About this file

This document is a pricing proposal template and instructions for the DARPA Atomically Precise Molecules (APM) solicitation (DARPA-PS-26-141). Proposers must submit a Price Volume in PDF or Microsoft Word format using the provided Attachment E: DARPA Price Detail Spreadsheet with editable formulas and intact calculation capabilities. The spreadsheet must be completed by both the prime organization and all subcontractors, with all tabs and tables developed to allow traceability of pricing across tasks defined in the Task Description Document (TDD). Pricing must be provided for the full program including base effort and options, broken down by phase, contractor fiscal year, month, and TDD task, with clearly delineated government and non-federal resource shares.

Detailed cost substantiation is required across nine categories: direct labor (including resource-loaded Integrated Master Schedules mapping to TDD tasks at level 3 detail with labor categories, hours, and fully burdened rates), materials (itemized with quantities, unit prices, vendors, and basis of estimate), equipment purchases (with justification and documentation for items exceeding $5,000), travel (restricted to required program travel and one relevant conference per phase), other direct costs (ODCs) with itemized breakdown and supporting documentation, resource sharing (with source, nature, and valuation details), consultant costs (including signed agreements verifying rates and hours), and subawardee pricing (at equivalent detail as prime proposer). The prime proposer is responsible for compiling all non-proprietary subawardee proposals; proprietary subawardee pricing may be submitted separately to APM@darpa.mil. A $25,000 optional CMMC Level 2 milestone should be included in Phase 1 pricing unless the proposer has existing CMMC Level 2 Self-Certification. An optional Value Assessment section allows proposers to demonstrate quantifiable benefits of their solution or the advantages of using an Other Transaction (OT) agreement, such as cost avoidance, time savings, or administrative burden reduction.

DARPA-PS-26-141: APM

Pricing Proposal Instructions and Volume II Template

The Pricing Volume must address the full program (base + options) and must include all components described herein. No page limit is specified for the Price Volume. Unless otherwise specified, information incorporated into the Price Volume that is not related to price will not be considered.

Full proposals requesting other transaction (OT) must use this form (Attachment D) and Attachment E: DARPA Price Detail Spreadsheet.

All pages shall be formatted for printing on 8-1/2 by 11-inch paper with 1-inch margins and font size no smaller than 12 points. Font sizes of 8 or 10 points may be used for figures, tables, and charts. Submissions must be written in English. The Price Volume must be in PDF or Microsoft Word formats. Spreadsheet files must be included as a separate file in the full proposal package.

The Government requires that proposers use the provided Attachment E: DARPA Price Detail Spreadsheet in the development of their price proposals. All tabs and tables in the price proposal spreadsheet should be developed in an editable format with calculation formulas intact to allow traceability of the price proposal. This price proposal spreadsheet must be used by the prime organization and all subcontractors. In addition to using the price proposal spreadsheet, the price proposal still must include all other items required in this announcement that are not covered by the editable spreadsheet. Using the provided price proposal spreadsheet will assist the Government in a rapid analysis of your proposed prices and, if your proposal is selected for award, speed up the negotiation and award execution process. While Attachment E is required, proposers may include additional spreadsheets in proposer format if beneficial for Government review, understanding, and mapping of the proposed price.

Price must be traceable between the prime proposer and all sub-awardees/consultants, as well as between the price volume and the Task Description Document (TDD). This includes ensuring a consistent task structure across all proposal documents. For example, if the TDD shows a task 1.1, then the price proposal spreadsheet should show a task or a tab 1.1 and an explicit cost for that task. Cost information must be provided in sufficient detail to substantiate the proposed prices.

The prime proposer is responsible for the compilation and submission of all non-proprietary sub-awardee price proposals. Proposal submissions will not be considered complete until the Government has received all subawardee price proposals.

Attachment E: DARPA-PS-26-141 Volume 2: Price Volume Template Competition Sensitive Information – Distribution with Agreements Officer’s authorization only Proprietary sub-awardee price proposals may be included as part of the Price Volume or emailed separately by the sub-awardee to APM@darpa.mil. Email messages must include “Subawardee Price Proposal” in the subject line and identify the principal investigator, prime proposer organization, and proposal title in the body of the message.

Price Summary Provide the following price summary information:

· In addition to the Price information detailed below, Proposers are required to use Attachment E: DARPA Price Detail Spreadsheet to provide the detailed price summaries for each phase (or base effort and any proposed options).

· Please note: Costs of materials and fabrication of non-linear optical test articles should not be included. While labor hours dedicated to the support and collaboration with IV&V on design, fabrication, integration should be included, the IV&V team will be leading the design test modulators, fabricate modulators, integrate performer materials into modulators, and test performance of those modulators.

