About this file
This is Attachment E to a Request for Proposals (RFP) No. DACA27-9-26-0042200 for Letterkenny Army Depot (LEAD) in Chambersburg, Pennsylvania, detailing available properties for potential development or lease. LEAD is the Army's premier repair and sustainment organization for Air and Missile Defense and precision fires systems. The attachment describes five undeveloped parcels totaling 49.8 acres available for Economic Use Leasing (EUL): Parcel 1 (8.30 acres) is outside the secure perimeter with direct access to Coffey Avenue; Parcel 2 (5.04 acres) is inside the secure perimeter subject to HERO/HERP explosive safety regulations; Parcel 3 (19.02 acres) and Parcel 4 (13.74 acres) are both inside the secure perimeter with severe topography and old growth hardwood trees; and Parcel 5 (3.70 acres) contains a historical homestead predating the installation. Utilities available include electric service from First Energy (138 kV), natural gas from UGI, water and wastewater from York Water, and government-owned fiber with Comcast service in the area.
Environmental considerations significantly impact development feasibility across all parcels. The properties are underlain by middle Ordovician limestone with karst features including sinkholes and solution channels, and contain Weikert, Berks, and Brinkerton soils that are shallow, well-drained, and moderately erodible. While none of the parcels contain wetlands or regulated waterways and the installation is above the 100-year flood level, threatened and endangered species have been observed on LEAD, including five federally regulated species (Indiana Bat, Northern Long-Eared Bat, tricolored bat, monarch butterfly, and northeastern bulrush) that may require additional U.S. Fish and Wildlife Service consultation and surveying before land clearing. Parcels 3 and 4 require Pennsylvania Natural Diversity Inventory (PNDI) searches due to old growth hardwood coverage, and Parcel 5 requires thorough cultural review due to the historical homestead presence. Severe topography exists on Parcels 2, 3, and 4, with Parcel 2 also containing a drainage swale at its southern end.

Utilities at Letterkenny Army Depot:
Electricity: Electric transmission service is provided by First Energy from one central substation with a primary voltage of 138 kV. The single substation services both LEAD and surrounding businesses within the Cumberland Valley Business Park.
Natural Gas: UGI has a natural gas transmission line located on the Installation.
Connections to natural gas are available through UGI.
Water: Water services are provided by York Water which is a public utility. There is no Army owned or operated water service on the Installation.
Wastewater: Wastewater services are provided by York Water.
Fiber: Government owned fiber is on the Installation. Comcast provides utilities in the area.
Environmental Considerations:
a. The five (5) parcels are located in the Cumberland Valley which is characterized by southwest trending limestone ridges and valleys. Shales, siltstones, and sandstones make up the western part of the valley where LEAD is situated. LEAD is underlain by middle Ordovician limestone consisting of dark gray bedded limestone and karst features such as sinkholes and solution channels.
b. The five (5) parcels contain Weikert, Berks, and Brinkerton soils which are shallow, well-drained, moderately to very strongly acidic, and moderately erodible.
c. None of the five (5) parcels have wetlands or regulated waterways. The Installation is above the 100-year flood level.
d. Threatened and endangered species have been observed on LEAD. The United States Fish and Wildlife Service (USFWS) Information for Planning and Consultation (IPaC) lists five (5) species regulated by the Endangered Species Act (ESA) that potentially occur on LEAD: Indiana Bat (endangered), Northern Long-Eared Bat (endangered), tricolored bat (proposed endangered), monarch butterfly (candidate), and northeastern bulrush (endangered). There are also several state level species.
Consultation with USFWS to determine if additional surveying will be required before any land clearing activities.
e. Parcel 2 topography contains severe slopes and a drainage swale at the southern end of the site.
f. Parcels 3 and 4 are partially covered by old growth hardwood trees. Elimination of these trees would be a detriment to wildlife present on LEAD. These parcels will require a further Pennsylvania Natural Diversity Inventory (PNDI) search for endangered or protected species.
g. The topography of Parcel 3 and 4 is severe with steep slopes.
h. Parcel 5 contains a historical homestead predating the Installation. Thorough cultural review will be required prior to any development on the parcel.
i. Parcel 5 topography is sloping.
