About this file

This document is a Request for Proposal (RFP) issued by the Florida Department of Military Affairs (DMA) for a Cloud-Based Fiscal Tracking System (FTS). The objective is to design, develop, and implement a modern, cloud-based FTS that will improve the recording, tracking, and integration of various financial transactions, including purchase orders, invoices, direct payments, travel payments, payroll data, and agreement cash balances. The new system must facilitate seamless integration with the state's Florida PALM (Planning, Accounting, and Ledger Management) system. The project includes functional, technical, and integration requirements, as well as project management, implementation, and delivery of the final system. Proposals are due by September 13, 2023, at 2:00 PM EST, with the bid opening occurring at the same time and location. The contract will be awarded to the highest-ranking responsive proposal that is determined to be in the best interest of the state.

The RFP provides detailed instructions on the bid submittal and evaluation process, including pricing, qualifications, references, and other required attachments. The budget is estimated to be between $200,000 and $300,000. Preference will be given to respondents with a drug-free workplace program and certified minority business enterprises. The successful contractor must comply with all state and federal regulations, including employment eligibility verification and data security requirements.
