About this file

This is a Federal Emergency Management Agency (FEMA) Scope of Work document for a disaster recovery project managed by Clay County, Florida, involving the replacement of shade sail structures at Moody Park. The project, titled "Moody Park Shade Sail" (Project #825369), addresses damage caused by Disaster #4828DR occurring between September 23 and October 7, 2024. The work involves replacing two 30-foot tri-sail shade nets, including new cable, hardware, and installation at Moody Avenue Park located at 3510 Moody Avenue, Orange Park, Florida 32065. The project is classified as Category G (Parks, Recreational Facilities, and Other Items) with a small project designation. The completion date is scheduled for March 28, 2026, and the project is currently in the obligated process step as of the document download date of January 15, 2026.

The total gross cost for the project is $21,170.00 with no insurance reductions applied, resulting in a net cost of $21,170.00. FEMA funding covers 75 percent of eligible costs ($15,877.50), with Clay County responsible for the 25 percent non-federal share ($5,292.50). The project obligation occurred on August 20, 2025, with IFMIS obligation number 4828DRFLP00027141, and a drawdown of $15,877.50 was expended on December 31, 2025. The facility, a 15-acre ADA-accessible park built in 2013, sustained damages during the named storm event, though insurance recovery was not anticipated due to the applicant's policy containing a 5 percent deductible with a $35,000 minimum that exceeded the damage amount. No obtain-and-maintain requirements, mitigation opportunities, or insurance requirements have been mandated for this work.
