SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

Statement of Objectives

PURPOSE

The Department of Labor (DOL) Office of the Chief Information Officer (OCIO) is pursuing the acquisition of e-mail, collaboration, office automation, eDiscovery, and records management services as Software as a Service (SaaS) from a commercial provider of Cloud Computing services. The intent is to transform the current DOL legacy on-premise services into a primarily Cloud based SaaS services, with the requisite support contract that provides a highly innovative, secure, compliant, cost-effective, and evolving solution. The ideal solution would be an integrated suite of tools and capabilities that allows the government to transform the way business is conducted today, while also having the ability to manage, and monitor service performance, quality, and delivery, through clearly defined roles and business rules, rather than physical control of assets and direct software licensing. Recent trends show that traditional outsourcing and system integration models are insufficiently adaptive and costly; while cloud computing provides a more efficient utility based model for acquiring IT services, with the clear benefit of shifting the focus of IT budgeting from capital expense to operating expense.

This Statement of Objectives (SOO) describes the goals that DOL expects to achieve with regard to the following:

1. Modernization of its e-mail system;

2. Provision of a government community or private cloud solution that includes e-mail, collaboration, office automation, eDiscovery, and record management services that delivers an integrated and effective collaborative working environment;

3. Reduction of the government’s in-house capital and system maintenance burden; and

4. Application of appropriate security and privacy safeguards.

The new cloud solution should:

1. Provide features, functionality and capabilities that meet industry performance and interoperability standards (with a preference for open standards) and best practices;

2. Offer the necessary redundancy, resiliency, and contingency capabilities to meet DOL’s service availability needs;

3. Improve user experience and productivity;

4. Provide a secure computing environment that complies with all required federal regulations;

5. Leverage a mature solution that will require minimum software and/or service development work to meet DOL requirements;

6. Offer data portability (to another cloud platform);

7. Reduce significantly DOL’s capital and operating expenses.

BACKGROUND

The “25 Point Implementation Plan to Reform Federal Information Technology” published by OMB in December 2010 requires Federal agencies to implement a “Cloud First policy” in their acquisition of IT services and applications. The agencies are required to “default to cloud-based solutions whenever a secure, reliable, cost-effective cloud options exists.”

In February 2011, the Federal CIO issued a “Federal Cloud Computing Strategy” that defines the executive branch’s approach to safely and securely move IT infrastructure services to a cloud computing environment.

In both the February 2011 “Federal Cloud Computing Strategy” and the December 2010 “25 Point Implementation Plan to Reform Federal Information Technology”, both from the Office of Management and Budget, each Federal agency’s CIO has been directed to leverage this strategy to begin planning the migration of their IT services to cloud solutions. Cloud e-mail is the DOL’s cornerstone initiative in the implementation of these directives.

DOL Current E-mail Environment The current DOL e-mail infrastructure consists of eight instances of MS Exchange 2003 with associated Blackberry Enterprise Service (BES), and one instance of MS Exchange 2007 with its associated BES environment. Each of DOL’s nine major infrastructure agencies is responsible for the operation and maintenance of its underlying IT infrastructure to deliver e-mail services to its customer base. Figure 1 describes each agency’s e-mail infrastructure profile, and provides additional information on the existing DOL environment.

Enterprise Wide Directory Services The current implementation of enterprise wide directory services consists of multiple forests.

The Department of Labor consists of nine Active Directory 2003 forests. They are configured as follows:

There is a common Enterprise UPN following the last.first@dol.gov naming convention with no conflicts across any of the forests. Some forests maintain their own UPN using the format last.first@agency.gov.

E-mail Domains DOL is envisioning three separately managed SaaS e-mail domains (dol.gov, bls.gov, and oig.dol.gov). Each of the three e-mail domains should be air-gapped to the greatest extent possible for management, access and security. The domain separation is to fulfill the unique security and regulatory requirements for BLS – fulfilling CIPSEA requirements – and for the OIG – fulfilling CJIS requirements. Cost transparency for bill-back capabilities is a goal for this procurement and should be built into the domain separation as well.

DOL Current Network with TIC The Department of Labor Network consists of two major components, an Internal Network known as DOLNet and an External Network that provides Internet services.

DOLNet DOLNet has approximately 600+ sites that range from Headquarters and Regional Office locations that typically support a few thousand users down to small remote field offices supporting a small number of users. DOLNet is an outsourced managed network provided by Verizon Business via the Networx contract. Bandwidth varies based on the size and location of the site.

