About this file

This is a Small Business Participation Plan (SBPP) submission template issued by the City of Phoenix Public Transit Department in compliance with the Disadvantaged Business Enterprise - Neutral (DBE-N) program requirements under 49 CFR Part 26, as established by the United States Department of Transportation. The document serves as an annual submission requirement for contractors engaged in Federal Transit Administration (FTA)-assisted projects. The SBPP outlines the contractor's commitment to using good faith efforts to promote and foster small business participation through identification of opportunities, proactive outreach to verified small business suppliers, solicitation of proposals, and documentation of all contact efforts and responses. Contractors are required to submit updated SBPP documentation annually on the anniversary date of contract execution, with the City of Phoenix Operations Control Center & Data Collection Services contract commencing July 1, 2027, and carrying a five-year term with one two-year renewal option at the City's discretion.

Contractors must track and report all small business participation—including subcontractors, joint venture partners, suppliers of goods and services, and other business arrangements—on a monthly basis through the City of Phoenix Certification and Compliance System (phoenix.gob2g.com). The plan requires contractors to identify potential small business opportunities using City of Phoenix and Federal databases, document the scope of work by NAICS code, provide estimated timeframes, and list participating contractors or vendors. A designated contract liaison must be identified to submit the annual SBPP and other required reports. The document requires certification that all submitted information is true and correct, along with supporting documentation as requested by the Agency or Subrecipient. No specific funding amounts or pricing terms are detailed in the template itself, as this serves as a compliance framework applicable to all FTA-assisted transit contracts.