Price Details Provide the price details broken down by the following. Price details should represent the entire price of the project to include the Government share and any non-Federal resource share, if applicable. Include supporting documentation describing the method used to estimate prices:

· Phase

· Contractor fiscal year

· Month

· TDD task

· Government and non-federal share (if applicable) Direct Labor Provide an Integrated Master Schedule (IMS) with resource-loaded capabilities for Phase 1 and Phase 2. The resource-loaded IMS should allow the Government to analyze labor distribution, evaluate the reasonableness of the proposed approach, and understand how resources will be applied to achieve development objectives. The IMS should include:

a) Mapping to tasks with the Task Description Document (TDD) detail should include at least level 3 (e.g. 1.2.3).

b) Labor categories and hours allocation for each phase.

c) Key deliverables.

d) Fully burdened labor rates for each labor category, defined as a single rate encompassing base labor, indirect prices, fringe benefits, etc.

Materials Provide an itemized list of all proposed materials, including quantities, unit prices, proposed vendors (if known), and the basis of estimate (e.g., quotes, prior purchases, catalog price lists, etc.). Any item that exceeds $5,000 must be supported with backup documentation, such as a copy of catalog price lists or quotes prior to purchase.

Equipment Purchases Provide an itemized list of all proposed equipment, including quantities, unit prices, proposed vendors (if known), and the basis of estimate (e.g., quotes, prior purchases, catalog price lists, etc.). Also provide a brief justification for why the equipment is needed. Any item that exceeds $5,000 must be supported with backup documentation, such as a copy of catalog price lists or quotes prior to purchase. Include any requests for Government-furnished equipment or information with price estimates and delivery dates.

Travel Travel on program funds are restricted to required travel outlined in the PS and may include 1 relevant conference per phase. Provide the purpose of the trip, number of trips, number of days per trip, departure and arrival destinations, number of people, etc.

Other Direct Costs (ODCs) Provide an itemized breakdown with costs. ODCs may include computational resources, contract research organization (CRO) quotes, and costs associated with complying with the APM CUI guide. Backup documentation must be submitted to support proposed costs. An explanation of any estimating factors, including their derivation and application, must be provided.

Resource Sharing Provide the source, nature, and valuation (with supporting information) for any non-federal resource share.

Consultant Costs Provide a copy of all consultants’ proposed SOWs as well as signed consultant agreements or other documents that verify the proposed loaded daily / hourly rate, hours, and any other proposed consultant costs (e.g., travel).

Subawardee Price For each proposed subawardee, provide the information requested above in Sections 1-6. All documentation must be prepared at the same level of detail as that required of the prime proposer.

Provide the following for all proposed sub-awardees, as applicable:

· A copy of the proposed TDD as well as any documents that verify the proposed loaded daily / hourly rate, hours, and any other proposed costs (e.g., travel).

· Interdivisional work transfer agreements or evidence of similar arrangements.

Value Assessment (Optional) This optional Value Assessment is an opportunity for proposers to quantitatively demonstrate the unique value of their solution to the Government, and/or the value that utilization of an OT has afforded your organization. When discussing the value of using an OT agreement, value could refer to a variety of outcomes such as speed, flexibility, or cost savings. This Value Analysis is entirely optional; proposals will not be negatively evaluated for omitting this information. This analysis should consider the following:

· Specific, measurable benefits (e.g., cost avoidance, time savings, performance improvements, risk reduction) afforded by utilizing 10 USC 4022;

· Quantify benefits using empirical metrics, benchmarks, or other objective measures;

· Compare quantified value against reasonable alternatives or status quo approaches;

· Present a clear return on investment calculation or other financial analysis that demonstrates value to the Government;

· Specifically for traditional prime contractors, consideration may include:

· Administrative burden reduction, resulting in changes to indirect, overhead, and G&A rates achieved through more efficient business systems and compliance avoidance;

· Direct cost savings in other processes like property management, subcontracting, and general cost of compliance; and

· Resource allocation improvements, for instance, bypassing regulatory compliance and increasing value engineering opportunities (optimizing the value of a product or service by analyzing its functions and associated costs).

· In addition to the above, proposers may also consider the following:

· If there has been limited prior investment in this technology area, discuss how DARPA’s investment could catalyze further development and adoption by other organizations.

· Commerciality review could include potential market size, barriers to entry, potential licensing opportunities, and spin-off potential. Proposers should focus on the most significant commercial opportunities and challenges. This may include unexpected costs and technical challenges; honest and transparent assessments are valued.
