About this file
This document is an Addendum to the District-Wide Security Upgrades project #220316-01 released by the Centennial School District in Portland, Oregon. The addendum includes changes to the bid form to reflect awarding the work to a single bidder instead of multiple contracts, provides clarification on security system infrastructure and licensing, and lists the attendees from the pre-bid conference. The bid is due on Wednesday, March 16, 2022 at 2:00 PM and the district reserves the right to award base bid A for Centennial High School and any number of alternates for the other 8 sites instead of the combined base bid B. The project includes security upgrades such as access control, intrusion detection, and video surveillance systems at multiple school sites across the Multnomah County and Portland City jurisdictions.
The bid form lists the base bid for Centennial High School and 8 alternates for the other school sites. Bidders must submit on the revised attached bid form. The district will allow wireless access control devices and has clarified that the access control and camera systems will not be integrated. The addendum also notes that some substitutions were rejected or are under review.

DISTRICT-WIDE SECURITY UPGRADES
PROJECT NO.: 220316-01
March 4, 2022
ADDENDUM NO. ONE (1)
THE FOLLOWING CHANGES, ADDITIONS, AND DELETIONS TO THE CONTRACT DOCUMENTS
DATED FEBRUARY 23, 2022 HEREBY BECOME A PART OF THE CONTRACT DOCUMENTS.
NOTIFY ALL SUBCONTRACTORS AFFECTED BY THIS ADDENDUM.
BID DUE: Wednesday, March 16, 2022 at 2:00 PM
SPECIFICATIONS
1. The District intends to award all the work to a single bidder to maintain consistency between the sites.
As such, the bid form has been altered and attached here to reflect a single Base Bid A for Centennial
High School and 8 alternates for the other 8 sites. A combined Base Bid B is still provided for the combination of all 9 sites. The district reservices the right to award Base Bid A and any number of alternates in lieu of taking Base Bid B if the district elects to not implement the work at all sites.
BIDS MUST BE SUBMITTED ON THIS REVISED ATTACHED BID FORM.
Q&A
1. How is camera licensing handled?
a. The software the district has standardized on is Milestone (Milestone Srl Protect Professional+ Device
License (DL). The bid shall include per device licensing (the district already has a Milestone base license). Each camera shall have a perpetual device license that is loaded into their Milestone server.
Even if we replace the camera in the future, the district will be able to associate the old device license with a new camera.
2. What is the version of software program for the district’s current Salto system?
a. The district software is the most current for Salto as of January 1, 2022.
3. Details for the intrusion system need to be provided, particularly what intrusion system is present that the contractor is going to have to tie into?
a. There are different systems at different schools. All are older and need to be replaced under this bid.
Basis of design is indicated in the specifications. The District has a DCS system at a couple schools that works well and is supported by Alarm.com for monitoring.
4. The district has different platforms for their Salto and VMS. Are they looking to integrate all of these into a single system between all sites or not?
a. The specifications are not requiring that. Having this separate at each school is the current plan as long as all of the schools are the same system.

ADDENDUM NO. ONE (1)
5. Will the district allow wireless access control devices at the IDF and MDF closets?
a. Yes. This is contingent on a battery life expectancy of at least 3 years or 40,000 openings and that the lockset come with a built-in manual hard key override to fit the district’s Schlage Primus KIL cylinder
(actual cylinder by district).
6. Are the access controls and camera systems integrated?
a. No.
