About this file
This is a Questions and Answers document from a federal contract solicitation addressing technical requirements for UPS system service.
The document contains two inquiries and corresponding government responses regarding the minimum technical requirements for 3-phase UPS systems service. The first question asks whether the requirement that "Service must be performed by Eaton-certified technicians for 3-phase UPS systems" limits competition exclusively to Eaton, noting that the inquiring contractor's technicians are trained on the Eaton 93PM UPS system. The second inquiry requests permission to use third-party technicians to perform the work. The government's responses to both inquiries are identical and provide clarification: any contractor, third-party technician, or related personnel must satisfy two mandatory minimum technical requirements to receive a technically acceptable rating. Personnel must be located within a 50-mile radius of the laboratory AND must possess Eaton certification. The government emphasizes that failure to meet either of these minimum technical requirements will result in a "not technically acceptable" rating for the proposal.

Text version
1) We are writing to inquire regarding the requirement stating that “Service must be performed by Eaton-certified technicians for 3-phase UPS systems.”
Based on feedback from our lead, XXXXXXX, we would like to confirm whether this requirement means that only Eaton would be able to meet it. While XXXXXX’s technicians are trained on the Eaton 93PM UPS system.
Government Response: Per the “Minimum Technical Requirements”, the contractor, third party technician, etc. must be located withing a 50 mile radius of the laboratory AND must be Eaton certified. Failing to not meeting the minimum technical requirements will result in a not technically acceptable rating.
2) We can do this if you can get permission for us to use 3rd party technicians
Government Response: Per the “Minimum Technical Requirements”, the contractor, third party technician, etc. must be located withing a 50 mile radius of the laboratory AND must be Eaton certified.
