineering

Definition: Engineering is the process of examining mission requirements to determine the most appropriate, technically feasible, cost effective means of meeting the 12 DOS IT needs at the Unclassified, Secret and TS-SCI level.

3.9.1 Communication and Information Systems Planning

The contractor shall assist the Government in interacting with customers/users, developing and reviewing communication system requirements, comparing potential needs with existing infrastructure, identifying shortfalls and excesses, integrating communication systems to achieve interoperability and establishing continuity procedures and a reference library of pertinent policies, procedures, documents and architectures to properly plan future communication systems. Communication planner(s) meet with customers/users on a continual basis to learn about their organizational structures, unit missions and taskings to gain a better understanding of customer needs and to educate customers on communication systems and the procurement process. The contractor may participate in planning forums, briefings, conferences, and meetings to keep informed on what is happening with internal and external resources. Planners may also be called upon to assist with program management activities. Planners will come into contact with a variety of documents related to planning including, but not limited to, operations plans, operations orders, program action directives (PAD), programming plans (PPLAN), the C4ISP, mobility plans, concept plans, blueprints, etc.

Support also includes coordinating/interfacing with external agencies on AF and DoD standard SIGINT data sources and display systems. The contractor shall perform systems architecture design and planning. Support is targeted at the rapid prototyping of systems using COTS and GOTS hardware and software. An overall plan for system upgrades shall be developed and maintained to support long term budgeting.

3.9.1.1 Infrastructure Drawings

The contractor shall develop and maintain Communication and Information Systems Installation Records (CSIRs), schematic operational, systems, and technical architecture drawings, interface drawings between systems, connectivity drawings of equipment to various LANs and current configuration modifications IAW requirements derived from communication requirements and system accreditation processes, to the level agreed upon by the COR and the contractor.

3.9.1.2 System Security Testing, Certification and Risk Management

The contractor shall conduct vulnerability testing and risk analysis required as part of the overall Department of Defense (DoD), Air Force and USSF accreditation process on all networks and systems as determined by the Government. The certification test is to determine such things as system security weaknesses, vulnerabilities, procedural problem areas, and/or implementation flaws with the system’s architecture. Vulnerability testing and risk analysis will be performed periodically, randomly, or as new systems are installed. The test and risk analysis shall include the architecture, its external and internal connections and management processes and procedures to determine risk levels for operating networks and stand-alone systems. The contractor shall also identify corrective actions for hardware, software and business management procedures required to correct or minimize the deficiencies, points-of-contact responsible for correcting identified problems, and projected dates when identified problems will be corrected. The contractor shall work with the Government, associated support contractors and identified points-of-contact to ensure proper implementation of the corrective actions. The contractor shall baseline and improve the 12 DOS risk posture to include threat updates, security configuration control and system security review for software/system purchases evaluation and integration. The contractor shall provide assistance in the investigation and documentation of Network and Standalone security incidents.

3.9.1.3 Communication Requirements/Facility Modification Process

The contractor shall assist the Government with developing and reviewing communication requirement technical solutions (CSRD) to provide network, computer system, financial, installation, outside agency coordination, information assurance issues and customer assistance. The contractor shall provide all technical network and systems engineering expertise to provide the Government with a complete technical solution that meets the requirement or intent of the customer.

The contractor shall provide recommendations to the Government regarding issues with a CSRD, with the intent to provide the Government with alternatives to meet the requirements outlined in the CSRD.

The contractor shall assist the Government with defining requirements, developing/finding technical solutions and work plans that are consistent with architectural and information system security guidelines and policies and developing local procedures explaining how to prepare and process communication system requirements. Technical solution coordination will include, as a minimum, information assurance and systems engineering review. The contractor shall monitor the requirement and inform the requesting organization of its status throughout the design, implementation and accreditation stages. When checking integration efforts, the contractor will take full account of their impact on the infrastructure and detail the methods and means of implementation to include system description, points of contact, actual or forecasted implementation dates, hardware and software requirements, funding and classification of information processed in this review. The contractor shall determine what resources are available for installation and maintenance of equipment and include this requirement in the work plan, consider what logistics support the system needs and coordinate with appropriate agencies for maintenance planning, supply support, technical data, manpower, facilities, packaging, handling, storage, and transportation.

3.9.1.4 Facility Layout and Engineering

The contractor shall perform facility layout and engineering for all 12 DOS and Building 24 units. This includes accounting for and coordinating security accreditation issues, equipment placement and equipment cooling and power requirements.

