About this file
This document is a set of user stories describing the requirements for a Decommissioning Cost Report Tracker system within the Bureau of Safety and Environmental Enforcement (BSEE). The system will allow BSEE internal users to track the submission of decommissioning expenditure reports for wells, facilities, and pipelines within 120 days of the decommissioning activity, as required by 30 CFR 250.1704(i). Key features include the ability to view the status of reports (overdue, received, etc.), search by company and infrastructure identifiers, generate courtesy reminder reports, and track related inspections, notices, and time extension requests. The system will auto-populate status based on submission data in BSEE's TW Submittal system. The document provides detailed requirements for the data to be displayed, search/filter capabilities, and report generation. This appears to be a requirements document rather than a solicitation, as there is no information provided about procurement timelines, pricing, set-asides, or other typical solicitation details.

BSEE Decommissioning User Stories Cost Report Tracker Decommissioning Expenditures are due for each permanently plugged well (PA), temporary abandoned wells with a SCP in place, platform or facility removed, site cleared, and pipeline segment decommissioned. Based on 30 CFR 250.1704(i), decommissioning expenditures summaries are due 120 days after the completion of each decommissioning activity. The Decommissioning Cost Report Tracker will allow the Decommissioning Section to view the Wells, Facilities and Pipelines in which the requirement has been met, within 120 days of the due/requirement date, and those with expenditures overdue. The decommissioning expenditures summaries are submitted using TW Submittals - Decomm Expenditure Reports Required by Regulation/NTL (DECOM_EXP_REP_REQ).