Internet The Department of Labor is in the process of moving all Internet connections to Verizon Business as part of the Trusted Internet Connection/Managed Trusted Internet Protocol Services (TIC/MTIPS) program. The migrations will consolidation DOL from more than 30+ Internet access locations to 6 locations. The Bandwidth allocated at each of the 6 locations is variable based on the estimated usage requirements but range from a 1.544MB to 300MB based on current and projected bandwidth requirements.

Data Centers The primary data centers that house DOL’s existing mail servers will be accessed via the MTIPS Internet connections.

E-mail Archives The DOL uses mail archives in multiple ways. Refer to Figure 1 for a detailed breakdown of the archive solutions. Each of the archive scenarios needs to be accounted for in the migration to the SaaS cloud e-mail solution. Some agency users have archive their e-mail in PST files saved either to their desktop or central file storage. These users need to either have their PST files migrated into their mailbox or have their PST linked to their mail client.

As described in Figure 1, some agencies use separate storage solutions as part of their active inbox - only a very small amount of mail is stored in the active inbox and the rest stubbed and stored in an Enterprise Vault archival solution. DOL would like e-mail migrated from the Enterprise Vault solution so that those users retain access to their e-mail in the same way they have access in the legacy systems.

Additionally, the DOL would like the migration services for the remainder of the legacy agency e-mail archives. The archives are described in Figure 1.

Figure 1 - DOL E-mail Infrastructure Baseline

RFP DOL121RP21530

DOL Office Environment The DOL office environment consists of approximately 485 locations distributed throughout the United States and its territories. Some DOL agencies are sparsely populated, with many small offices throughout the U.S., and concentrations of larger office populations near metropolitan centers. The office environment for each agency within DOL is dissimilar. Additionally, DOL has a large number of users who work remotely and do not utilize DOL facilities.

DEFINITIONS

For the purposes of this solicitation package, the Offeror shall refer and use the following definitions.

Private Cloud: Following the NIST definition, a private cloud is one in which “the cloud infrastructure is provisioned for exclusive use by a single organization comprising multiple consumers (e.g., business units). It may be owned, managed, and operated by the organization, a third party, or some combination of them, and it may exist on or off premises. A private cloud is one in which the infrastructure and computational resources are operated exclusively for an organization”.

Government Community Cloud: Following the NIST definition, a Community Cloud is one in which “the cloud infrastructure is provisioned for exclusive use by a specific community of consumers from organizations that have shared concerns (e.g., mission, security requirements, policy, and compliance considerations). It may be owned, managed, and operated by one or more of the organizations in the community, a third party, or some combination of them, and it may exist on or off premises”. A Government Community Cloud is a multi-tenant cloud environment that is specifically limited to Government clients (federal, state, municipal, and tribal) with an appropriate Government issued domain name.

Software-as-a-Service (SaaS): Defined by NIST as “the capability provided to the consumer [...] to use the provider’s applications running on a cloud infrastructure. The applications are accessible from various client devices through either a thin client interface, such as a web browser (e.g., web-based e-mail), or a program interface. The consumer does not manage or control the underlying cloud infrastructure including network, servers, operating systems, storage, or even individual application capabilities, with the possible exception of limited user-specific application configuration settings.”

Cloud Services: For the purposes of this solicitation, Cloud services refers to the provision of a secure SaaS offering that DOL is requesting as part of this solicitation to meet its requirements. These secure services are: e-mail, calendar, tasks, archive, eDiscovery, office automation, collaboration, and electronic records management. These services, heretofore referred to as “Cloud Services”, are further defined in Attachment 2 - Features and Function Matrix.

E-mail: E-mail will be used throughout this solicitation, except where expressly stated, as shorthand for the following applications: e-mail, calendar, and tasks Offeror or Quoter: For the purposes of this solicitation, “Offeror” or “Quoter” will be used interchangeably to refer to any combination of teaming arrangements that may include: Cloud Service Provider (CSP), an Integrator, and any other Third party involved in any aspect of managing, hosting, delivering, maintaining and/or supporting the Cloud Services.

SCOPE

The scope of the resulting contract shall include all “Cloud Services”, as previously defined, and the requisite support services needed to transition, migrate, deploy, operate, maintain, and safeguard a cloud computing platform that will provision and deliver said “Cloud Services” to DOL internal and external users.
