About this file
This document appears to be a detailed user story for a federal system called the Technical Information Management System (TIMS) that is used to submit decommissioning expenditures reports to the Bureau of Safety and Environmental Enforcement (BSEE).
The key details are:
- External users can use TIMS Web to create and submit decommissioning expenditure reports, including details on permanently plugged wells, temporarily abandoned wells, platform/facility removals, site clearances, and pipeline segment decommissioning.
- Required metadata includes lease number, area code, block number, complex ID, well API number, and segment number.
- Submittal details required include date, initial/revision indicator, company name and number, decommissioning activity type, duration, associated assets, and various flags (e.g. multi-asset, turnkey, casing cut).
- Cost details are required, broken out by transportation, location, contract services, and other decommissioning costs.
- Internal users can review the submittals, update certain data, and view associated end-of-operations reports.
- The document describes functional requirements for the TIMS system to support these decommissioning expenditure reporting capabilities.

BSEE Decommissioning User Stories Expenditures As an External User, I would like to submit Decommissioning Expenditures, in accordance with NTL No. 2017-N02, so that I am in compliance with the NTL and 30 CFR 250.1704(i).
· Using TIMS Web, Create and Submit the submittal Decom Expenditure Reports Required by Regulation/NTL (DECOM_EXP_REP_REQ).
· The submittal uses the following metadata: LEASE_NUM, AREA_CODE, BLOCK_NUMBER, COMPLEX_ID_NUM (Structure Number), WELL_API_NUMBER, SEGMENT_NUM
· Enters the required/optional data for the submittal.
· Enters the decommissioning expenditures summary, as described in the Decommissioning Expenditures Summary user story. This will be an extended application of TW Submittals.
As an External User, I would like to enter the decommissioning expenditures summary to submit to BSEE for each permanently plugged well (PA), temporary abandoned wells with a SCP in place, platform or facility removed, site cleared, and pipeline segment decommissioned, so that I am in compliance with 30 CFR 250.1704(i).
· All data submitted is proprietary data.
· Assign Date of Submission to BSEE the date of submission (submitted date).
· Auto-populate when the external user submits the request.
· This will be read only.
· Indicate whether this is the Initial submission or a Revision.
· Initial would be indicated with an “I”.
· Revision will include an “R” followed by a number.
· The number can be 2 digits
· Enters Submittal Id Number
· Assign Company Name and Number based on the company the user is representing.
· Display Company Name
· Display Company Number
· Select Decommissioning Activity Type (PR, PA, SCV, PL)
· PR: Platform and Facility removal (including PLETS (pipeline end terminations), PLEMS (pipeline end manifolds), subsea templates, etc., per 30 CFR 250.1700(c)
· PA: Well abandonment
· SCV: Site clearance and verification
· PL: Pipeline segment decommissioning
· Indicate whether the decommissioning activity is part of a multiple asset decommissioning project.
· Multi-Asset Activity Flag (Y/N)
· Indicate whether a majority of the decommissioning expenditures for the reported asset decommissioning were incurred under a “turnkey” type contract(s).
· Turnkey Contracting Flag (Y/N)
· If the Decommissioning Activity Type is PA, indicate whether casing cutting and removal remains to be performed.
· Permanently Plugged Well – Casing Cut (Y/N)
· If the decommissioning activity type is PR, SCV, PL, a response is not required – indicating this value can be nulled.
· Do not request this information.
· Indicate whether an asset has been partially decommissioned.
· Partially Decommissioned Assets (Y/N)
· If the Decommissioning Activity Type is PR, indicate whether the structure removal operations were conducted as part of a Rigs to Reefs program.
· Rigs to Reefs Flag (Y/N)
· If Decommissioning activity type is PA, SCV or PL, a response is not required, indicating this value can be nulled.
· Do not request this information.
· If the Decommissioning Activity Type is PL, indicate whether the pipeline segment was removed as opposed to being decommissioned in place.
· Pipeline Segment Removal Flag (Y/N)
· If Decommissioning activity type is PA, PR, SCV, a response is not required, indicating this value can be nulled.
