About this file
This is a life extension specification and project requirements document for Gainesville Regional Utilities (GRU) concerning transformer maintenance and refurbishment at the Deerhaven Power Plant in Gainesville, Florida. GRU seeks a contractor to provide a turnkey project to extend the operational life of Unit 1 transformers for an additional five years. The project encompasses three transformers: T-61 and T-62 (138 kV Grd. Wye / 13.8 kV Delta, 35/46.67 MVA @ 55C, 52.267 MVA @ 65C) require radiator replacement, component cabling replacement, re-gaskets, oil processing, and comprehensive testing; transformer T-65 (13.8 kV Delta / 4.16 kV Wye, 7,500 kVA @ 55C) requires testing only. The mandatory pre-bid site visit is scheduled for XXXXX, 2026 at 9:00 AM with required PPE including hard hat, safety glasses, natural fiber or flame-resistant clothing, and closed-toe footwear. The project outage window is February 27, 2027 through May 3, 2027, with all work requiring completion by April 23, 2027. The contractor must coordinate the actual start date with the GRU representative and complete mandatory safety orientation prior to commencing work.
Pricing shall be submitted as a lump sum, with the proposal valid for a minimum of 60 days. GRU will evaluate proposals based on price, technical compliance, schedule, experience with similar work, safety record, and references, in that order of importance. A 5% preference applies to local businesses within Gainesville city limits and an additional 5% preference to small and service-disabled veteran businesses on qualifications-based solicitations. Proposals must include clarifications or exceptions, a CPM project schedule, project experience documentation, three references with contact information, safety EMR ratings for the previous three years, T&M rates for approved extra work, alternate scope proposals if applicable, proof of insurance, and acceptance of GRU's standard service terms and conditions. The contractor is responsible for all material procurement, equipment lead times, oil storage using double-walled tankers or berms, gasket documentation via photographs, and coordination with GRU relay technicians during component testing. GRU will provide all required switching for transformer isolation and will have a representative onsite throughout the project.

Gainesville Regional Utilities Life Extension for Unit 1 XFMRs Deerhaven Power Plant
1.0 GENERAL
Gainesville Regional Utilities (GRU) requests your company (contractor) to submit a firm proposal for the supply of goods and services, as outlined in this document for the project known as:
Project Name: Life Extension for Deerhaven Unit 1 Transformers GRU plans to extend the life of Unit 1 transformers at Deerhaven for another five years. There are three (3) transformers associated with Unit 1 (T-61, T-62 and T-65).
Observed current condition of transformers T-61 and T-62 include the following.
· The radiators are at end of life. There is significant rust and paint bubbling / cracking. Signs of oil leaks are present.
· Many of the existing radiator fans are not OSHA compliant
· The transformer components frequently provide false alarms due to the condition of the wiring between the transformer cabinet and each component.
· The CT cables are run in a channel behind the radiators. For ease of access, it is recommended that replacement occurs while the radiators are removed.
· Transformer T-62 has a significant nitrogen leak
· At a minimum, the winding temperature gauge on T-62 will need replacement
· The DETC (De-energized Tap Changer) on T-61 is damaged and should not be touched!
· Many of the cables leaving the transformer cabinets have jackets that are known to contain asbestos. These cables should not be disturbed!
Transformer T-65 has no known concerns.
At a minimum, each contract shall quote based on the scope described within this specification. The scope associated with transformers T-61 and T-62 shall include the procurement and replacement of the radiators, wiring between the transformer cabinets and transformer components, and testing of each transformer. The scope associated with transformer T-65 shall be limited to testing. Detailed technical requirements can be found in the “Scope of Work” section of this document.
Contractors are encouraged to provide alternate scopes based on the site visit along with justifications of how a proposed alternate scope will better achieve a 5-year life extension of these units.
Basic nameplate information for each transformer is below. Nameplate photos have also been included at the end of this specification.
