About this file

This is a Questions and Answers (Q&A) document for a Department of Army (DA) and U.S. Army Corps of Engineers (USACE) Request for Proposals (RFP) solicitation for Enhanced Use Lease (EUL) agreements. The solicitation number is DACA27-9-26-0042200, and the proposal deadline was extended to 12:00 P.M. EDT on August 10, 2026, per Amendment No. 1.

The RFP seeks competitive proposals from private, public, and not-for-profit entities interested in leasing non-excess Government-owned land at seven Army Installations to design, finance, permit, develop, construct, install, own, maintain, operate, secure, and decommission commercial power generation facilities. Acceptable power generation technologies include natural gas, geothermal, nuclear (capped at 500 megawatts per unit), or solar. The Government will not purchase electric energy from the EUL facility except emergency power during grid failure, and no immediate supply contracts or power purchase agreements (PPAs) are intended as part of this solicitation. All installations currently procure power through DLA commodity contracts. Offerors should assume no Installation utility infrastructure will support their projects beyond access to resilient power and should anticipate connecting to existing or proposed substations. DA will provide detailed key load information (peak load, average load, load factor, and resiliency requirements) to offerors within the competitive range or to conditionally selected/selected offerors; the Government seeks at least critical loads as a minimum with as much flexibility as the market can provide. Proposers must evaluate their designs against UFC and FAA height requirements identified in the RFP, though DA has not formally evaluated height restrictions for identified parcels. Proposal components, evaluation factors, and instructions for offerors are specified in Sections 6 and 7 of the RFP.

General Questions

Q.1. The solicitation indicates that three installation site visits will be conducted. Could you please confirm the dates, times, and locations for each site visit, as well as any registration or access requirements for attendees?

A.1. The reference to three Installation site visits was an unintentional oversight and has been removed from the RFP.

Q.2. There is an available decommissioned power plant on private land that can generate the required power found in the RFP.

A.2. The purpose of this solicitation is to request competitive proposals from private, public, and/or not-for-profit entities interested in leasing non-excess Government-owned land. The RFP lists seven Army Installations that are included as possible locations for long-term lease agreement(s). The Government leasing land from private, public, and/or not-for-profit entities is not considered in this solicitation.

Q.3. My firm is very interested in considering this DA/USACE opportunity. However, the timeline for submissions of proposals is very short. Was there opportunities for meeting/coordination on this solicitation that are not included in the SAM announcement?

A.3. Section 1.f. of the RFP reserves the right for DA to extend any deadline set forth in the RFP. Please see Amendment No. 1 to the RFP that extends the receipt of proposals to 12:00 P.M. (EDT), on August 10, 2026.

Q.4. Would it be possible to have an additional 30-40 days to develop and submit a response? Our company is very capable in this area and we'd like to compete if we have time to prepare a response.

A.4. See Q.3. and A.3. above.

Q.5. Notably, the solicitation text refers to the RFP, which has been deleted from the sam.gov solicitation page and is unavailable on the site. Will the RFP guidance for the opportunity be posted separately?

A.5. Using the search function on sam.gov and searching DACA27-9-26-0042200 will bring you to the most recent launch page with updated information.

Q.6. Will the deadline for responses be extended given the absence of the RFP from the solicitation?

A.6. See Q.3. and A.3. above.

Q.7. Due to the complex nature of the RFP, we request an extension of 2 months. A site visit to each site will be essential and informative to formulate the RFP responses well and the extension is requested bearing the site visits in mind.

A.7. Site visits are not contemplated as part of the RFP at this juncture; any change would be posted to the solicitation and/or the RFP. Please see Q.3. and A.3. related to an extension.

Q.8. Three site visits appear to be planned in the RFP. Please provide further details on the visits. Furthermore, each site may be unique, and each site may warrant a site visit rather than the chosen three sites.

A.8. Please see Q.1. and A.1. above.

Q.9. Are there other projects being considered or in progress via EUL or other procurement mechanisms at each of the seven sites that may be potential off takers? For example, data centers being considered on federal land at each site and in need of electric power generation.

A.9. Please see Section 1.a. of the RFP. The EUL(s) that would result from this RFP would be for the purpose of the selected Offeror(s) designing, financing, permitting, developing, constructing, installing, owning, maintaining, operating, securing, and decommissioning a commercial power generation facility (“Project”). Such power generation could include natural gas, geothermal, nuclear, or solar. Proposals for nuclear energy cannot exceed 500 megawatts (MW) per unit.

Q.10. I represent a client that is interested in submitting a proposal in response to the above referenced RFP. Kindly let us know if there are instructions for offerors detailing the contents of what the Army requires for the proposals that are due on June 29, 2026. In particular, are there page limits, specific evaluation factors that need to be addressed, or other material requirements that you require? The information available on SAM.gov only provides an overview description of what you are seeking.

A.10. Please see Sections 6 & 7 of the RFP for proposal components and factors for evaluation and evaluation of proposals.

Q.11. Does the RFP have the actual megawatt requirements for the power generating projects for each base? We would need to know the Army’s requirements for power for each base in order to respond.

A.11. DA will provide key load information to Offerors within the competitive range if DA does not make a selection based on initial Proposals; if DA elects to issue a conditional selection notice or selection notice to an Offeror based upon its review of initial Proposals, DA will provide key load information to the conditionally selected or selected Offeror(s).

Q.12. Other than providing emergency power upon grid failure, the RFP has precluded the government from buying electric energy from the Enhanced Use Lease setup. Under the EUL, can the government receive other forms of energy, such as steam, hot water, and/or chilled water, if it is of benefit to the government?

A.12. All installations identified in this RFP are currently procuring power via DLA commodity contracts. Developers responding to this RFP cannot rely on securing a future contract with DLA. There is no immediate supply contract nor long term PPA intended to be part of this RFP.

Q.13. What are the detailed loads at each site, including peak load, average load, load factor, and related metrics, as available?

A.13. DA will provide key load information to Offerors within the competitive range if DA does not make a selection based on initial Proposals; if DA elects to issue a conditional selection notice or selection notice to an Offeror based upon its review of initial Proposals, DA will provide key load information to the conditionally selected or selected Offeror(s)..

Q.14. Is the DA seeking 14-day resiliency to cover the current peak load at each site, or only certain critical infrastructure, which may reduce the overall resiliency requirement?

A.14. DA desires as much flexibility as the market can provide and seeks at least critical loads as a minimum. Infrastructure capabilities vary by site and may not easily allow disaggregation of critical and non-critical loads.

Q.15. What are the details on the existing load interconnection, including sizing, service type, and other relevant characteristics?

A.15. Offerors should anticipate connection to the Installation at the front of the existing substation or a proposed new substation or alternative.

Q.16. What are the minimum viable distances from each parcel to nearest installation utility interconnect (e.g., commercial power, gas) that could be used by a commercial operation? What material restrictions exist on the commercial usage of these utilities?

A.16. Offerors should assume no Installation utility infrastructure will be used to support the proposed projects outside of providing access to resilient power.

Q.17. Do any of the parcels have height restrictions?

A.17. DA has not formally evaluated height restrictions for the identified parcels.

Proposers should evaluate their proposed designs against the UFC and FAA requirements identified in the RFP.
