About this file

This file is a Small Business Procurement Initiative document from the Pennsylvania Department of Conservation and Natural Resources (DCNR), Bureau of Administrative Services, promoting small business participation in Commonwealth contracting opportunities. The initiative is administered in partnership with the Department of General Services' Bureau of Diversity, Inclusion, and Small Business Opportunities (BDISBO). The document outlines a self-certification process enabling eligible vendors to qualify as Small Businesses (SBs) or Small Diverse Businesses (SDBs) to compete for contract awards across multiple categories including goods, services, information technology, and construction. No specific product or service quantities, response dates, due dates, or award timelines are specified in this promotional material, as it serves as an informational guide rather than a solicitation document for the related Gifford Pinchot State Park Janitorial Services contract.

To qualify as a Small Business under this program, a vendor must be a for-profit, independently owned United States business that does not dominate its field of operation, employs no more than 100 full-time equivalent employees, and maintains three-year average gross revenues not exceeding $47 million. Small Diverse Business certification requires initial SB self-certification followed by submission of current certification from approved third-party organizations to BDISBO. The Commonwealth's Small Business Reserve program offers contracts reserved exclusively for qualifying SBs and SDBs on a race and gender-neutral basis. Interested businesses can register through the DGS website at https://www.dgs.pa.gov/Small%20Business%20Contracting%20Program/Pages/default.aspx, with inquiries directed to BDISBO at (717) 783-3119 or gsbdisbo@pa.gov.

Dear Small Business Owner:

The Department of Conservation and Natural Resources is focused on proactively promoting the use of Small and/or Diverse Businesses on eligible solicitations with our agency.

The Department of General Services' Bureau of Diversity, Inclusion, and Small Business Opportunities (BDISBO) has created a process with which eligible vendors can become selfcertified as a Small Business (SB) and verified as a Small Diverse Business (SOB). Once selfcertified, vendors can be considered for contract award opportunities with the Commonwealth of Pennsylvania that are specifically tailored for SBs and SDBs.

These programs allow SBs and SDBs to participate as prime contractors, subcontractors, suppliers, and professional service providers on Commonwealth purchase orders. Opportunities are available with the Commonwealth for goods, services, IT, and construction.

In addition, eligible businesses may compete for contracts reserved solely for small businesses under the Commonwealth's Small Business Reserve program, a race and genderneutral program open to all businesses that are SBs or SDBs.

In order to qualify as a Small Business (SB), a vendor must selfcertify that they meet the following requirements:

• The business must be a forprofit, United States business.

• The business must be independently owned.

• The business may not be dominant in its field of operation.

• The business may not employ more than 100 fulltime equivalent employees.

• The business may not exceed threeyear average gross revenues of $47 million, regardless of business type.

In order to qualify as a Small Diverse Business (SDB), a business must first selfcertify as an SB, then submit current certification from a variety of approved third parties to BDISBO.

For an overview of the program, stepbystep guide on how to selfcertify as a Small Business, and pertinent resources, please visit:

Should your business fall under these requirements, we strongly encourage you to register.

If you have any questions about the program, do not hesitate to contact BDISBO; they are reachable by phone at: (717) 7833119 or by email at: gsbdisbo@pa.gov.

Thank you for your continued support and interest in Commonwealth business opportunities!

Sincerely, Xia Wang Director Bureau of Administrative Services