3.10 Hardware, Operating Systems, and their Peripherals (HOSP) Maintenance

Definition: HOSP Maintenance is Level 2 maintenance (i.e., testing, replacement of component parts, major system overhauls, etc.) done to sustain mission-ready equipment at the time and place it is needed. In addition to Level 2 maintenance, it also includes upgrades on existing and/or new hardware, operating systems and peripherals as well as preventive maintenance performed for the purpose of preventing problems before they occur by maintaining items (adjusting and replacing) according to a regular schedule. The contractor shall:

3.10.1 Assist the Government in determining what level of maintenance individual HOSP systems will require. The level of maintenance will, at a minimum, identify the mission criticality, acceptable downtime, spare parts warehousing requirements and location for repair (i.e., on-site, depot or vendor location).

3.10.2 Assist the Government in coordinating with all HOSP system vendors to identify those HOSP systems to be placed on a vendor maintenance contract. The contractor will coordinate with the HOSP system vendor to identify upgrade requirements necessary to place the HOSP systems on the vendor maintenance contract and notify the Government of all costs associated with the upgrade. The Government will authorize the contractor to enter into HOSP vendor maintenance contracts for identified systems on behalf of the Government.

3.10.3 Designate an on-site Computer Maintenance Support Technician with necessary test equipment and tools, and will establish an office to perform installation, maintenance and troubleshooting of HOSP. The On-Site contractor will be certified and highly proficient in troubleshooting and repairing computer HOSP’s anomalies and restoring specialized desktop workstations (SGI, Sun, and Mac), specialized unique processors and peripherals (printer, external drives, etc.).

3.10.4 Maintain equipment as agreed upon between the contractor and the Government as directed in this document. Additional equipment obtained during the year will be maintained as mutually agreed upon between the contractor and the Government. The contractor shall be certified to perform warranty work on SGI, Sun, IBM and Mac computers and commonly used peripherals. All fixed overhead projectors, all 12 DOS VTCs and associated equipment will be maintained under this contract.

3.10.5 Coordinate with the 12 DOS Configuration Management Office to ensure that prior to any upgrade or new installation, documentation of the computer’s new configuration is properly processed/annotated. The contractor shall coordinate maintenance actions with the Consolidated Help Desk/Job Control Function.

3.10.6 Be responsible for coordinating warranty repair actions for equipment under warranty. The contractor shall submit a trouble report to the 12 DOS Help Desk documenting repairs made to 12 DOS computer equipment.

3.10.7 Responsible for moving, removing, and installing all the 12 DOS HOSP systems and peripherals (printer, external drives, etc.) in a condition capable of supporting 12 DOS requirements. Additional equipment obtained during the year will be maintained as mutually agreed upon between the contractor and the Government.

3.10.8 Ensure a CSRD or trouble ticket number is submitted and used as a reference prior to any HOSP action with regard to hardware or software upgrades.

3.10.9 Technical Report - Study/Services, CDRL A009, to include: Preventive Maintenance schedules.

3.10.10 Audio and Video Support - The contractor shall have the expertise to provide centralized audio/video communication installation, routine support and maintenance for HQ 12 DOS systems.

3.11 Visualization Lab

Definition: Actions taken to generate computer-based digital-video; 2-dimensional and 3-dimensional animation; analog-video; resolution independent vector graphics; raster graphics; page-layout design for desktop publishing of short to long document design; large-format poster and chart products using page layout design techniques integrating raster and vector graphics; and presentation slide support. As well as activities to design, develop, and deploy HTML-based markup solutions.

3.11.1 Media 100 and Adobe Premiere; 2-dimensional animation and compositing tools; 3-dimensional animation suites including Alias/Wavefront Maya, NewTek Lightwave, and Discreet 3D Studio Max; digital video format compression and processing applications with specialization in re-purposing, multi-bandwidth streaming in various accepted formats, and CD-ROM/DVD distribution; image editing using Adobe Photoshop; PowerPoint and Showcase presentation support; illustration, desktop publishing, page layout, and end-to-end distribution media tools, as defined by the COR. The contractor shall demonstrate proficiency using these applications to produce technical video-based presentations utilizing 2D and 3D animation, scripted narration, audio, and multiple source inputs, camera operations, multiple inputs, as required, for complex statistical, engineering, scientific and/or military applications, concepts and programs. The contractor shall be proficient in all aspects of video and DVD production to include a minimum of 5 years in script writing, story boarding, directing, use of lighting and multiple cameras, real-time multiple input directing/producing, DVD authoring, and video editing. The contractor shall be proficient in both server and client coding and support services using Java, Javascript, ActiveServer pages, Visual Basic, Structured Query Language, streaming audio/video, and databases while adhering to at least 3d Generation design techniques, concepts, and tools. The contractor shall demonstrate proficiency with the audio/video production tools as described in above paragraph for development, conversion, and/or re-purposing of A/V media for use on distribution media required, but not limited to Intranets and the Internet, as well as PowerPoint and Showcase presentations, VHS and Beta SP tape, CD-ROM, DVD-V/ROM, and other emerging distribution media. The contractor shall provide video and sound engineering, and maintenance services.

