(c) This announcement is issued for the purpose of gathering market research information.

Decommissioning Project Background and Scope Bureau of Safety and Environmental Enforcement (BSEE) BSEE, within the Department of the Interior (DOI), serves as regulator for all energy and mineral extraction operations and has been the lead federal agency charged with improving safety and ensuring environmental protection related to the offshore energy industry, primarily oil and natural gas, on the U.S. Outer Continental Shelf (OCS). Within BSEE, the Technology Services Division (TSD) performs planning, management, and acquisition of information technology and information resources and oversees the automation of business and regulatory functions.

Plans for Decommissioning Project BSEE is planning to implement a comprehensive Decommissioning System in the Technical Information Management System (TIMS) which is built using APEX technology to replace the legacy user-built solutions. A modernized Decommissioning System will allow BSEE to store, maintain, and report decommissioning data and estimate decommissioning costs in a consistent and efficient manner and enhance BSEE’s efforts to proactively oversee and enforce decommissioning requirements under 30 CFR 250 Subpart Q.

BSEE issues orders to operators to decommission facilities, wells, and pipelines on active leases that no longer have future utility. BSEE’s enforcement actions help reduce safety and environmental concerns that exist while unused infrastructure remains in the water. This project will help in streamlining BSEE’s decommissioning processes to ensure enforcement actions are taken as expeditiously as possible.

Current Decommissioning System In the current system, the Decommissioning process is supported by separate teams for each of the BSEE regions (Gulf of Mexico, Pacific, Alaska). The Decommissioning support teams maintain cost estimate data, cost equations, and calculated costs in user-built solutions comprised of MS Access and Excel (including power queries) to manage their data and processes. These solutions require significant manual entry which is time-intensive and inefficient. Operators submit decommissioning cost actuals as attachments in TIMS and the support teams use MS Access to record the data in their applications. A separate MS Access database is used to track idle and expired wells, structures, and pipelines. There is no database tracking decommissioning enforcement orders and associated timeframes for operators to complete work.

Future Decommissioning System The new BSEE-wide Decommissioning System will add new modules to TIMS for maintaining decommissioning cost data (actual and estimated), idle iron program, and terminated lease enforcements. The new system will replace the outdated TIMS modules and provide missing functionality.

The new system will store decommissioning estimated costs and cost expenditure actuals reports in the BSEE corporate database. The database uses Oracle relational database management systems. The data will be integrated with other BSEE data systems including TIMS Web, which provides industry access via a web interface for government required industry submittals, and Business Intelligence reporting. The project implementation will require data migration from the existing user-managed Oracle tables that support Access and Excel data manipulation into a normalized data structure following all BSEE data standards and guidelines. The contractor will design and propose this data model as part of the project.

The Decommissioning System will be able to:

· Collect decommissioning cost data through TIMS Web.

· Store the estimated cost history for each well, structure, and pipeline.

· Determine decommissioning cost for each lease, Right of Way, and Right of Use.

· Track decommissioning enforcement orders issued to lessees and track the company that will perform decommissioning.

· Track idle wells and structures, terminated lease wells, structures, and lease term pipelines.

· Track proposed decommissioning timeframes imposed by BSEE or provided by operators.

· Estimate costs for future decommissioning based on actual costs.

BSEE has invested in Oracle APEX as the platform for its TIMS web-based applications. Built on top of the Oracle databases, APEX can take advantage of database features at no additional cost beyond database licensing already paid by BSEE.

Project Structure BSEE has identified the following high-level tasks that define the overall scope of the Decommissioning project:

· Task 1: Knowledge Transfer, Onboarding, and System Environment Implementation

· Task 2: Decommissioning Idle Iron Component Development

· See Attachment 3 User Stories for Idle Iron

· Task 3: Decommissioning Terminated Lease Component Development

· See Attachment 4 User Stories for Terminated Lease

· Task 4: Decommissioning Expenditures Component Development

· See Attachment 5 User Stories for Expenditures

· Task 5: Decommissioning Cost Report Tracker Component Development

· See Attachment 6 User Stories for Cost Report Tracker

· Task 6: Decommissioning Cost Estimating (most complex task) Development

· See Attachments 1 and 2 Flowcharts and Decision Descriptions

· Task 7: Decommissioning Data Migration

· Task 8: User Acceptance Test

· Task 9: Transition through Go Live It is expected that Task 7 will be worked in parallel with the development Tasks 2 – 6. The project’s requirements and business rules are defined per the attachments (user stories, flowcharts, flowcharts instructions) as noted in the Task details.

Development Expectations

· The system will be developed using Oracle APEX technology and upon existing BSEE TIMS Web architecture.

· The Decommissioning application must employ the Department’s approved phishing-resistant Multi-factor Authentication (MFA) services as per OMB memorandum M-22-09 (M-22-09 Federal Zero Trust Strategy (whitehouse.gov)) and be fully compliant with all other applicable sections of OMB M-22-09 as well as other applicable Federal cybersecurity laws, memoranda, and policies.
