About this file

This is a Small Business Participation Plan (SBPP) template document issued by the City of Phoenix Public Transit Department for contractors subject to the Disadvantaged Business Enterprise - Neutral (DBE-N) program requirements under 49 CFR part 26, as mandated by the United States Department of Transportation. The document applies to the Anchor Points Inspections, Testing, and Repair contract opportunity. Contractors must submit an annual SBPP on the anniversary date of contract execution, outlining their commitment to engaging small business subcontractors, joint venture partners, and suppliers. The plan requires contractors to identify opportunities for verified small business participation, conduct proactive outreach to small business suppliers, document all communications and responses, and make reasonable efforts to utilize small business services. The agreement term is variable based on City Council approval, with potential extension options at the City's discretion, and contract commencement occurs on a specified date following ordinance approval or the final signature and recording by the City Clerk's department.

Contractors must track and report all small business participation monthly through the City of Phoenix Certification and Compliance System at phoenix.gob2g.com. The SBPP requires contractors to list current small businesses in use by category (subcontractors, joint venture partners, suppliers of goods and services, or other arrangements) along with total amounts paid during the preceding year, and to identify future opportunities for small business participation including estimated timeframes and known contractors or vendors. A designated contract liaison must be named to submit the annual SBPP and other required reports. Supporting documentation must accompany each annual submission. The program emphasizes good faith efforts and Federal Transit Administration (FTA) compliance, with contractors required to contact the PTD Compliance Specialist for guidance and utilize both City of Phoenix and Federal databases to identify potential small business suppliers for transit-related projects.
