About this file

This file is a Questions & Answers document containing 38 questions and government responses related to a draft RFP for Transportation Services for the SNA and HLG Field Office in Texas. The Q&A addresses operational details including vehicle requirements (all contractor-provided), firearms policies (no personal weapons allowed), CBA wage requirements, and clarifications about historical mission data and geographic coverage areas.

Key details clarified include: anticipated contract start date of April 2025, no government-provided vehicles or office space, contractor responsibility for providing sack lunches and parking, and confirmation that three CBAs will apply to the contract. The government emphasizes that historical transportation data provided is for information only and does not guarantee future routes or frequencies. Technical clarifications include no requirement for ATO unless handling CUI, no access to ICE radio frequencies, and fuel costs to be included in CLINs rather than reimbursed separately. The document also addresses discrepancies between RFP sections regarding mileage estimates and remote post guard hours, which will be updated in the final solicitation.

25CBAsThe SPFPA CBA shows 12/28/24 as the last date for a pay increase which will run until 12/27/25.

The UGSOA CBA shows 6/1/24 as the last date for a pay increase which will run until 5/31/25.

1) Has either CBA been modified beyond their current expiration dates?

2) Are bidders required to bid the CBA rates for the base period of performance and all option years at the current CBA rates, even though the option years are not currently covered by a CBA?

3) Alternatively, can a bidder bid the CBA rates until they expire and then switch to the Wage Determination for the option years of the contract?

1) No, they have not been modified beyond their current expiration dates. If modified, all CBA's applicable will be provided if they are updated.

Does this proviso indicate that contractor's must use the current CBA rates for the base and all option years?Removed from instructions on the pricing template.
27CBA's & Attachment 3Both CBA's require increased hourly wage rates for working a holiday. Attachment 3 does not include a column for worked holidays. Would this be an example of an "other benefit"?Yes that would be an example of an "other benefit".
