About this file

This is a specifications document for a vending machine procurement by the California Department of Rehabilitation (DOR) for installation at the Enoch Christofferson SRRA Northbound facility. The solicitation is an informal competitive bid requesting two drink vending machines and one ambient snack machine. The drink machines specified are Vendo 721 V21 Black Ice Soda Vending Machines with 680-can capacity and 300-bottle capacity, while the snack machine is a Crane Merchant MEDIA2 with 45 selections across six trays. All machines must be ADA compliant, include MEI 7512 coin mechanisms with separate tubes for nickels, dimes, dollars, and quarters, feature the newest MEI bill recyclers and CPI bill validators, and include Canteloupe credit card readers (G11 or newer). Suppliers must deliver, install, and make operational all equipment within 35 calendar days of order receipt. The contract specifies a two-year manufacturer warranty with the supplier providing free parts and labor for 90 days following installation, including setup, programming, training, and warranty repairs.

All vending machines must comply with applicable federal, state, and local regulations including ADA standards, UL Standards 751 and 541, California Appliance Efficiency Regulations, federal energy conservation standards, EPA/DOE Energy Star Version 3.0 for refrigerated units, and ANSI/NSF Standard 25-2012 for hot beverage machines. Machines must operate on 115-volt 60 Hz power with appropriate electrical safety features including GFCI protection. The specifications note that brand names are descriptive but not restrictive, allowing bidders to propose equivalent machines meeting the specified standards of quality if they clearly describe differences from the referenced brands. Suppliers are required to coordinate directly with the visually impaired operator regarding machine configuration, label selections, and delivery instructions, and must identify any proposed subcontractors for delivery, installation, or warranty services, with the supplier retaining full responsibility for all subcontractor work.
