About this file

This file is an abstract submission template for DARPA's Atomically Precise Molecules (APM) solicitation (DARPA-PS-26-141). The template is mandatory for all abstract submissions and establishes the format and content requirements proposers must follow before submitting full proposals. Abstracts must not exceed seven pages and be formatted for 8.5 by 11-inch paper with 1-inch margins and 12-point minimum font size. Required components include cover sheet information (abstract title, proposer organization, CAGE code, technical and administrative points of contact, estimated total price, and period of performance), table of contents, and substantive sections addressing proposed approach, technology challenges, technical ability, estimated cost and schedule, and CMMC Level 2 certification or compliance plan. Supporting materials such as figures, tables, a cover sheet, bibliography (optional, maximum two pages), and up to two technical papers may be submitted but do not count toward the page limit.

The abstract must demonstrate a high-level synthesis approach for developing polymeric nonlinear optical materials, including chemical mechanisms for sequence and compositional control, monomer selection methodology, analytical approaches for quality and performance metrics, computational approaches for material design and optimization, and a vision for scaling production and integrating materials into foundry processes. Proposers must identify quantitative metrics for tracking progress, compare their approach against the state-of-art, address primary technical risks and challenges, and demonstrate organizational and team capability for achieving program goals. DARPA will respond to abstracts within fourteen calendar days with either a recommendation to submit a full proposal or a non-recommendation with rationale, though proposers may submit full proposals regardless of abstract feedback. All abstracts must be received by the due date and time specified in the Overview Information section of the solicitation.

Use of this template is mandatory for all abstract submissions to this solicitation. This document must include all components described herein and must be submitted in .pdf, .odx, .doc, or .docx formats. All submissions must be written in English and all pages shall be formatted for printing on 8-1/2 by 11-inch paper with 1-inch margins and font size not smaller than 12 point. Font sizes of 8 or 10 point may be used for figures, tables, and charts.

Proposers are required to submit an abstract before submitting a full proposal. DARPA will respond to abstracts with a statement as to whether DARPA:

a. recommends the proposer submit a full proposal or,

b. does not recommend the proposer submit a full proposal with a rationale for this decision.

Regardless of DARPA’s response to an abstract, proposers may submit a full proposal. If choosing to submit a proposal, proposers must notify DARPA per the instructions listed in the solicitation. DARPA will review all conforming full proposals using the published evaluation criteria and without regard to any comments resulting from the review of an abstract. Proposers should note that a favorable response to an abstract is not a guarantee that a proposal based on the abstract will ultimately be selected for award negotiation. It is DARPA policy to attempt to reply to abstracts within fourteen calendar days. These official notifications will be sent via email to the Technical POC and/or Administrative POC identified on the abstract cover sheet.

Abstracts must be submitted per the instructions outlined herein and received by DARPA no later than the due date and time listed in the Overview Information. Abstracts received after this time and date may not be reviewed. Please visit Proposer Instructions and General Terms and Conditions for instructions on how to submit your abstract through the Broad Agency Announcement Tool (BAAT).

Program Solicitation DARPA-PS-26-141 Attachment A: Abstract Template Competition Sensitive Information – Distribution with Agreements Officer’s authorization only

Proposed Approach [Provide a summary of the proposed technical approach to achieve APM’s goals and metrics. Methods to address the challenges (see below) must be provided. Highlight the novelty and uniqueness of the proposed work with respect to the current state of the art (SoA). Include proposed metrics per requirements in the solicitation. The Proposed Approach is included in the written page limit.] The abstract must provide an overview of the following topics:

1. Provide a high-level overview of the synthesis approach, including the chemical mechanisms that result in sequence, orientation, and compositional control.

2. Provide a high-level description on the approach to selection of monomers and subsequent polymers that will be pursued for materials with non-linear optical applications.

3. Provide a high-level description of the analytical approaches that will be employed to determine quality and performance metrics of the synthesis approach, proposed polymers, and optical properties described in the abstract.

4. Provide a high-level description for how computational approaches will be used to enhance material development. Include a high-level discussion of the approach to 1) develop and optimize the synthesis approach, 2) constrain the design space of possible materials (e.g., limit monomer and synthesis choices to those most probable to meet the non-linear optical property-based metrics, 3) simulate multi-body interactions between molecules (e.g., self-assembly) in the material, and 4) how these interactions lead to material (e.g., electrooptic coefficient, optical losses) and device properties (e.g., VπL, Bandwidth) based on the metrics table.

5. Provide a high-level description of the overall vision for scaling material production to relevant levels. This vision must also include the path to material integration in foundry processes that result in fully packaged devices.

6. Identify appropriate quantitative metrics for each demonstration that facilitate tracking of the research progress towards the overall phase and program goals as described above. Proposers should also include a comparison against the SoA for each metric selected.

Technology Challenges [Identify specific technical challenges associated with this proposed approach. The proposer should include what they think the primary risks are to successful development in the APM program. In other words, what are the critical challenges related to the proposed approach? Technology Challenges is included in the written page limit.] Technical Ability [Detail why the proposer believes their team could be successful at achieving the program goals, if selected to participate in APM. The proposer may include experience, organizational capabilities, team members’ qualifications, or anything else that demonstrates competence in designing and demonstrating desired APM outcomes. The Technical Ability is included in the written page limit.] Estimated Cost and Schedule [Include the estimated total labor cost, and estimated materials and other direct costs (ODCs; e.g., equipment, materials, travel, tuition), and key vendors (e.g., foundries, microfabrication facilities, device packaging and integration). Please include a high-level program schedule. This may be presented as a narrative or table (less than 0.5 pages) and is not included in the written page limit.] CMMC Level 2 self-certification or plan for compliance under the APM CUI Guide [Include either:

(1) Information for the Government to validate that CMMC Level 2 (Self) certification has been completed and entered into the Supplier Performance Risk System (SPRS). This will include CAGE code, DoD Unique Identifier (UID), CMMC Unique Identifier, and most recent Assessment Date;

OR

(2) For any organizations that have not achieved CMMC Level 2 (Self) compliance at the time of this solicitation, please provide a plan to meet the requirements of the APM CUI Guide (Attachment J) to include a planned date for compliance with CMMC Level 2 (Self). This may be presented as a narrative or table (less than 0.5 pages) and is not included in the written page limit.]

Bibliography [Provide a brief (no more than 2 page) bibliography without links to relevant papers, references, reports, etc. All relevant source information should be included instead of links. The bibliography is not included in the written page limit.]
