About this file

This document is Attachment B to Request for Proposals No. DACA27-9-26-0042200, providing property and installation information for Aberdeen Proving Ground (APG) in Maryland. The RFP concerns two parcels totaling 37 acres on the Edgewood peninsula available for development: Parcel 1 (13 acres) located on the permanently closed Exton Golf Course adjacent to APG's boundary and AMTRAK Northeast lines, accessible via Wise Road; and Parcel 2 (24 acres) located approximately 2,700 linear feet south, fully forested, accessible via Hoadley Road, Wise Road, and Magnolia Road. Parcel 2's southeast corner (less than 0.5 acres) encroaches the imaginary surface of Weide Airfield, requiring coordination with the Maryland Army National Guard.

Utilities available include electricity through City Light & Power, Inc.; privatized natural gas; off-Installation public water source (on-Installation system has failed); on-Installation wastewater treatment; and fiber along Wise Road and Scully Road. Environmental restrictions limit development to military/industrial use only. The entire Edgewood area is designated as a CERCLA site, though the two parcels have no recorded contamination. Development exceeding 40,000 square feet of disturbance or 20,000 square feet of forest removal requires Forest Stand Delineation and Forest Conservation Plan preparation. Tree removal or pruning requires determination of northern long-eared bat and tricolored bat habitat at least 15 days prior to work. Parcel 2 contains wetlands at its south and northeast portions requiring potential mitigation. The properties are subject to exclusive federal legislative jurisdiction, with state law governing civil matters and the Assimilative Crimes Statute (18 U.S.C. § 13) applying to criminal matters.

Attachment B Request for Proposals No. DACA27-9-26-0042200

ABERDEEN PROVING GROUND, MARYLAND

Installation Summary:

Established in 1917 during World War I, Aberdeen Proving Ground (APG) has evolved into the Department of War's premier center for science, technology, and innovation. As a multi-faceted, high-tech installation, APG serves as a critical nexus for joint-force modernization, supporting all branches of the Armed Forces, federal agencies, and international allied partners. APG serves as the operational headquarters for several of the military's most vital Research, Development, Test, and Evaluation (RDT&E) organizations, including the U.S. Army Communications-Electronics Command (CECOM), Army Test and Evaluation Command (ATEC), and Combat Capabilities Development Command (DEVCOM). Aberdeen Proving Ground has two main peninsulas and multiple off-site properties. Both parcels identified in this document are on the Edgewood peninsula.

Map Identifying the Properties:

Land Usage of the Properties:

Parcel 1 is located on a portion of the permanently closed Exton Golf Course. It is adjacent to APG’s boundary and AMTRAK Northeast lines. The parcel is accessible via Wise Road. Land usage prior to Army acquisition in the early 1900s was farming and homesteading.

Parcel 2 is located approximately 2700 linear feet south of Parcel 1. It is fully forested.

Parcel 2 is accessible via 3 main Installation roads - Hoadley Road, Wise Road, and Magnolia Road. Land usage prior to Army acquisition in the early 1900s was farming and homesteading. The southeast corner of Parcel 2 (< .5 acres) encroaches the imaginary surface of Weide Airfield. Coordination with the MDARNG will be required.

Utilities at Aberdeen Proving Ground:

Electricity: Electricity at APG is privatized through City Light & Power, Inc. More information can be found at https://www.clpinc.com/markets/federal

Natural Gas: There are no on-site automated redistribution systems for natural gas. Natural gas is privatized.

Water: Edgewood has a failed on-Installation water distribution and storage system. Need is being met by an off-Installation public water source. R&M projects for the Edgewood water system are actively competing for funding (as of May 2026).

Wastewater: Edgewood wastewater treatment occurs at an on-Installation treatment plant.

Fiber: Fiber is available along Wise Road and Scully Road adjacent to the two parcels.

Environmental Considerations for the Property:

The entirety of the Edgewood area is a CERCLA site; however, the two parcels identified for development have no recorded environmental contamination.

Environmental restrictions on both parcels limits development to military/industrial use only. Given the historical testing activities conducted on the Edgewood area of APG, environmental and/or UXO contamination may be encountered.

Any development will require a Forest Stand Delineation (FSD) and Forest Conservation Plan (FCP) if its limit of disturbance is greater than 40,000 square feet or involves forest removal exceeding 20,000 square feet.

If the proposed Project includes tree removal or pruning, there will be a requirement to schedule a determination of potential northern long-eared bat (NLEB) and tricolored bat (TCB) habitat at least fifteen (15) days prior to beginning work to allow time for coordination with the U.S. Fish and Wildlife Service (USFWS). Tree removal or pruning in suitable NLEB and TCB habitat during the summer occupancy/pup season (1 April - 30 September) may require additional surveys and consultation with the USFWS.

Bald Eagles are present on APG with over 100 active nests. Neither parcel is within nest buffers at this time.

Wetland mitigation may be required. There are no known wetlands at Parcel 1. Parcel 2 contains some wetlands at the south and northeast parts of the property.

APG’s unique location on the Chesapeake Bay may require additional permitting through the Maryland Department of Environment (MDE).

Legislative Jurisdiction at Aberdeen Proving Ground:

The properties are subject to exclusive federal legislative jurisdiction. Exclusive legislative jurisdiction exists when the federal government acquires all the state’s judicial, legislative and administrative authority, and the state concerned has not reserved to itself the right to exercise any of the authority concurrently with the federal government, except the right to serve state civil or criminal process for activities that occurred outside of the area. Since there are no federal general municipal laws, the state law in effect at the time such exclusive jurisdiction is acquired generally governs with respect to civil matters. The criminal laws of the state are generally adopted within areas of exclusive federal jurisdiction under 18 U.S.C. § 13 (the Assimilative Crimes Statute). As a result, laws governing both criminal offenses and certain civil matters may be ambiguous or non-existent in some cases. Offerors should therefore familiarize themselves with jurisdictional matters to best determine how to address the enforcement of civil matters on the properties, such as enforcement of contractual obligations, which may be addressed through choice of law provisions.
