About this file

This is a Proposer Checklist for DARPA-PS-26-141 Atomically Precise Molecules (APM) solicitation, designed as an informational tool to assist proposers in preparing compliant submissions. The checklist does not establish requirements independent of the primary solicitation documents; rather, it serves to organize and cross-reference submission requirements already detailed in the solicitation and its attachments.

The checklist organizes required proposal components into four primary categories. Core proposal volumes and attachments include a Proposal Summary Slide, Volume I (Technical and Management) with oral presentation slides, Volume II (Price Proposal), Price Detail Spreadsheet, Other Transaction Certification, Task Description Document, and Schedule of Milestones and Payments, with separate price documentation required for each subawardee. Intellectual Property and Commercialization requirements mandate that proposals articulate commercialization and transition strategies leveraging retained ownership of newly developed intellectual property, explicitly confirm acceptance of Government Purpose Rights (GPR) for all technical data and software, provide sufficient Form, Fit, and Function data for government testing and evaluation, identify all pre-existing background intellectual property with restrictions clearly justified, grant government and covered support contractors functional licenses for independent verification and validation, and provide detailed justifications if proposing alternative or more restrictive rights than GPR. CMMC compliance documentation is required based on the proposer's certification level or required Phase 1 milestones, including a fixed $25,000 cost for CMMC Compliance. For proposers including FFRDCs, UARCs, or Government Entities, submissions must demonstrate that proposed work is not available from the private sector and include letters of intent from sponsoring organizations certifying eligibility and compliance, along with OCI mitigation plans for UARCs.

· Does your proposal explicitly confirm acceptance of the Government’s expectation to receive, at a minimum, Government Purpose Rights (GPR) for all technical data, computer software, processes, hardware designs, datasets, and documentation first generated, developed, or delivered under the Agreement?

· Does your submission confirm that all deliverable data includes sufficient Form, Fit, and Function (FFF) data to permit complete test, evaluation, and verification of deliverables by the Government team and its support contractors?

· Have you identified and outlined all pre-existing technical data, software, datasets, or other BIP proposed for use during performance or required to test, evaluate, or transition program deliverables?

· Are all restrictions and the specific basis for each restriction clearly identified? (Note: Listing BIP does not constitute Government acceptance of proposed restrictions.)

· For any asserted BIP, does your proposal grant the Government and its designated Covered Government Support Contractors the required functional license to use, operate, maintain, inspect, test, analyze, and evaluate the BIP solely for Independent Verification & Validation (IV&V), milestone verification, and performance metrics evaluation?

· If proposing alternative or more restrictive rights to foreground data or deliverables than GPR, does your proposal provide a detailed technical and business justification demonstrating that such restrictions will not hinder DARPA’s ability to conduct IV&V or transition the technology to the military operational community?
