About this file
This is a Darfur Contracting Act Certification form required by the State of California for bidders and proposers on state and local contract opportunities. The certification applies to the USPO Processing and Distribution Building informal competitive solicitation for vending machines, which includes two drink vending machines and one ambient snack machine. Bidders with business activities or operations outside the United States within the previous three years must complete this certification to establish eligibility to submit a bid or proposal.
The form requires bidders to select one of three options: certify they have no foreign business operations, declare they are a scrutinized company with written Department of General Services permission, or certify they have foreign operations but are not a scrutinized company as defined under Public Contract Code section 10476. Bidders selecting the third option must execute a certification under penalty of perjury, signed by an authorized company representative with authority to legally bind the prospective bidder. The form requires company name, Federal ID Number, printed name and title of the initialing or signing official, date executed, and the county and state where executed.
