Non-Personal services will be accomplished in accordance with the Performance Work Statement (PWS) entitled, “DARPA Microsystems Technology Office (MTO) Scientific, Engineering, and Technical Assistance (SETA) & Administrative Support Services,” dated February 25, 2015 and as specified in resulting individual task orders.

B.2 Contract Type

This is an Indefinite Delivery, Indefinite Quantity (IDIQ) contract. All services will be obtained through the issuance of Firm Fixed Price, Cost Plus Fixed Fee, or Time and Materials Task Orders. Task orders will be issued by a Contracting Officer with the Department of Interior/Interior Business Center, Acquisition Services Directorate, Division III. Offerors are advised the Government's preference is that task orders are issued as fixed price to the maximum extent practicable.

B.3 Services and Supplies

The required services of the Performance Work Statement shall be provided in accordance with the requirements specified in Section C. Descriptions and Specifications and will be specifically detailed in individual task orders.

B.4 Instructions

The offeror shall submit a price proposal in accordance with the instructions found in Section L.8. The resulting contract FBMS CLIN 00010, CLIN 0001 will only reflect the contract estimated ceiling amount of $164,000,000.00.

Special Note: We anticipate issuing up to three (3) individual IDIQ awards under this solicitation depending on the results of the solicitation. Our total estimated budget for this effort is $164,000,000.00. Due to the unknown variables during Task Order Awards, all IDIQs will be awarded with a NTE Estimated Amount of $164,000,000.00. However, the cumulative total of the Task Orders among all IDIQs shall not exceed the MTO Estimated budgeted value of $164,000,000.00.

1.0 GENERAL INFORMATION

1.1 Background

DARPA’s Microsystems Technology Office (MTO) has helped create and prevent strategic surprise through investments in compact microelectronic components such as microprocessors, Microelectromechanical systems (MEMS), and photonic devices. MTO’s revolutionary work applying advanced capabilities in areas such as wide-band gap materials, phased array radars, high-energy lasers, and infrared imaging have helped the United States establish and maintain technological superiority for more than two decades. MTO is the matchmaker between fundamental research and the technological base that enables new classes of systems. MTO is constantly evolving its thrusts to meet the changing national security landscape. Our major areas of focus and investment are organized in the following fields: Electromagnetic Spectrum, Decentralization, Information Microsystems, and Globalization. MTO will continue to leverage the foundational communities among academia, private industry, and government laboratories to explore solutions to these challenge areas.

1.2 Purpose

This Performance Work Statement (PWS) describes the technical and administrative requirements necessary to provide required support to the Defense Advanced Research Projects Agency (DARPA) Microsystems Technology Office (MTO) in program planning and technical analysis, program and financial management and analysis, conference and meeting planning, data management and control engineering, and other technical and support services.

1.3 Mission

The Defense Advanced Research Projects Agency (DARPA) Microsystems Technology Office (MTO) requires Scientific, Engineering, Technical Assistance, and administrative support services to assist the office in its program planning and technical analysis, program and financial management and analysis, conference and meeting planning, and data management and control to support the overall mission and work in the following major areas of focus in the fields of: Electronic Spectrum, Decentralization, Information Microsystems, and Globalization. In addition, support services are required to support the MTO office in the areas of broad agency announcements, internal and external websites, graphics, strategic planning, executive briefings, subject matter experts and/or consultants, and administrative management. All services described in this PWS are non-personal services. The contractor shall not perform any inherently governmental functions or activities.

1.4 Scope

The Contractor shall have experience providing technical, programmatic, financial, and administrative support to DARPA/MTO office for existing, planned, and yet to be defined areas of interest for DARPA/MTO programs. This experience must include Scientific, Engineering and Technical Assistance, and administrative support in the following areas:

- Electromagnetic Spectrum - The electromagnetic spectrum is the heart of current and future warfare, but it remains highly contested and congested. The future of info-centric warfare will require electromagnetic access for collecting and distributing information.

