1.0 PURPOSE
The Defense Advanced Research Projects Agency (DARPA) Microsystems Technology Office (MTO) requires technical, programmatic, financial, and administrative advisory and assistance services (A&AS)/ Scientific, Engineering, and Technical Assistance (SETA) support to assist in accomplishing the office mission for existing and planned programs. This Performance Work Statement (PWS) defines the tasks to be performed under the EM Spectrum and Decentralization technical support task order. A&AS includes Management and Professional Support; Studies, Analyses, and Evaluations; and Engineering and Technical Services. A&AS does not include personal services or inherently governmental functions.
2.0 BACKGROUND
2.1 The contractor shall provide support to complement the Government’s expertise and manpower in accomplishing its mission. Outputs may take the form of information, expert advice, opinions, alternatives, analyses, evaluations, recommendations, training and services. Under no circumstances will any work under this contract and subsequent task orders be used to perform work of a policy, decision-making, or managerial nature that is the direct responsibility of agency officials. The nature of this work will, at times, demand the contractor be capable of quick response to deadlines.
2.2 The contractor shall provide support for the successful execution of existing and new programs, and related technologies in the following current areas: EM Spectrum and Decentralization and other related efforts. Currently, there are six (6) program managers overseeing the following existing programs and a group of related efforts for which direct support is required are outlined below; however, additional support may be required as new program managers are hired and new programs are approved. MTO expects growth in the areas of additional program managers and programs at a rate of approximately five (5%) percent per year. Additional details regarding the programs below may be found at www.darpa.mil/MTO.
• Adaptive Radar Countermeasures (ARC): This program seeks to enable U.S. airborne EW systems to automatically generate effective countermeasures against new, unknown and adaptive radars in real-time in the field.
• Behavioral Learning for Adaptive Electronic Warfare (BLADE): The program is developing the capability to counter new and dynamic wireless communication threats in tactical environments by enabling a shift from today’s manual-intensive lab-based countermeasure development approach to an adaptive, in-the-field systems approach.
• Adaptive RF Technologies (ART): This program aims to significantly advance the hardware used in handheld communication radios by developing a fully adaptive and reconfigurable architecture that is agnostic to specified waveform and standards.
• DAHI – Electronic-Photonic Heterogeneous Integration (E-PHI): This program seeks to develop the necessary technologies, architectures and design innovations to enable novel chip-scale electronic-photonic/mixed-signal integrated microsystems.
• Arrays at Commercial Timescales (ACT): This program seeks a digitally-interconnected building block from which larger systems can be formed. The desired building block, composed of the common module and a reconfigurable EM interface, will be scalable and customizable for each application, without requiring a full redesign for each application space.

