Question 2:

Page 12, part 13 Career Technical Training - The RFP indicates that there are 39 training slots off-center. What is the name and location of the off-center, Advanced Career Training site? What training is currently being offered to Phoenix Job Corps Center students at that site? Is there currently an MOU between the Phoenix Job Corps Center and local universities/colleges for the provision of Advanced Career Training? If yes, please provide a copy/copies of the MOU(s). Can you provide us with copies of the existing MOUs or agreements for this off-center training?

Answer:

There is an MOU with Maricopa Community Colleges, attached electronically as Attachment C,C.3,C.13a to this Amendment No. 2 of the RFP on the FBO website. Locations:

Gateway Community College Phoenix College

Maricopa Skill Center

108 N. 40th St.

1201 W. Thomas Rd 1245 E. Buckeye Rd.

Phoenix, AZ 85034

Phoenix, AZ 85013

Answer:

A copy of the MOU for Arizona School for Integrated Academics and Technologies, Inc. (SIATech, Inc.) is attached electronically as Attachment C,C.3,C.13b to this Amendment No. 2 of the RFP on the FBO website.

Answer:

The Mirtone Fire System.

Question 7:

RFP, Page 12 - The chart lists 39 ACT program slots but paragraph 14, Concurrent Training shows that it’s not applicable. Please clarify and provide list of approved ONET codes for the ACT program.

For ACT, the PRH at 3.14-R3 does not require approval for specific training programs with designated O*NET codes. A generic ACT training code of AAAAAA is used in CIS.

Question 8:

RFP, Page 12 - Slot count of 378 on-center and 39 off-center totals 417 slots of 92.6% of OBS. Should recommendations be made to reduce slots to 85% of OBS?

Answer:

The number of slots is as stated in the RFP (total 417).

Answer:

The current inflation rate is 0%. Attachment J-13 is revised and attached in this Amendment No. 2 to the RFP.

Question 10: Amendment 1, Page 2; RFP, Pages 13-14 - Amendment #1 provides the annual CTS goal of 612. Please clarify if the breakdown of this total goal by Graduates and Former Enrollees is the same as delineated in the RFP.

Answer:

Assignees to the Phoenix CTS contract are only those returning or relocating to the 7 northern Arizona Counties of Apache, Coconino, Gila, Maricopa, Mohave, Navajo, and Yavapai. The Acosta Center located in Tucson serves the 7 southern counties. On average 25% of assignees to the Phoenix contract are from Centers other than Phoenix (29% when last counted in August 2011).

Question 11: Following are questions concerning CTS goals:

a.

Amendment 1, Page 2; RFP, Page 13 - Based on the annual CTS goal of 612 (51 per month), please clarify if the CTS portion of the contract is to provide services as shown in the RFP. Specifically, are the 612 eligible students only from the Phoenix Job Corps Center returning to the counties specified or does it include all Arizona students returning to the specified counties? Is the Transition/Phase-out Plan intended to be part of the Staff Resources proposal?

b.

CTS Services to Phoenix JCC students regardless of Arizona County?

c.

In listed counties only Phoenix JCC students or those returning/relocating from ANY Center?

d.

Amendment 1, Page 2 provided a revision to RFP Section B, Page 3, indicating that the contractor shall provide Post-Center Career Transition Services annually for 612 youth remaining in or returning to the state of Arizona. However, RFP Section D, Page 13 states that the contractor shall provide or arrange for post-center CTS for all eligible students either “enrolled at the Phoenix Job Corps Center” or “returning or relocating to the following geographic area: the counties of Apache, Coconino, Gila, Maricopa, Mohave, Navajo, and Yavapai. Yes. There is no separate page limit for Transition. It is included as part of Staff Resources Proposal.

c.

Not Applicable. Transition/Phase-out Plan is not a separate section.

Question 23: RFP, Page 115, part 3) Past Performance Questionnaires: This page provides the name and address to which the questionnaires must be submitted and NO due date. Page 89, Attachment J-8 indicates the questionnaires must be submitted and returned no later than 12:00 pm, January 13, 2012. Is this the confirmed date for submitting these questionnaires for this RFP?

Answer:

Yes.

Question 24: RFP, Page 126 Section M, part M.1 Evaluation of Proposals: Will the readers/evaluators read the ENTIRE technical approach or separate sections?

Answer:
