About this file
This is a Limited Source Justification (DCSO-R2-26-22) issued by the Defense Logistics Agency Contracting Services Office for a maintenance and support contract for American Power Conversion (APC) uninterruptible power supply (UPS) equipment.
The Defense Cyber Agency (DCAA) at Fort Belvoir, Virginia requires renewal of maintenance and support services for existing APC UPS equipment at the DCAA data center in Millington, Tennessee. The contract period runs from August 31, 2026, through August 30, 2028, consisting of one base year and one option year. The procurement is being conducted on a limited source basis under the Multiple Award Schedule Program via GSA Federal Supply Schedule (FSS), with several small businesses identified as capable providers. The justification cites FAR 8.405-6(a)(1)(i)(B) and FAR 8.405-6(b)(1) as authority, establishing that only one source is capable of providing the required supplies and services at the requisite quality level because the supplies are unique and highly specialized, and that the particular APC brand is essential to government requirements. The contracting officer determined the anticipated cost represents fair and reasonable pricing and best value by comparing proposed prices to historical prices and an independent government cost estimate (IGCE). Market research reviewed previous procurement history and GSA online resources. The document certifications are dated July 29, 2026, signed by Contracting Officer Wesley Jenkins, with technical certification by Stephen Kenneth Mosonyi dated July 28, 2026. DLA has no current plans to compete future contracts for these services pending DCAA's hardware replacement lifecycle schedule.

ensure all components are working properly, provide code updates, and repair/replace equipment as needed. The implementation of new equipment would not be in the best interest of the government.
DCAA information technology staff are trained on the products and procedures currently in place. The replacement of the APC products with another brand product would require labor and funding that is not available. The APC equipment has been in use for several years and fulfills agency requirements.
Without the equipment, the agency would not be able to perform its mission.
(5) Determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 8.404(d):
The contracting officer determined the anticipated cost to the government will be fair and reasonable, and that the resulting order represents the best value to the government by comparing proposed prices to historical prices paid for the same or similar supplies/services as well as comparison to the customer’s independent government cost estimate (IGCE).
(6) Description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted:
The contracting officer reviewed the previous procurement history and conducted online market research using GSA. Based on this research, the contracting officer has determined that several small businesses are capable of providing the required maintenance through award against an existing GSA FSS contract.
(7) Other facts supporting the use of other than full and open competition:
Not applicable.
(8) Statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made:
For the reasons set forth in Paragraph 4, DLA has no plans at this time to compete future contacts for the types of supplies/services covered by this document. This may change in the future depending on DCAA’s hardware replacement lifecycle schedule.