• Direct Sampling Digital Receiver (DISARMER): This program seeks to build an ADC with a photonic sampling source that directly digitizes the X-band (8-12 Gigahertz) instantaneously and coherently with greater resolution than a conventional electronic system.-
• HERMES: This program seeks to investigate system architectures, channel propagation effects, signal processing techniques and component requirements for DSSS with more than 10 GHz of instantaneous bandwidth. HERMES will develop the high-risk components consistent with system-level requirements and demonstrate feasibility.
• Precise Robust Inertial Guidance for Munitions (PRIGM): This program addresses the challenge of providing precise PNT for low CSWaP platforms, such as smart bombs and guided munitions, in GPS-denied environments. PRIGM will develop inertial measurement units (IMUs) and inertial sensors to enable self-contained navigation for highly dynamic missions.
• Direct-on-chip Digital Optical Synthesizer (DODOS): This program addresses challenges associated with realizing an integrated optical frequency synthesizer with unprecedented reductions in cost, size, weight, and power (CSWaP). The main objectives are 1) development of the necessary component technologies and integration into a robust, compact, low-CSWaP device and (2) demonstration of DoD-relevant applications employing these devices.
• High power Amplifier using Vacuum electronics for Overmatch Capability (HAVOC):
This program seeks to develop high-power, wide-bandwidth millimeter wave vacuum electronic amplifier technology in a form factor compatible with mobile and airborne platforms.
• Near Zero Power RF and Sensor Operations (N-ZERO): This program seeks to extend the lifetime of remotely deployed sensors from months to years by developing the underlying technologies and demonstrate the capability to continuously and passively monitor the environment and wake-up an electronic circuit upon detection of a specific signature or trigger.
• Laser UV Sources for Tactical Efficient Raman (LUSTER): This program will develop compact, efficient, high-power ultraviolet lasers operating below a wavelength of.250 nm to address the gap in compact UV source availability for a wide range of DoD system needs.
The LUSTER laser technology is expected to enable a wide range of applications such as the remote detection of biological and chemical compounds, compact atomic clocks for precise timing and navigation, and point-of-need diagnostics.
3.0 PERFORMANCE OBJECTIVES/TASKS
In accordance with DARPA policy and office guidance, the contractor shall provide the high quality personnel and expertise to accomplish, at a minimum, the following:
3.1 Technical Support
• The contractor shall provide support to the Office Director (OD), Deputy Director (DD), Assistant Director Program Management (ADPM), and appropriate program managers (PMs) for program execution details including tracking progress, technology assessments and risk identification. This may include technical analyses to help define, assess, and monitor new and emerging research opportunities, as well as potential new thrust ideas for the office. The
D15PS00125 5 of 9 Attachment 7 contractor will provide technical guidance and expertise on potential technical risk, and potential program impact of failure.
• The contractor shall provide support primarily to the cognizant PMs in routine program tasks that include support of technology evaluations, participation at meetings, coordination with related Government and performer organizations, program planning, background research and bibliographic research, meeting preparation, and presentation production. The contractor shall also provide inputs directly to the PMs, assisting for responses to internal/external inquiries related to the research. The contractor shall provide, as required, informal feedback to the PMs, OD, and DD, as well as formal feedback at critical program events/activities.
• The contractor shall assist the PMs in determining optimal program strategies, to include metrics, goals, and objectives of innovative technologies. The contractor shall provide subject matter expertise in areas that are closely related to programs, such as SBIR efforts, and STTR efforts.
This support may include participation in technical reviews of these activities, and assistance with technical evaluation and independent assessments of the concepts and related technologies.
Additionally, the contractor may prepare briefings, reports, and other related documentation/data to support the development and approval of these activities, including documentation needed for programs in initiation, execution, and completion. In addition, the contractor may be requested to coordinate with potential users to formulate performance and programmatic requirements for new program concepts/technologies.
• Assist the PMs, OD, DD, and ADPM by providing technical expertise with ongoing programs to include input at quarterly reviews, site visits, demonstrations, and other events; provide recommendations to mitigate technical risk and potential program impact of failure; provide independent assessments of results of laboratory and other tests conducted by the performers.
• Assist the PMs in providing SME support as needed during scientific reviews to include providing input as to the technical strengths and weakness of BAA proposals.
• Provide technical input as required into the RDDS narratives, congressional staff briefings, and other related inquiries from outside agencies.
• The contractor shall plan, coordinate, and assist with testing and/or demonstrations as required by the PMs to support the objectives of the program. This support will include working with performers, government collaborators, and test ranges to develop test configurations, other requirements, and detailed test plans. This support will also include participation in the development of accomplishment criteria for contractor Test Readiness Reviews. The contractor may be asked to act as a liaison between the government test range personnel and the performers.
3.2 Briefing and Communications Support
The contractor shall support the PMs, OD, DD, and ADPM in briefing, report and preparation of communications documents. This support may include providing personnel, equipment and software capable of preparing reports, graphic presentations, scanning documents, and faxing documents, all of which could be up to or at the TS/SCI level. The contractor shall be capable of providing rapid turnaround of time critical materials. Support may include:
• Preparation of drafts of DIRO (Director’s Office) review briefings, industry day/workshop presentations, technical interchange meetings, and other briefings/presentations for internal and external use.

3.3 Financial and Programmatic Support
• Assist in preparation, drafting, and coordination of acquisition documents, such as Broad Agency Announcements and Scientific Review Memorandum.
• Assist in receipt, tracking, processing of proposals and final documentation for source selection activities.
• Assist in preparation, maintenance, and tracking support to execute financial management, including drafting, documenting, and processing procurement requests (and other related documents), developing and maintaining Phase/Expenditure Plans and participating in Quarterly Program Financial Reviews.
• Assist in preparation, maintenance, and tracking to execute program baseline and re-baseline analyses and assessments to include program plans, work breakdown structures, milestone schedules, cost and other documentation to assess necessary actions to assure programs are in technical, schedule and cost compliance.
• Assist in planning, arranging, and hosting Program Manager sponsored meetings and conferences such as Proposer’s Days, Program Kick-off meetings, PI Reviews, etc. to include development of briefings and material/logistical support.
• Assist in preparation and maintenance of files for each contract including official correspondence, contracts, statement of work, original proposal and any subsequent modifications, official guidance, invoices, and all reports or deliverables.
• Assist in the establishment and maintenance of files to include all relevant Program Objective Memorandum (POM) initiatives, Research and Development Descriptive Summaries (RDDS), and other program presentations.
Assist the PM in strategic planning of budgetary and schedule trade-offs/variance analysis during the source selection process as well as the life cycle of the program.
3.4 Meeting Support
The contractor shall provide personnel to organize and logistically support program-related meetings and new concept industry days/workshops. Meeting support services include planning, organizing, scheduling, agenda planning, conference material and proceedings preparations, provide for audio-visual services/equipment and security services at both DARPA and non-DARPA locations.
• In addition, the contractor shall also have the ability to host meetings in their own facility in a conference room capable of comfortably accommodating at least 25 people. The facility shall be within 15 minutes walking distance of the DARPA location at 675 N. Randolph Dr., Arlington, VA. The conference room shall provide adequate security for up to SECRET level classified discussions.
• For planning purposes, it is anticipated that 25 local meetings will be held with approximately 50-75 attendees at each meeting. It is anticipated that 25 non-local meetings will be held annually with 50-75 attendees at each meeting. For non-local meetings, assume one half on the west coast and one half on the east coast.
• For all meetings, labor and ODC costs shall be separately identified.

