An area 2 inches in all directions from the center of each tapped lifting hole must be clear of obstructions that would restrict free movement of the safety hoist ring. The minimum yield strength of the six-inch shielding material must be 36,000 PSI to have a 10:1 to yield safety factor for the tapped lifting holes.

3.3.2 MIL-S-22698 grade EH36Z is to be used, if possible, for the shielding material that is to be tapped for the lifting holes. This material meets all of ANSI N14.6-1993 requirements for the tapped lifting holes with a 10:1 to yield safety factor. This steel comes with brittle facture testing completed.

3.3.2.1 If MIL-S-22698 grade EH36Z material is not used, then the tapped lifting holes shall go into steel with a 36,000 PSI yield or higher and meet ANSI N14.6-1993 for brittle facture requirements. This requirement is that a drop weight test per ASTM E 208 or a Charpy impact test per ASTM A 370 of the base material as specified in paragraph 4.2.6 of ANSI N14.6-1993 be done. The anticipated minimum service temperature for lifting the demineralizer vessel is 20 deg. F, therefore, the nil ductility transition temperature shall be -20 deg. F or lower.

3.3.3 The contractor shall forward results of material testing (obtain from procurement documents for MIL-S-22698 grade EH36Z if used) and shall obtain approval from PSNS&IMF prior to demineralizer manufacture. PSNS&IMF shall have 5 working days to evaluate the material test results.

3.3.4 Before load test of paragraph 3.3.5, the tapped lifting holes shall be visually inspected to the maximum extent practical for apparent deformation like cracks, crushed threads, gouges and other deficiencies that would affect load bearing capability. The results of the visual inspection and proof that the visual inspection occurred prior to load test must be submitted to the Shipyard for each tapped lifting hole.

3.3.5 The working load limit of the demineralizer shall be 2,500 lbs for the tapped lifting holes of paragraph 3.3.1 (combined). A load test shall be performed on the tapped lifting holes with the test load applied in the same direction the demineralizer is lifted, not to exceed 10.6 deg. from vertical. The load shall be 3750 lbs (+185 lbs, -0 lbs) applied equally between the two tapped lifting holes. The load test shall be held for a minimum of 10 minutes.

3.3.6 After load test of paragraph 3.3.5, the tapped lifting holes shall be visually inspected to the maximum extent practical for apparent deformation like cracks, crushed threads, gouges and other deficiencies that would affect load bearing capability and shall be inspected using GO, NO-GO gages.

3.3.7 After satisfactory load test and post load test visual certification, Magnetic Particle Inspection shall be performed on the base material around the tapped lifting holes, beginning at the edge of the hole and extending out 1/2 inch. This shall be performed in accordance with NAVSEA Technical Publication TP T9074-AS-GIB-010/271. The acceptance criteria for the Magnetic Particle inspection shall be MIL-STD 2035A, for wrought material.

3.3.8 A copy of all load test certification papers (includes load applied), results of visual inspections, results of gage inspections, and results of Magnetic Particle Tests shall be sent to the Shipyard prior to each shipment. Absence of these documents may be cause for rejection. PSNS&IMF shall have 5 working days to evaluate these documents.

3.3.9 After satisfactory test and certification of 3.3.8, a metal tag or stencil shall be applied to the vessel head with the following minimum information:

“Manufacturer:”

“Serial NO.:

“SPS Working Load Limit: 2500 lbs (both holes combined)” “Test Load: ________” “Test Date: ________” “Minimum service temperature: 20 deg. F” “Certification expiration date: NA, SF>10:1

3.3.10 The lifting and handling tapped holes shall have threaded plugs installed, after testing and inspection, to protect the internal threads. The tapped holes must be free of paint and debris.

3.4 Hydrostatic Testing

3.4.1 Prior to installation of the quick disconnects, each shall be hydrostatically tested on the backside of the plunger to a minimum of 165 psig for 5 minutes, with no leakage. This is to ensure that the plunger sufficiently self-seals to minimize leak by upon disconnects.

3.4.2 The contractor shall provide a certification that each completed demineralizer assembly (including installed quick disconnects) has been hydrostatically tested to a minimum of 165 psig for 30 minutes, with no leakage or deformation allowed, prior to shipment. The demineralizer shall be blown down of free standing liquid after hydrostatic test and prior to shipment. A copy of hydrostatic test certification papers shall be provided for the demineralizer with the hydrostatic test pressure, documented proof of duration of test, and date the hydro was performed. Absence of the documents listed above shall be cause for rejection. PSNS&IMF shall have 5 working days to review hydrostatic test records.
