About this file
This document is Amendment No. 2 to Request for Proposals (RFP) No. DACA27-9-26-0042200, issued by the Department of the Army for Enhanced Use Lease (EUL) opportunities involving commercial power generation facilities. The amendment removes Fort Drum, New York from the solicitation, leaving six remaining installations eligible for proposals: Aberdeen Proving Ground (Maryland), Fort Detrick (Maryland), Letterkenny Army Depot (Pennsylvania), Picatinny Arsenal (New Jersey), Tobyhanna Army Depot (Pennsylvania), and West Point Military Reservation (New York).
The original RFP, dated June 15, 2026, solicits competitive proposals from private, public, and not-for-profit entities interested in long-term lease agreements to design, finance, permit, develop, construct, install, own, maintain, operate, secure, and decommission commercial power generation facilities on non-excess Department of the Army land. All other sections and requirements of the original RFP remain unchanged by this amendment, which was issued pursuant to the Department of the Army's reserved right to modify the solicitation at its sole and absolute discretion as detailed in RFP Section 1.f.