4.0 DELIVERABLES AND REPORTS
In addition to any deliverables identified in Section 3.0, the contractor shall electronically submit other reports.
4.1 A monthly progress/status report will be delivered each month by the 15th of each month (covering the preceding month’s timeframe) to the PM, ADPM, and COR. The report shall be generated in a manner that will enable clear comparison supporting certification of invoices. The report will include:
• A summary of work accomplished, schedule updates, and any anticipated any issues
(contractual, personnel, programmatic, etc.).
• Corresponding financial status that summarizes overall financial progress:
o For each person who has charged the task: name, labor category, labor rate, monthly charges (hours and dollars), cumulative charges (hours and dollars).
o For the task as a whole, total funding provided, total charges to date, funding balance remaining, and a comparison of the funding provided against the actual and projected burn rates.
• Copies of monthly invoices, attached as an addendum
4.2 Other reports, as required, indicating the work accomplished and current status
4.3 A Final Report. The contractor shall electronically provide a final report to the ADPM and COR that includes summary financial information, technical accomplishments, and any issues and their resolution.
5.0 GOVERNMENT-FURNISHED INFORMATION / EQUIPMENT / FACILITIES
5.1 Government Furnished Information
The Government will provide the contractor access to necessary information, documentation, data, files, DARPA financial system software to accomplish the SOW tasks.
5.2 Government Furnished Equipment
All FTE will be assigned IT equipment based upon their required support. Contractors must be able to work at the Government Site.

5.3 Facilities/Place of Performance
Fully furnished office space may be available onsite at the DARPA facility. It should not be assumed to be shared with contractor personnel unless Government site rate discounts for those personnel are offered.
All other proposed staff is expected to perform the required support from contractor facilities located in Virginia near the DARPA location, and from other contractor locations as appropriate. However, all contractors should be proposed at rates for both on the government site as well as on the contractor site in case space at the Government facility becomes available. Access to DARPA will be required on a regular basis.
6.0 TRAVEL
The contractor will be required to provide technical input at program meetings that will require local travel in the Arlington, VA area as well as travel to the investigators’ institutions, conferences, symposia and to potential transition customers. For annual planning purposes, assume travel will include 60 West Coast trips), 30 Midwest and 60 East Coast trips per year.
7.0 SECURITY
The majority of this work will be unclassified; however, all contractor personnel who sit onsite and/or are proposed at 25% LOE or greater must have a minimum of a SECRET clearance. Additional security requirements may be added as new programs are approved.

9.0 PERSONNEL
9.1 Expertise Requirements
The contractor shall provide qualified, experienced engineering and technical support personnel, management support personnel, and administrative support personnel to accomplish the tasks and deliver the services required by this Statement of Work. All contractor personnel proposed will meet the qualifications set forth in the Personnel Qualifications attachment at Section J of the base IDIQ.
9.2 Cadre Support
The contractor shall assign a core of permanent personnel to support the tasks described herein.
9.3 Subcontractors and Consultants
The contractor may subcontract other contractors or Subject Matter Experts and consultants for the efforts defined within this Statement of Work. All subcontracted effort shall be subject to the consent requirements contained in the subcontracting clause of this contract. In the event subcontractors and/or consultants are utilized, the contractor will be fully responsible for their performance and cost reporting.
The contractor shall provide the manpower required to manage all subcontracts and consultant efforts and to monitor subcontractor activities to the appropriate level of detail that is required to assure timely
D15PS00125 9 of 9 Attachment 7 delivery of all supplies and/or services. The contractor shall ensure these personnel have the appropriate level of security clearance to support the effort they are proposed for. A report on subcontractor and consultant performance will be included as part of the monthly status report.
If any information contained in the Subcontracting Plan approved at the IDIQ level has changed, a revised Subcontracting Plan must be submitted.

