DARPA XS-1 Proposers’ Day Briefs and Bidders’ Library Access Information

XS-1 Proposers’ Day publicly released briefs are available for review from the FedBizOpps Broad Agency

XS-1 Proposers’ Day Distribution C briefs, as well as technical materials that may be pertinent to XS-1, are available in the Bidders’ Library.

The purpose of the Bidders’ Library is to enhance XS-1 proposals. Requests for access to this information should only be made if there is intent to bid on this program. All proposers who are requesting access to the Bidders’ Library are required to submit the following information to DARPA-BAA-14-01@darpa.mil :

- A copy of the company’s DD 2345 “MILITARILY CRITICAL TECHNICAL DATA AGREEMENT“ approved by the

U.S./Canada Joint Certification Office (JCO),

- Names of the individuals requiring access, and

- E-mail addresses of the individuals requiring access.

If an individual did not attend Proposers’ Day, the following will also be required:

- Proof of employment by the organization listed in the DD 2345, and either proof of U.S. Citizenship or proof of U.S. Permanent Resident status.

- Proof of U.S. Citizenship can be established by providing copies of:

a. U.S. passport

b. Government issued photo ID AND birth certificate issued by the city, county, or state of birth

c. Government issued photo ID AND consular report of birth (of U.S. citizen) abroad or certification of birth

d. Government issued photo ID AND naturalization certificate

e. Government issued photo ID AND certificate of citizenship

- U.S. Permanent Residents eligible to receive export controlled information on behalf of U.S. entities will be required to provide copies of:

a. Passport AND U.S. Resident Alien card (“Green Card”)

If you do not already have a certified DD 2345, please see the following website for instructions on how to obtain and submit a DD 2345 for certification prior to sending to DARPA: http://www.dlis.dla.mil/jcp/

Certification of DD 2345 forms and information will not be performed by DARPA.

Once the above information is received and reviewed by DARPA, log-in information will be e-mailed to the individuals requiring access.

While DD 2345 information as well as the names and e-mail addresses of persons requesting access will be expected to be furnished by e-mail to the address above, proposers may make other arrangements for the transmission of

Personally Identifiable Information (PII), such as images of Passports, etc., if preferred. Please make any such arrangement requests via e-mail.
