About this file
This is a Request for Proposal document from the City of New Smyrna Beach, Florida, soliciting qualified contractors to furnish and install a fully cloud-based Parking Guidance System (PGS) designed to provide real-time occupancy information for city-owned parking spaces. The primary project encompasses two downtown parking areas: the Canal Street Area with 596 total spaces (428 on-street and 168 in five lots) and the Flagler Avenue Area with 211 total spaces (96 on-street and 115 in two beach parks), with an optional secondary expansion to four unpaved lots totaling 294 additional spaces. Deliverables include flush-mounted parking sensors providing real-time occupancy data, two digital matrix signs at key locations, and a web dashboard for monitoring metrics such as peak occupancy, dwell time, and turnover rates. The RFP was released March 16, 2026, with written questions due by March 30, 2026, and proposal submissions due April 15, 2026, at 5:00 p.m. via the City's e-Procurement portal. The proposal opening is scheduled for April 16, 2026, evaluation meetings on April 23, 2026, and award recommendation to City Commission on May 12, 2026. The City intends to award a single contract with potential renewal upon mutual consent and City Commission approval, with all submittals remaining valid for 180 days from submission.
Proposers must submit a complete turnkey solution with fixed total cost including parts, equipment with manufacturer's suggested retail price (MSRP) discounts, and labor rates for five-year preventive maintenance, with gateways and signage offering both solar and hard-wired options. Minimum qualifications require five years of experience in PGS design, furnishing, and installation; current Florida business certification; active Sunbiz registration; proof of three years' financial stability; appropriate professional licensing; and required insurance coverage. Evaluation will be scored on 100 points across six criteria: Introduction and Letter of Interest (5 points), Project Approach and Management (25 points), Experience and Qualifications (25 points), Proposed Fee and Deliverables (20 points), References (5 points), and Financial Stability (20 points). No specific set-aside designations for disadvantaged enterprises are identified; however, federal contract provisions require affirmative steps to utilize small and minority businesses and women's business enterprises. All responding firms must comply with equal employment opportunity requirements, Davis-Bacon Act prevailing wage requirements, E-Verify registration, drug-free workplace certification, human trafficking attestations, and Florida's clean air and smoke-free workplace policies. Proposals must include at least four references from PGS and lighting upgrade projects completed within three years. No incumbent vendor or current contractor is identified, and no specific award value or budget range is disclosed in the available materials.