3.11.2 The contractor shall assist in the Visualization lab when time permits with all static graphics activity to include printing, mounting, and installation of foam board products. Design and develop graphic products under the direction of the COR, assist in determining customer requirements, prepare work orders, coordinate delivery of products, and conduct periodic product security labeling.

3.12 Video Teleconferencing

DEFINITION: Actions taken will be responsible for management of the 12 DOS Video Teleconferencing (VTC) systems.

3.12.1 The contractor shall provide training for unit personnel on scheduling and setting up VTCs for those systems within Building 24

3.12.2 Units will provide personnel to schedule and set up VTCs, and contractor will support troubleshooting efforts upon failure to connect.

3.12.3 The contractor shall provide high level equipment trouble shooting of all VTC hardware and communications infrastructure, coordinate repair and maintenance of equipment with appropriate personnel. Maintain audit logs on all VTC activity at all classification levels, prepare, enter and maintain scheduling data in appropriate data base systems. Coordinate with vendors for repair or replacement of items under warranty.

3.12.4 The contractor shall work closely with the customer in planning for systems upgrades and procurement. Develop and provide reports as required by the customer.

3.13 Cable Management

3.13.1 The contractor shall provide maintenance of existing infrastructure, planning, and management of all activities related to the communications infrastructure within the 12 DOS facility.

3.13.2 The contractor is responsible for the quality of workmanship, timeliness, tracking and reporting of the overall health and state of the communications infrastructure. Duties are performed according to general policies approved by the Department of Defense, the Air Force, and the Air Force Space Command.

3.13.3 The contractor is responsible for the preparation of plans, execution, and quality of workmanship on all communications systems installations, cable installation, and problem resolution within the Building.

3.14 Unit-specific support limitations:

3.14.1 17 TES. No SAP support. No IT support for work covered on another contract will be supported by this contract. Example: Work not meeting the common infrastructure standards.

3.14.2 14 TS. Same as 17 TES.

3.14.3 Space Domain Awareness Division (SSC/ECZG)/Integrated Solutions for Situational Awareness (ISSA). Some IT services are specified in a unit-specific task order.

3.14.4 USSPACECOM: The General Officer communication support team (GO COMM CST) may be given administrative ('admin') privileges to support USSPACECOM General Officers. Any system supported by USSPACECOM (government) will be exempt from contractor support, and a list of government-supported computers will be provided by USSPACECOM to the contractor. The contractor will not be held responsible for any error/problem/issue that is determined to have been caused by the government (or the cause of the error cannot be determined). Note: due to ITEC requirements, hardware replacement will remain under the purview of the contractor. No IT support for work covered on another contract will be supported by this contract. Example: Work not meeting the common infrastructure standards

3.14.5 25th Space Range Squadron (25 SRS). This unit shall generally not receive ITEC support. No SAP support. No IT support for work covered on another contract will be supported by this contract. Example: Work not meeting the common infrastructure standards

3.14.6 379th Space Range Squadron (379 SRS). Same as 25 SRS.

3.14.7 98th Space Range Squadron (98 SRS). Same as 25 SRS

3.14.8 STARCOM SAPMO. Same as 25 SRS

3.14.9 527th Space Aggressor Squadron (527 SAS). No IT support for work covered on another contract will be supported by this contract. Example: Work not meeting the common infrastructure standards. This unit shall generally only receive JWICS support for up to 14 PCs and Vis Lab support.

3.14.10 26th Space Aggressor Squadron (26 SAS). Same as 527 SAS.

3.14.11 57th Space Aggressor Squadron (57 SAS). Same as 527 SAS.

3.14.12 1st Test and Evaluation Squadron (1 TES). Share drive support, SharePoint creation. Other support may be requested.

3.14.13 3rd Test and Evaluation Squadron (3 TES). Share drive support, SharePoint creation. Other support may be requested.

3.14.14 4th Test and Evaluation Squadron (4 TES). Share drive support, SharePoint creation. Other support may be requested.