- Decentralization - The ability to update underlying capabilities in large and massively complex systems inexpensively and quickly is crucial to avoid outdated and inferior electronics. The increasing complexity of our major military systems precludes rapid change so it is essential that we move towards a new model that allows for quick adoption of new and modern electronics.

- Information Microsystems - The need to process significantly more and complex data more than ever before continues to increase even as the end of Moore’s Law quickly approaches (or is already here). Our computing systems must have the capabilities to handle this ever increasing demand in new ways, exploring new architectures, algorithms/signal processing, and hardware.

- Globalization - As our world becomes more globalized, fabrication must be on a grounded component basis that we trust and believe will work when we need it. As the manufacturing of components abroad increases, we must embrace the global capabilities that will lead to affordable systems, while maintaining trust.

- Other Technical Areas - MTO may work on other technical areas that are not identified at this time.

1.5 Period and Place of Performance

The Period of Performance shall be for a five year period. There are no options applicable to this five year base contract. If Task Orders require options, they will be addressed in individual task orders. The possible use of the 52.217-8 option will be evaluated with the award using the prorated value of the last anticipated year. The effort will be primarily performed at the DARPA facility located at 675 North Randolph Street, Arlington, VA 22203.

2.0 PERFORMANCE OBJECTIVES AND SUPPORT TASKS

Details for specific contractor tasking will be presented in subsequent Task Orders under the basic contract. The Contractor shall provide the necessary SETA and administrative services, materials, facilities, and travel to perform the following tasks in conducting the office mission:

- Assist in developing strategic and technical plans, and conduct technical analyses and assessments based upon Program Manager's requirements within the timeframe requested.

- Analyze MTO technologies and research ideas for the formulation of new programs; support the assessment of proposals, identify and translate user requirements, conduct benefit analyses of DARPA/MTO technologies, and identify the commercial utility of new products within the timeframe requested.

- Provide research expertise and program support of Government activities with regard to procurements, schedules, and technology transfer efforts, program documentation reviews, and technical progress and milestone tracking within the timeframe requested

- Assist in preparing, updating, and tracking program plans consistent with DARPA/MTO Program Manager's guidance and DARPA/MTO procedures.

- Prepare and track technical, schedule, financial and budgetary data to ensure that the MTO Program Managers can effectively plan and administer their programs and meet both office and agency execution benchmarks.

- Gather information and assist in preparing program approval documents (PADs) and specific financial execution documentation such as Procurement Requests (PRs), Military Interdepartmental Purchase Requests (MIPRs), and other appropriate justifications in accordance with DARPA/MTO guidelines.

- Assist the Program Managers in strategic planning of budgetary and schedule trade-offs/variance analysis during the source selection process as well as the life cycle of their programs as outlined by the Program Manager within the requested timeline

- Assist in preparing program briefs and other program documentation according to DARPA/MTO within the timeframe requested.

- Provide facilities for meetings, conferences and workshops, facilitate and attend these technical meetings and provide feedback to the Program Managers within the timeframe requested.

- Develop virtual and printable media including, but not limited to, logos, themes, animated video, posters, brochures, abstract notebooks, etc. to support workshops, meetings, conferences, and other requirements.

- Provide administrative support for the source selection evaluation process to include obtaining required financial documents for submission to General Counsel, recording minutes, securing the meeting location, and coordinating visit requests to ensure a timely selection process.

- Maintain the DARPA/MTO program Websites to facilitate technical, programmatic, and financial support to the DARPA/MTO Program Managers and front office and ensure that external viewers have accurate, up to date information on

MTO.

- Provide administrative support on-site at DARPA/MTO to include, but not limited to, screening phone calls, preparing correspondence, maintaining calendars, coordinating meetings, preparing travel orders and vouchers, and organizing various types of data to ensure effective and seamless continuing operations.

- Track all MTO Broad Agency Announcements (BAAs) and white papers, abstracts, and full proposals submitted to any MTO BAAs. Update the BAA and source selection templates with DARPA-mandated and MTO-specific language/attachments, as required. Assign reviewers accounts and distribute solicitation responses. Maintain appropriate storage of hardcopies, as required by the Government. Work with DARPA's contracts management office to coordinate final release of BAAs. Track the routing for BAAs, source selection documentation, and special notices. This tool and all intellectual rights thereto shall remain the property of the Government. See Section 6.0 below as it pertains to sensitive and classified information protection.

- Maintain currency with DoD guidance/directives and provide appropriate participation (taking notes only, no voting or representing DARPA) on working groups in behalf of DARPA.

- Provide Small Business Innovative Research (SBIR)/Small business Technology Transfer (STTR) coordination with the DARPA SBIR/STTR program.

- Support the planning and execution of any MTO and/or DARPA event/activity within the timeframe required by the requestor.

2.1 MTO Program Manager Support

The Contractor shall provide the technical and administrative personnel and expertise to accomplish the following Subtasks:

2.1.1 Strategic Planning, Program Formulation, and Technical Analysis

- The Contractor shall assist the MTO Program Manager in developing and researching ideas for formulation of new programs within the timeframe requested.

- The Contractor shall assist in developing strategic and technical plans to promote DARPA/MTO's mission of enabling new platform capabilities by exploiting breakthroughs in circuits, devices, materials, and mathematics toward the development of beyond-leading-edge components with revolutionary performance and functionality within the timeframe requested by the Program Manager.

- The Contractor shall provide research expertise and program support of Government activities with regard to procurements, schedules (technical and administrative), technical risk, user impact, and technology transfer efforts according to the parameters and timelines required by the requestor.

- The Contractor shall provide in-depth support in the assessment of proposals to determine the technical merit of proposal objectives and methodologies within the specified timeframe.

- The Contractor shall have an understanding and working relationship with the MTO programs, government agents, performing contractors, and technical community to review and document technical progress at program reviews and to track milestones, funding profiles, and deliverables for ongoing efforts in a manner that provides the Program Manager with an accurate understanding of the performer's technical progress, issues and financial health. In order to provide this support, the Contractor shall analyze a wide range of technical efforts in current and future related office program technologies.

- The Contractor shall assist in the development and transition of technology to the user community within the parameters and timelines specified by DARPA and MTO.

- The Contractor shall support the activities of on-going and future work and be familiar with the interaction of the technology program with the respective community at large. This will require identifying and translating user requirements into specific technology research and development objectives; illustrating the benefits of applying

technology to military equipment users and developers; and identify the commercial utility of new products and technology developments within the parameters and timelines specified by DARPA and MTO.

- The Contractor shall conduct quantitative analyses of system mission requirements as they pertain to the potential insertion of advanced technologies; evaluate alternative and trade-offs; evaluate costs and benefits; investigate compatibility, interoperability, and integration; and study reliability issues within the timeframe requested.

- The Contractor shall support program experiment and testing efforts, including preparation of experiment/test plans;

coordination with performers, government agents, ranges, and test facilities; implementation and inspection of safety requirements within the time frame requested.

- The Contractor shall provide the above information in progress reports and program briefing materials in accordance with DARPA and within the timeframe requested.

2.1.2 Program Planning and Financial Processing

- The Contractor shall be familiar with the DOD/DARPA financial systems and processes such as DAI, GQL, and DAI Monitor in order to effectively track and execute MTO budgets to meet financial milestones.

- The Contractor shall provide personnel with expertise in preparing and tracking financial and budgetary data to ensure that the MTO Program Managers can effectively plan and administer their programs and meet both MTO and DARPA execution benchmarks.

- The Contractor shall be familiar with the DARPA financial systems and processes to gather information and to prepare program approval documents (PADs) and specific financial execution documentation such as MIPRs/PRs and other appropriate justifications in accordance with the DARPA timeframe requested.

- The Contractor shall be familiar with and provide personnel with expertise in preparing, updating, and tracking program plans consistent with MTO Program Manager's guidance and DARPA/MTO procedures. This effort involves effective information exchange between, but is not limited to, the MTO Program Managers, MTO agents, MTO performing contractors, and MTO transition partners.

- The Contractor shall be familiar with the MTO programs in order to assist the Program Managers in strategic planning of budgetary and schedule trade-offs/variance analysis during the source selection process as well as the life cycle of their programs.

- The Contractor shall be familiar with and provide inputs to centralized planning that consolidates performance, budget, and schedule information for existing and future MTO programs. This effort will include, but is not be limited to, attending and understanding the technical reviews where DARPA obtains performing contractor's progress on performance and financial issues.

- The Contractor shall review all program documentation for completeness and consistency with the program goals and broader MTO objectives within the parameters and timelines specified by DARPA in the timeframe requested.

- The Contractor shall prepare and draft Memorandum of Understandings (MOUs), Memorandum of Agreements (MOAs), Scientific Technology Transition Agreements (STTAs) in accordance with DARPA and MTO.

- The Contractor shall provide the above information in progress reports and program briefing materials, or other products, as required.

- The Contractor shall be knowledgeable of the DARPA solicitation process and how to prepare the required documentation and approvals to ensure that the process may be accomplished accurately and in as short a timeframe as possible.

- The Contractor shall be familiar with SBIR/STTE OSD and DARPA regulations and guidance to coordinate MTO data call topic responses, maintain and track all MTO SBIR/STTR efforts, and provide MTO interface with the DARPA SBIR/STTR office in accordance with DARPA and DOD policies and procedures.

2.1.3 Conference/Meeting Planning

- The Contractor shall provide the personnel and resources necessary to assist in planning and conducting unclassified and classified (up to TOP SECRET/Sensitive Compartmented Information (SCI) level) technical conferences, seminars, workshops and program reviews and industry days as specified by the MTO staff. The Contractor shall provide services to assist in locating and securing the conference facilities (in Washington DC area and in various sites throughout the United States) and coordination of the conference with other groups and individual participants.

- Conference support services includes, but is not limited to and if required: planning, organizing, mailings, scheduling, badging, agenda planning, conference materials, minutes of meetings and proceedings preparation and distribution, record publishing, coordinate food services, and provision for audio visual services/equipment and security services, if required. The Contractor shall facilitate and participate in these technical meetings to provide feedback to the Program Managers. The Contractor shall establish a logistical transfer system for next-day delivery of conference-related small equipment, media storage, transparencies, or bulky documents to other government agencies as required.

- The Contractor shall provide facilities to organize, provide logistics, and host DARPA-sponsored meetings and conferences. This facility shall be within 15 minutes walking distance of the DARPA headquarters. Currently the address for these headquarters is at 675 North Randolph Street, Arlington, Virginia 22203. The conference room shall be approved for classified discussion at the SECRET level or higher as needed.

- The Contractor shall be responsible for reimbursing the Government for conference registration fees. These costs will be credited back to the Government in the same invoice as the registration fee.

2.1.4 Program Documentation

- The Contractor shall create, maintain, and update definitive documentation for the programs as required by the MTO program managers. This will include, but not limited to, creating maintaining, and archiving view-graphs, speeches, whitepapers, videotapes, or other media. In addition, this may include creating and maintaining bibliographic and abstract databases, and technical documentation libraries.

2.1.5 Document Management Control

- The Contractor shall manage, direct, and coordinate program documentation activities to assure these activities are compatible with technical and programmatic goals. This repository shall be compliant with DARPA Security Information Directorate (SID) and Mission Services Office (MSO) policies and procedures. This documentation management effort shall include but is not limited to:

- Providing resource/reference compilation, retention, logging, reproduction, retrieval, and delivery of both unclassified and controlled/classified documents.

- Development and maintenance of a technical documentation center for the storage of reports, program management data, and technical presentation material.

- Development and maintenance of distribution and mailing lists for both classified and unclassified materials.

2.2 MTO OFFICE-WIDE SUPPORT

The Contractor shall provide the technical and administrative personnel and expertise to accomplish the following Subtasks:

2.2.1 Procurement/Solicitation Support

- The Contractor shall provide the necessary documentation and support for tracking MTO procurement/solicitation activities to maintain accurate, auditable records.

- The Contractor shall have a current understanding of the Government and DARPA procedures and processes for the scientific review process and required documentation according to instructions and policy.

- The Contractor shall have a thorough knowledge of the MTO scientific review process and a working relationship with the DARPA Contract Management Office (CMO) personnel and the CMO processes, procedures, and documentation templates. This includes updating the BAA and other templates with DARPA mandated and MTO specific language/attachments, as required.

- The Contractor shall assist in preparing, publishing, and coordinating the MTO solicitation documentation according to instructions and policy.

- The Contractor shall assist with proposer inquiries; generate response letters for review/approval; receive and send responses for proposer information within the requested timeframe.

- The Contractor shall collect, analyze for adherence to solicitation cover page instructions, and store abstracts, white paper, and full proposal data in accordance with source selection sensitive information procedures as required by DoD and DARPA.

- The Contractor shall distribute proposals to appropriate reviewers and maintain complete action records; (such as evaluation forms and summaries, and funding decisions for selected proposals.).

- The Contractor shall initiate and track the routing packages for BAAs, source selection documentation, special notices, and amendments as required.

- The Contractor shall assist in the arrangement of evaluation committee meetings and follow-up notification to the proposers. This will involve contacting committee members selected by MTO and arranging for a meeting room, which could be at DARPA.

2.2.2 World Wide Web (WWW) Support

The Contractor shall provide technical assistance and administrative support in updating and maintaining the MTO Website on the WWW.

- Maintain and add the MTO overall and individual program web content on the internal and external Websites within the timeframe requested.

- Periodically review and update MTO program content on the MTO Website to maintain current information.

- Ensure compliance with DARPA procedures in administering the MTO Web site including maintaining an action log for any enhancements, issues, actions taken.

- The Contractor shall manage, maintain, and coordinate program documentation compliant with DARPA Security Information Directorate (SID) Mission Services Office (MSO) policies and procedures.

- Create, update, and maintain innovative Web tools to facilitate technical, programmatic, and financial support to the MTO Program Managers.

2.2.3 Office-wide Administrative Program Support

The Contractor shall provide office-wide administrative program support personnel on-site at MTO. These program support personnel shall perform both general office duties (e.g., answering telephones, typing, filing) and advanced administrative support activities that require independent judgment, professionalism and a thorough knowledge of DARPA/MTO policies and procedures (e.g., Pentagon level interface, greeting and escorting visitors, preparing weekly briefing schedules, maintaining MTO calendar, preparing briefing materials to include copying and binding large briefings and/or reports, ordering supplies, maintain office wide assets such as printers, setting up and completing travel for the MTO staff and invitational orders, tracking Agency suspenses, maintaining IT hardware/software inventory, international passport and travel, etc.) Program support personnel shall be familiar with PC-based software packages including, but not limited to, MS Office Suite (Word, Excel, and Power Point), Meeting Maker, and Defense Travel System.

2.2.4 Strategic Planning Support

The Contractor shall provide technical assistance to support the MTO front office in various office-level activities that include, but are not limited to, the following:

- Assist in developing strategic and technical plans to promote DARPA/MTO's mission within the parameters and timeframe requested.

- Provide technical expertise in specialized areas of the MTO portfolio within the parameters and timeframe requested.

- Review documents, briefings and provide comments within the timeframe requested.

- Assist in the response planning for office-level taskers from the DARPA Director or external sources within the parameters and timeframe requested; and

- Facilitate introductions, meetings, and other interface with DoD and other agencies within the timeframe requested.

2.2.5 Executive Briefing Support

The Contractor shall provide technical assistance and administrative support in developing and organizing executive-level VIP briefings (unclassified and classified, up to the Special Access level) to various levels of government senior leadership to include, but not limited to, the following:

- Work with the MTO front office and/or PMs to develop briefing material in various formats (e.g. congressional slides, quad charts) for various purposes according to the parameters and timeframe requested.

- Maintain a current inventory of slides on the MTO server for all active programs to be assembled for various briefings.

- Understand the MTO thrust areas and programs to proactively recommend format and content.

- Organize the server filing system to facilitate easy reference to past briefings, the associated agenda, and any other relevant information to accompany the briefings.

3.0 TRANSITION PLAN/SCHEDULE/PHASING

The Contractor shall provide a detailed Transition Plan that outlines the strategy and methodology for transitioning program support services performed under this contract to assure a smooth and effective transition between the incumbent Contractor and a follow-on Contractor. The Contractor should address both transition in and transition out in their plan. The Transition Plan shall describe how the Contractor's organization will be staffed, managed, and ready to meet the requirements of transitioning the program support services at the end of the contract period. The Transition Plan shall identify the proposed approach to phase-in of management and technical personnel and the implementation of control procedures and methods. The Contractor shall establish in the Transition Plan the management controls, procedures, and methods necessary to accomplish a phased transition of program support activities, including personnel staffing, subcontracting, procurement, status reporting, security arrangements, and documentation control, security, and transfer. The Transition Plan shall identify a phased schedule with a transition milestone chart. Requirements critical to

transitioning shall be identified, including personnel training, security arrangements (controls and procedures) and documentation transfer (controls and procedures). If applicable, the transition plan will discuss how to manage workload and funding on the prior contract (if an incumbent) concerning this contract. The phased transition of the Contractor's technical and management data shall be fully complete and operational 60 days after any follow-on contract is awarded.

4.0 GOVERNMENT FURNISHED PROPERTY/EQUIPMENT/INFORMATION

Government furnished property, equipment, and information will be specified in individual Task Orders, if required.

All Government Furnished Equipment (GFE) and Government Furnished Property (GFP) issued under this IDIQ Contract and subsequent task orders are governed by DoD Regulation 245-103, PGI 245.103-70 DoD Regulations, and DARPA Instruction 12 Directive dated Oct 4, 2012.

5.0 PERSONNEL

Expertise Requirements

The Contractor shall provide qualified, experienced engineering and technical support personnel, management support personnel, and administrative support personnel to accomplish the tasks and deliver the services required by this Statement of Work. All Contractor personnel proposed shall meet the required qualifications set forth in the Personnel Qualifications as detailed in this Contract.

5.1 Cadre Support/Key Personnel

The Contractor shall assign a core of permanent personnel to support the MTO tasks described herein. The Contractor shall appoint a Program Manager with overall responsibility for the contracted effort. The Program Manager shall be the single point of interface with the Government for all matters concerning technical progress and problems, program performance, schedule, cost, resources, and other program-related matters. The Contractor shall maintain an organizational chart identifying key personnel and their responsibilities. All key personnel changes shall be in accordance with the Substitution of Key Personnel Clause as detailed in Section H of this Contract. Key personnel will be designated before the final signing of the contract.

5.2 Subject Matter Experts/Subcontractors/Consultants

It is anticipated MTO will require Subject Matter Experts/consultants on an unpredictable, as-needed basis. Accordingly, the Government will identify specific requirements to provide specialized state-of-the-art technical and programmatic expertise for a widely diversified range of services. Timelines associated with fulfilling these emergent requests are extremely important.

The Contractor may subcontract other contractors or Subject Matter Experts or otherwise obtain consultant services for the efforts defined within this Performance Work Statement to provide the expert talent needed to perform planning, special studies, analysis, development, integration, and documentation. All subcontracted efforts shall be subject to the consent requirements contained in the subcontracting clause of this contract. In the event subcontractors and/or consultants are utilized, the Contractor will be fully responsible for their performance and cost reporting. The Contractor shall provide the manpower required to manage all subcontracts and consultant efforts and to monitor subcontractor activities to the appropriate level of detail that is required to assure timely delivery of all supplies and/or services. The Contractor shall ensure these personnel have the appropriate level of security clearance to support the effort they are proposed for. A report on the performance of subcontracts shall be included as part of the required status report.

6.0 OPERATING CONSTRAINTS

6.1 Locality

Due to the requirement for quick response and close coordination between DARPA Microsystems Technology Office and the Contractor's key and resource personnel, the Contractor must be located within a 15 minute walking distance of the Defense Advanced Research Projects Agency headquarters currently located at 675 North Randolph Street, Arlington VA 22203.

6.2 Security

The Contractor shall prepare and maintain a comprehensive security plan to protect classified and sensitive materials associated with the Performance Work Statement tasks herein. All personnel shall have a current Department of Defense security classification at the

SECRET level. Selected key personnel shall have Department of Defense security classification at the TOP SECRET/SCI level. The contractor shall be able to provide a minimum of one conference facility, which has been cleared at the TOP SECRET/SCI level. The Contractor shall comply with all security requirements contained in the DD Form 254 Contract Security Classification Specification of this contract and the terms and conditions set forth in FAR clause 52.204-02 Security Requirements incorporated by reference in this contract.

6.2.1 Release/Removal of Documentation

The Contractor shall not release or remove system documentation, data, or reports generated by or through use of any government systems. All requests for information shall be forwarded to the Contracting Officer for approval and coordination from the MTO Program Office.

6.2.2 Information Systems Security

Contractors shall have background investigations and security awareness training completed prior to the start of contract performance. DARPA will be responsible for ensuring the appropriate background investigations are performed. When the period of performance is complete or contractor personnel leave work on this project, the contractor personnel shall terminate all their network user accounts and return all access cards and base identification within 5 working days, unless authorized to retain them .

6.3 Travel

Local travel will not be authorized for reimbursement between the Contractor's local Washington, DC metropolitan area facilities and DARPA MTO. Local travel is defined as any and all travel within a 50 mile radius of the Contractor’s main place of performance.

Extended travel, if required, will be specified and authorized within individual Delivery Orders. See contract official contract or task order for travel specific clauses.

6.4 Quality Control

The Contractor shall develop a quality control program. This program may be tailored to meet or exceed the requirement for individual task orders. Individual task orders may establish additional quality control measures. The Prime contractor shall maintain responsibility for the performance of quality control activities, ensuring the required performance of products, subcontractors, and vendors.

The Contractor shall provide information to the assigned QA personnel, as needed, in the preparation of performance documentation pursuant to the Service Summary and the Performance Plan. The QA personnel will provide this documentation to the CO, COR, and PM to ensure performance is compatible with contract and mission objectives to support a higher level of contract performance.

The Contractor may subcontract portions of individual task orders to subcontractors based upon areas of expertise to establish a strong technical capability to meet diverse task order requirements. The Prime contractor shall maintain responsibility for all aspects of task order performance and oversight, regardless of any arrangement between the Prime and its subcontractors.

6.5 Contract Data Requirements List (CDRL) Data Item Descriptions (DIDs)

Tasks performed within the scope of this contract shall require contract end items, scientific, research, management and technical reports. The data required for each program element will be specified in each task order using DD Form 1423 or otherwise identified within the task order PWS. Many of the DIDs, which may be used over the course of the contract and applied to different deliverable requirements, are identified in the table below. (Note that these are not all inclusive.) To obtain the DD Form 1664, the Contractor may refer to http://assistdoc1.dla.mil/ and search for DOD agency-wide DIDs in PDF format.