It is the contractor’s responsibility to prepare and submit a proposal based on their expertise and understanding of the requirements as outlined in the associated MTO EM Spectrum and Decentralization Technical Support PWS and the supplemental information here. That PWS describes a portfolio of distinct programs that are aggregated for the purposes of this solicitation. Due to the technical complexities associated with providing the necessary and appropriate support for the MTO EM Spectrum and Decentralization Technical Support Task Order, a labor effort estimate was developed using composite historical data of prior efforts in support of similar programs. This composite contains several labor categories and is intended to be informative for the offerors use in generating their proposal; it is not necessary for the offeror to propose this exact mix of effort in the composite for this task. The table below contains the composite estimate for the task and includes all of the programs identified in the PWS. The labor category titles and descriptions are intended to provide offerors with a better understanding of the Government’s estimation of its needs in this matter. The description of required expertise is not intended as a precise definition but rather as an indication of the level of education, experience, and skill needed. The offeror should prepare a cost proposal with this as a guideline and should make their own allocations to their own labor categories following their best understanding of the efforts needed in support of the PWS to give MTO an adequate level of effort. All proposed personnel must have excellent organization, communication and coordination abilities. All personnel must be able handle a wide variety of tasks, such as briefing support and general administrative actions. Previous experience in providing direct support to a PM, as well as experience at DARPA is also highly desirable. Rates should be provided for both on and offsite locations.

Lead Scientist
1.0 Candidate(s) should possess a Ph.D. in an engineering or physical science discipline with experience related to MEMS, Electronic Warfare, Reconfigurable architectures, Cognitive Radio, Analog Signal Processing or related discipline. Work experience with a prior record of accomplishments may substitute for a Ph.D. The candidate plays a leadership role on the support team and possesses all of the qualities associated with a leadership role on a DARPA support team.
Sr. Scientist
3.0 Candidate(s) should possess a graduate degree such as a PhD in engineering, or another related field. Experience/expertise in appropriate disciplines such as RF electronics, optoelectronics, integrated devices, MEMS, signal processing, UV laser applications and technical matters related to EM spectrum are desired. Experience and past accomplishments can substitute for a Ph.D. Candidate has education and experience and a track record of accomplishments that are easily identified as being of a senior nature. A candidate should have expertise in program management and related activities.
Mid Scientist
5.5 Candidate(s) should possess at least a Master’s Degree (PhD preferred) in an engineering discipline or closely related discipline is highly desirable.
Experience/expertise in a broad range of technologies including Electronic Warfare, analog/digital/mixed-signal electrical circuit design, microfabrication processes, opto-electronics, wide-band communications, RF, integrated photonics, and heterogeneous integration is highly desirable.
Knowledge and experience with applications of microsystems are desirable. Experience with program management and transition is desirable. Possesses education, experience, and accomplishments that are easily identified as being of a mid-level nature.
Jr. Scientist
2.5
Candidate(s) should possess a Master’s Degree with experience in engineering or physical sciences. Demonstrated knowledge or experience in microelectronics, MEMS, Positioning/Navigation/Timing (PNT), packaging, and design is strongly desired. Knowledge and experience of

Possesses education, experience, and accomplishments that are easily identified as being of a junior level nature.
SME 1 2.5 Candidate(s) should possess a PhD with experience/expertise in electrical engineering or related discipline with a strong record of expertise in areas of high interest to MTO, such as RF electronics design and fabrication.
Demonstrated knowledge or experience in other areas of microsystems technologies such as MEMS, Integrated Photonics, Integrated circuits, Optoelectronics and UV Laser applications is desired. A candidate should be capable of providing deep knowledge and experience in focused areas to support program needs.
SME 2 1.0 Candidate(s) should possess at PhD in the engineering field with experience/expertise in electronics for EM spectrum and decentralization.
Experience/expertise in wireless communications, EW, RADAR, counter- RADAR EW, signal processing and machine learning expertise is desired.
A candidate should have a track record of expertise in applications of microsystems for enhancing EM spectrum and decentralization programs.
A candidate should be capable of providing deep knowledge and experience in focused areas to support program needs.
SME 3 2.0 Candidate(s) should possess a PhD in a physical science or engineering, or another allied field. Experience/expertise in wireless communications, EW, RADAR, counter-RADAR EW, signal processing and machine learning expertise is desired. A candidate should be capable of providing deep knowledge and experience in focused areas to support program needs.
Program Analyst 8.0 Candidate(s) should possess at least a Bachelor’s Degree with expertise in financial tracking, creating MIPRs/PRs, and financial analysis. Experience with DARPA Financial tools, and the MIPR/PR process is required.
Previous experience in providing direct support to a Program Manager and/or ADPM is highly desirable.
Graphics Specialist .5 A candidate should have a minimum of three-years of experience preparing visual arts, including text and illustrations. Must be adept in computer generated graphics and PC based software packages, including Power Point. An understanding of technologies and methods of visualizing quantitative data and qualitative information is desirable.