3.15 SAP Support Option:

3.15.1 ISSM/ISO support to DEL 12 subordinate units. The contractor shall provide ISSO and ISSM support to 12 DOS, 1TES, 3TES, 4TES, 17TES and 14TS SAP systems as needed. It is estimated that the number of accreditation packages in support of these units will be approximately 10. The Contractor shall provide initial and recurring C&A packages. The Contractor shall conduct certification and accreditation package reviews (to include accuracy verification of Trusted Facility Manuals, system description, security policy, user guides, system architectures and other items) IAW higher headquarters guidance. The Contractor shall also assist the Government in highlighting when changes to current packages are required IAW applicable regulations, and ensure all packages are submitted and coordinated with the appropriate accrediting authority for approval; and monitor the current status of all accreditation packages. The Contractor shall conduct vulnerability testing and risk analysis required as part of the overall Department of Defense (DoD), Air Force and USSF accreditation process on SAP networks and systems as determined by the Government. The contractor will maintain certification and accreditation, patching, scanning and testing of systems. The certification test is to determine such things as system security weaknesses, vulnerabilities, procedural problem areas, and/or implementation flaws with the system’s architecture. Vulnerability testing and risk analysis will be performed periodically, randomly, or as new systems are installed. The Contractor shall provide assistance in the investigation and documentation of SAP security incidents. The contractor will oversee the overall security, integrity and operations of SAP systems and networks IAW AFI 17-101, AFI 17-130, AFI 17-203, AFMAN 17-1301, AFMAN 17-1302-O, AFMAN 17-1402, AFI 31-501, and local policies and procedures. The contractor will ensure Security Technical Implementation Guide (STIG) configuration, patching, scanning and testing of systems. Support the Government in the development of assessment and authorization (A&A) packages via the RMF, IAW Air Force Policy Directive (AFPD) 33-2, DoD Directive 8500.1, DoD Instruction 8500.2, DoD Instruction 8510.01, Intelligence Community Directive (ICD) 502, ICD 503, NIST SP 800-53, and AFI 17-101 RMF for AF Information Technology (IT) and supports organizational customers/users with their specific network accreditations to include maintaining and updating Trusted Facility Manuals, system descriptions, security policies, user guides, system architectures and security-related documentation. Prepare and present training tailored for initial and periodic Information Assurance (IA) Training, System Administrator Technical Awareness, and executive level IA training. Do tempest work to ensure the separation of equipment.

3.15.2 SAP Network Management. Upon establishment of a SCIF/Special Access Program Facility (SAPF) facility to support 12 DOS SAP Test and Evaluation activities, the contractor will provide day-to-day network management support for a 12 DOS SAP network currently estimated to consist of 10 client systems and the corresponding hardware and software elements. Additionally, the contractor will provide COMSEC support for this network.

3.16 Reserve Unit Support Option: Support for 1 weekend per month. Possible IT support for helping to reset user accounts. Possibly to create accounts for new people. Also to assist with VTCs etc.

4. REQUIRED TRAVEL

Contractor TDY travel may be required in conjunction with performance of this task order. All contractor travel arrangements will be the responsibility of the contractor. Required travel will be listed as required throughout the year.

5. OTHER DIRECT COSTS (ODC)

The contractor shall propose any necessary ODC required listed in attachment (B) of this Task Proposal Request. The Government PM and Contracting Officer shall approve all Task Order ODCs prior to purchase.

6. DATA RIGHTS

Pursuant to the contract, the Government has unlimited rights to all deliverables of this Task Order. The Government shall obtain custody of all records associated with contractor deliverables and shall have exclusive control in the distribution of all products and services provided and/or developed by the contractor.

7. DELIVERABLES

Deliverables shall be provided according to CDRL instructions.

8. SECURITY INSTRUCTIONS

The contractor shall require access to Secret collateral, Top Secret-Sensitive Compartmented Information (SCI) and other special category data during the performance of these tasks. The Government will determine accesses required in conjunction with the contractor's stated needs.

9. SERVICE SUMMARIES (SS)

The contractor shall perform to the specific SS items in Attachment C. The SS items are listed in the TSSOS Performance Plan (PP) and will be observed monthly unless deviation is approved by the Quality Assurance Evaluator, Program Manager and Contracting Officer as appropriate.

10. MANAGEMENT

10.1 The primary program manager is Edgard Millán, 719-567-6492. Contracting Officer Representatives will be designated by letter after task order award. Notification will be provided to the contractor's designated representatives. Changes to the program manager and contracting officer representative may be change throughout the life of the task order by designated letter from the Government.

10.2 The period of performance:
