PROGRAM BACKGROUND
DARPA’s Microsystems Technology Office (MTO) has helped create and prevent strategic surprise through investments in compact microelectronic components such as microprocessors, Microelectromechanical systems (MEMS), and photonic devices. MTO’s revolutionary work applying advanced capabilities in areas such as wide-band gap materials, phased array radars, high-energy lasers and infrared imaging have helped the United States establish and maintain technological superiority for more than two decades. MTO is the matchmaker between fundamental research and the technological base that enables new classes of systems. MTO is constantly evolving its thrusts to meet the changing national security landscape. Our major areas of focus and investment are organized in the following fields: Electromagnetic Spectrum, Decentralization, Information Microsystems, and Globalization. MTO will continue to leverage the foundational communities among academia, private industry, and government laboratories to explore solutions to these challenge areas.
SCOPE
This PWS will provide non-personal SETA support services in conducting the office mission for existing and planned programs, including the Young Faculty Award (YFA) Program. The Young Faculty Awards (YFA) program encourages involvement of young investigators in DARPA/MTO/DSO sponsored research by offering funding, soliciting ideas and providing feedback and information. Technical support under this task must be focused on broader MTO objectives and goals as opposed to program-specific support, with the exception of YFA. Administrative support must be of sufficient caliber to maintain an efficient and professional office environment. All services described in this PWS shall be non-personal services, and the contractor shall not perform inherently governmental activities.
TECHNICAL REQUIREMENTS
The contractor shall provide technical assistance to support the MTO front office in various office-level activities that include, but are not limited to the following:
STRATEGIC PLANNING SUPPORT
· Assist in developing strategic and technical plans to promote DARPA/MTO’s mission with the parameters and timeframe requested.
· Provide technical support for the implementation of the strategic plan to evaluate the status and impact of the MTO portfolio.
· Investigate areas of opportunity, establish best practices, and identify methods (i.e. tradeshows, conferences, publications) to promote DARPA/MTO to the Research community.
· Assist in the identification and recruiting process of DARPA/MTO Program manager candidates.
· Assist in developing and updating an overarching strategic plan for MTO. The strategic plan will include appropriately phased schedules for program implementation, a prioritized hiring plan and milestones to be accomplished within the timeframe requested.
PROGRAM CONTROL AND FINANCIAL MANAGEMENT ANALYSIS
· Create/maintain/track templates, collaborative databases and documents to track program planning status and financial execution as directed by DARPA/PM.
· Create/maintain/track/support execution of Program Approval Documents (PAD’s).
· Create/maintain/track/support program baseline analyses and assessments. These program base lining efforts will include the collection of initial program proposals, funding plans and milestone and acquisition schedules.
· Create/maintain/track/support the execution of MTO seedlings as directed by DARPA/PM to maintain accurate, auditable records.
· Create/maintain/track/support the execution of MTO SBIR/STTRs as directed by DARPA/PM to maintain accurate, auditable records.
· Create/maintain/track/support budget documentation such as RDDS/R2s as directed by DARPA/PM to maintain accurate, auditable records.
PROCUREMENT/SOLICITATION SUPPORT
· Assist in preparation, drafting, and coordination of acquisition documents, such as Broad Agency Announcements, source selection documentation, special notices and Scientific Review Memorandum as directed by DARPA/PM.
· Provide the necessary documentation and support for tracking MTO procurement/solicitation activities to maintain accurate, auditable records.
· Maintain a central tracking system for MTO solicitations, abstracts, proposals and source selection data as required by DoD and DARPA.
· Respond to proposer inquiries, generate response letter for review/approval; receive and FAX out responses for proposer information with the requested timeframe.
· Contractor may assist in Support of the Source Selection process such as distribution of proposals to appropriate reviewers and maintain complete action records (evaluation forms, summaries and funding decisions for selected proposals).
· Assist in the arrangement of evaluation committee meetings and follow-up notification to the proposers.
EXECUTIVE BRIEFING SUPPORT
· Provide technical assistance and administrative support in developing and organizing executive-level VIP briefings (unclassified and classified, up to the Special Access level) to various levels of Government senior leadership.
· Provide technical writing support to the specifications and within the timelines requested.
· Coordinate the review of requests for public release, secure Program Manager approval, submit and track requests to DARPA’s Technical Information Office, and maintain a file of public release material in accordance with FAR and as directed by DARPA/PM.
· Create/maintain/support current inventory of slides on the MTO server for all active programs to be assembled for various briefings.
· Organize the server filing system to facilitate easy reference to past briefings.
CONFERENCE/MEETING PLANNING
· Assist in the planning and conducting of unclassified and classified technical and non-technical conferences, workshops, off-sites as required by the MTO Management.
· Assist in locating and securing conference facilities (in Washington DC area and in various sites throughout the US) and provide coordination of the conference with other groups and individual participants upon the request of MTO Management.
· Provide support services for assigned conferences/offsite meetings including badging, agenda planning, conference materials, minutes of meetings and proceedings preparation and distribution and provision for audio visual services/equipment and security services as required by the MTO Management.
WEBSITE SUPPORT
· Assist the DARPA Webmaster in maintaining the MTO overall and individual program web content on the internal and external web sites within the timeframe requested.
· Periodically review and update MTO program content for currency, coordinating with the MTO Assistant Director, Program Management (ADPM) to verify the content to be included on the website as required.
· Maintain an action log for any enhancements, issues, and action taken as requested by MTO Management.
· Establish new and/or maintain existing MTO SharePoint sites to support program collaboration and facilitate file sharing upon the request of MTO Management.
OFFICE-WIDE ADMINISTRATIVE PROGRAM SUPPORT
· Provide administrative/front office support to MTO. Software applications expected to be used include but are not limited to, MS Office Suite (Word, Excel, Power Point, and Access), Informed Manager, and FileMaker Pro and the Defense Travel System. Per the requests of MTO Management, examples of such support include but are not limited to:
· Administrative support to high ranking Government executives.
· Establishing and maintaining Government schedules.
· Greeting and escorting visitors in accordance with DARPA guidelines.
· Preparing, reviewing, production and finalizing correspondence and briefing materials to include copying and binding of large briefings and/or reports within the timeframe requested.
· Distributing incoming/outgoing correspondence.
· Answering telephones/e-mails and maintaining messages.
· Comprehensive archive management, including compilation, retention, logging, indexing, retrieval, and storage of correspondence, presentations and financial files.
· Process requests and track the status of IRD equipment/services.
· Tracking and management of office tasks and suspense’s.
· Preparing and coordinating travel in accordance with DARPA guidelines.
· Providing travel support to MTO Program Managers upon the request of MTO Management.
· Provide Scientific, Engineering and Technical Assistance (SETA) for the execution of the DARPA YFA Program. This work will include technology evaluations, attendance at meetings, coordination functions with related government organizations, program planning, preparation of meetings and materials, and production of presentation materials as requested by DARPA/PM.
· Provide timely inputs to the Program Manager, enabling him to respond to inquiries related to the YFA programs which will be specified on a case by case basis.
· Provide informal and formal feedback to the Program Manager, at critical program junctures such as program and contract reviews that will be conducted at the Program Manager’s discretion.
· Provide technical expertise and program support for program related Government activities such as procurements, program schedules, technical risk assessments, user impact assessments, and technology transfer efforts as directed by DARPA/PM.
· Formulate and prepare critical program documents as inputs for review of program performer activities as needed by DARPA/PM.
· Provide inputs to the program manager for the preparation of manuscripts, documents, and presentation materials for program-related briefings and publications as directed by DARPA/PM.
· Participate in technical reviews to assist in evaluating performer and technical progress as requested by DARPA/PM.
· Provide assistance to support the program Manager’s activities in the technical assessment of specific task elements within the work breakdown structure with regard to progress, technical risk and potential program directions as directed by DARPA/PM.
· Organize and participate in program related and review meetings that include the performers and other associated parties as directed by the DARPA/PM.
· Provide the Program Manager with technical support for the maturation of innovative program concepts and technologies, including arranging meetings with relevant parties, performing analyses and evaluations, and assisting in preparation of necessary documents as directed by the DARPA/PM.
· Provide technical assistance in the formulation of paperwork needed in program execution, such as Program Approval Documents, POM inputs, President’s Budget submissions, Weekly Activity Reports, etc as directed by DARPA/PM.
PROGRAM FINANCIAL, PROGRAMMATIC AND ADMINISTRATIVE SUPPORT
· Assist in strategic planning, with development of technical, financial, and programmatic materials necessary to assist the MTO PM in development and execution of the DARPA YFA Program as directed by DARPA/PM.
· Assist in preparation, drafting, and coordination of acquisition documents, such as Broad Agency Announcements and Scientific Review Memorandum as directed by DARPA/PM and in the timeframe requested.
· Assist in receipt, tracking, processing of proposals and final documentation for source selection activities in the requested timeframe.
· Assist in planning and organizing of a Scientific Review Board as directed by DARPA/PM.
· Assist in preparation and draft of Memorandum of Agreements (MOA as directed by DARPA/PM.
· Assist in preparation of program documentation (including Program Approval Document (PAD) as directed by DARPA/PM and in the timeframe requested.
· Assist in preparation, maintenance, and tracking support to execute financial management, including drafting, documenting, and processing procurement requests (and other related documents), developing and maintaining Phase/Expenditure Plans and participating in Quarterly Program Financial as directed by DARPA/PM and in the timeframe requested.
· Assist in preparation, maintenance, and tracking to execute program baseline and re-baseline analyses and assessments to include program plans, work breakdown structures, milestone schedules, cost and other documentation to assess necessary actions to assure programs are in technical, schedule and cost compliance as directed by DARPA/PM.
· Assist in planning, arranging, and hosting Program Manager sponsored meetings and conferences such as Proposer’s Days, Program Kick-off meetings, etc. to include development of briefings and material/logistical support as directed by DARPA/PM.
· Assist in preparation and maintenance of files for each contract including official correspondence, contracts, statement of work, original proposal and any subsequent modifications, official guidance, invoices, and all reports or deliverables on a timely basis.
· Assist in the establishment and maintenance of files to include all relevant Program Objective Memorandum (POM) initiatives, Research and Development Descriptive Summaries (RDDS), and other program presentations as directed by DARPA/PM and in the timeframe requested.
· Assist in preparing, reviewing, producing and finalizing correspondence and briefing materials to include copying and binding of briefings and reports as requested by the DARPA/PM.
· Assist in comprehensive archive management, including compilation, retention, logging, indexing, retrieval and storage of correspondence, presentation and financial files including briefings, final reports, technical papers and other documents on a timely basis.
· Assist the PM in strategic planning of budgetary and schedule trade-offs/variance analysis during the source selection process as well as the life cycle of the program as requested by DARPA/PM.
HOSTING MEETINGS
· The contractor shall provide personnel and facilities to organize, logistically support and host program-related meetings. The facility shall contain a conference room capable of comfortably accommodating at least 20 people and shall be located within 15 minutes walking distance of the DARPA at 675 N. Randolph St., Arlington, VA. The conference room shall be approved for classified discussion at the SECRET level or higher as needed. Provide meeting support services that include planning, organizing, scheduling, agenda planning, conference material and proceedings preparation, audio-visual services/equipment consistent with usual display methods, and security services.
· It is anticipated that annually a total of two local meetings will be held at the contractor’s facility. The labor and ODC costs for local meetings shall be separately identified from the non-local meetings.
· The contractor shall also make provisions for administrative support for meetings at offsite locations. Meeting support services include planning, organizing, scheduling, agenda planning, conference material and proceedings preparation, providing for audio-visual services/equipment and security services. The contractor shall also provide for administrative support for meetings at non-DARPA locations. It is anticipated that annually a total of two non-local meetings, per program, will be held with 20 attendees at each meeting. For planning purposes, assume these are all on the west coast. The labor and ODC costs for non-local meetings shall be separately identified from the local meetings.
· The government will provide the contractor access to information and documentation on the current program including contracts, proposals upon which the work is based, status reports, correspondence, internal planning documents, and administrative databases within 10 days of contractor's request.
REPORTS
The contractor will provide the following reports to the Government Program Manager:
· Quarterly technical status reports that summarize work accomplished and performance schedule updates of the effort.
· Monthly financial status reports that summarize overall financial progress broken out by CLIN (labor by named individual, travel, ODC); and including, as an addendum, copies of monthly invoices.
· Meeting minutes for all technical meetings or meetings with performers and contractors.
· Other reports, as required.
FINAL REPORT
The contractor shall provide a final technical report due within 30 days of the end of the task order which includes a summary of financial information, technical accomplishments and any issues and their resolution. Include the COR at DOI/NBC, along with the PM and the MTO ADPM in the distribution of this report.
GOVERNMENT FURNISHED INFORMATION AND EQUIPMENT
GOVERNMENT FURNISHED INFORMATION
The government will provide the contractor access to information and documentation on the current program including contracts, proposals upon which the work is based, status reports, correspondence, internal planning documents, and administrative databases within 10 days of contractor's request.
GOVERNMENT FURNISHED EQUIPMENT
DARPA/MTO will furnish hardware and software to all on-site personnel and may choose to furnish equipment to personnel working off-site. Any contractor personnel receiving DARPA furnished equipment must comply in a timely manner to required training, security updates, equipment refresh, and any other related activities associated with having a DARPA equipment or DMSS account.
TRAVEL
The Contractor must ensure that personnel are readily available to perform a minimal amount of official travel in support to MTO, as required. For purposes of planning, a total of four trips within a radius of 50 miles of DARPA for six persons and four trips beyond 50 miles for four persons can be assumed for program and conference attendance. Expenses related to travel must be identified and authorized by MTO before travel commences.
OTHER
SECURITY
The majority of this work will be unclassified; however, contractor personnel must have secret clearance levels at a minimum.
PLACE OF PERFORMANCE
The contractor shall perform the required support from contractor facilities located in Arlington, Virginia and from other contractor locations as appropriate. Access to DARPA will be required on a regular basis.

PERIOD OF PERFORMANCE
The period of performance is expected to be 60 months.
PERSONNEL
The contractor shall provide qualified and experienced support personnel for engineering and technical, management, and administrative to accomplish the tasks and deliver the services required by the - Performance Work Statement. All contractor personnel proposed shall meet the required qualification set forth in the Basic IDIQ Section J Personnel Qualification.
CADRE SUPPORT
The contractor shall assign a core of permanent personnel to support the MTO tasks described herein
KEY PERSONNEL
It is anticipated that key technical personnel working under this task will possess credible understanding of the programs and technologies being pursued in MTO’s portfolio, and MTO’s role within DARPA and the DoD. These people should have college degrees in relevant majors such as (but not necessarily limited to) electrical engineering, physics, mathematics, chemistry, materials science, computer engineering, biology, and other engineering, etc., and/or practical working experience. Both general and specific knowledge of state-of-the-art in fields relevant to MTO’s portfolio is desired.
OTHER PERSONNEL
Other contractor personnel can perform on unclassified work without a clearance.
0. RESUME
Resumes for all labor categories shall be submitted to DARPA for qualification evaluation and must be limited to three pages each.
SUBCONTRACTORS AND CONSULTANTS
The Contractor may subcontract to other contractors or subject matter experts and consultants to provide support pursuant to the Consent to Subcontract requirements of the basic contract. In the event subcontractors and /or consultants are utilized, the Contractor will be fully responsible for their performance and cost reporting. A report on subcontractor and consultant performance will be included as part of the monthly status report. The Contractor shall ensure these personnel have the appropriate level of security clearance.
The contractor may subcontract other contractors or subject matter experts or otherwise obtain consultant services for the efforts defined within this Statement of Work to provide the expert talent needed to perform planning, special studies, analysis, development, integration and documentation. All subcontracted efforts shall be subject to the consent requirements contained in the subcontracting clause of this contract. In the event subcontractors and/or consultants are utilized, the contractor will be fully responsible for their performance and cost reporting. The contractor shall provide the manpower required to manage all subcontractors and consultant efforts and to monitor subcontractor activities to the appropriate level of detail that is required to assure timely delivery of all supplies and/or services. The contractor shall ensure these personnel have the appropriate security clearance to support the effort they are proposed for. A report on the performance of subcontracts shall be included as part of the required status report.
If any information contained in the Subcontracting Plan approved at the IDIQ level has changed, a revised Subcontracting Plan must be submitted.
