DARPA, MICROSYSTEMS TECHNOLOGY OFFICE (MTO)
SETA and Administrative Support Services
Personnel Qualifications
The following personnel qualifications represent the desired qualifications in terms of education and experience required for each labor category. During contract performance, all Key Personnel changes (and personnel qualifications) shall be in accordance with the Substitution of Key Personnel Clause in Section H.2.
Program Manager
Education: Requires a Master's degree in a relevant technical or business field. The determination of whether specialized experience is equivalent to specific educational requirement will be at the sole discretion of the Government.
Experience: This senior level contract program manager (CPM) will be in charge of the overall management of awardee responsibilities under the Basic IDIQ Contract and all subsequent Program Task Orders. This person will develop, implement, and continuously execute effective plans for overall contract management, contract administration, security, and training/quality assurance. As part of the awardee's responsibilities, the CPM must be capable of planning, directing, and coordinating the work activity of all personnel involved with all aspects of the contract and to integrate problem resolution in the ongoing work without loss of fiscal integrity and work force efficiency. Experience working in DoD is desirable, within a DoD research and development organization is more desirable, and within DARPA is most desirable. A minimum of three (3) years of experience as a contract program manager providing support to cutting edge research and development programs is required. The three (3) years of experience must include managing fiscal and personnel resources similar to those listed in the PWS.
Deputy Program Manager
Education: Bachelor of Science or Art degree and with some management courses preferred. The determination of whether specialized experience is equivalent to specific educational requirement will be at the sole discretion of the Government.
Experience: This position supports the Program Manager in managing the day-to-day operations of the contract and is the backup interface with the Contracting Officer’s Representative (COR) when the Program Manager is unavailable. At least two years with demonstrated experience in a supervisory capacity responsible for highly effective support in planning, developing, and executing major research and development efforts for defense organizations with extensive and diversified requirements. Experience shall include addressing issues in at least 3 of the following areas: (1) establishment of a strong working relationship with numerous contractors and other government or non-government organizations; (2) focused and comprehensive technical analysis of research strengths, weaknesses, risk identification and mitigation; (3) tracking program efforts to rapidly identify potential and new problems and opportunities as the program developed; (4) innovation in and rapid implementation of effective solutions; (5) development of approaches for technology transfer; (6) organizing and conducting technical meetings; (7) administrative and contractual issues dealing with a support services contract; and (8) providing coordinated and timely responses to requests and taskings, including independently reprioritizing tasks as requirements change. Individual has demonstrated creativity, foresight, initiative, and mature judgment in anticipating and solving unprecedented problems. At least one year of experience working with DARPA/MTO Program Managers is highly desirable.
Senior Scientist/Engineer
Education: Masters of Science or Art degree in: Engineering, Math, Physics, or Chemistry; PhD and published articles in field of expertise is highly desirable. The determination of whether specialized experience is equivalent to specific educational requirement will be at the sole discretion of the Government.
Experience: At least seven years at progressively more difficult levels in planning and developing technical projects of a research and development (R&D) nature, concerned with unique or controversial problems which have an important effect on major Department of Defense programs. Demonstrated skill in conceiving, planning, and conducting research in problem areas of considerable scope and complexity requiring unconventional or novel approaches and sophisticated research techniques. Demonstrated the ability to independently conduct the appropriate analyses to offer recommendations, solutions, and alternatives to resolve R&D issues, concerns, problems, or methods that MTO faces in the following areas (but not limited to): materials, engineering, physics, mathematics, , and energy. The qualified individual maintains successful organizational skills to effectively coordinate and perform multiple tasks in an individual and/or team environment. Individual will have demonstrated experience in the use of advanced techniques, theories, precepts, and practices required in the field/discipline to which he/she is providing expertise. At least five years extensive, applicable experience, background and knowledge of R&D research is highly desirable. At least three years’ experience working with DARPA/MTO Program Managers is also highly desirable.
Junior Scientist/Engineer
Education: Bachelor of Science or Art degree in: Engineering, Math, Physics, or Chemistry. The determination of whether specialized experience is equivalent to specific educational requirement will be at the sole discretion of the Government.
Experience: Demonstrated skill in successfully performing technical assignments including conducting research in problem areas of considerable scope and complexity requiring unconventional or novel approaches and sophisticated research techniques, risk analysis and resolution, tracking technical milestones, and report preparations in the following MTO areas of interest (but not limited to): materials, engineering, physics, mathematics, and energy. Experience working with Department of Defense organizations or performers is highly desirable.
Senior Systems Analyst
Education: Masters of Science or Art Degree in Engineering, Physics, or Math. (Published articles in field of expertise is highly desirable.) The determination of whether specialized experience is equivalent to specific educational requirement will be at the sole discretion of the Government.
Experience: At least five years of experience in military systems analysis, with a broad understanding of national security issues. Demonstrated experience must include 1) the analysis of military systems benefits derived from advanced technologies; 2) skill and proficiency in developing and executing analysis methodologies as appropriate for unique situations with minimal reliance on complicated war games, and 3) the ability to effectively work with technology developers and users to facilitate technology transfer. At least three years’ experience, background, and knowledge in one or more of the MTO thrust areas described in Section C of the Statement of Work is highly desirable. At least three years experience working with DARPA/MTO Program Managers is also highly desirable.
Junior Systems Analyst
Education: Bachelor of Science or Art Degree in Physics, Math, or Engineering. The determination of whether specialized experience is equivalent to specific educational requirement will be at the sole discretion of the Government.
Experience: A minimum of two years experience in a technical program support environment including responsibility for program analysis. This includes technical, schedule and risk analysis involving technical progress of a program(s). Demonstrated experience must include computer-related analysis in 1) design and development of automated data processing and software tools to support complex program management requirements (including, but not limited to Microsoft Word, Excel, and PowerPoint) and 2) analysis and preparation of high-quality computer-generated documents and graphics for technical programs. Individual must have successfully demonstrated the ability to work independently in a technical program support environment. At least one year’s experience, background and knowledge in one or more of the MTO thrust areas described in Section C of the Statement of Work is highly desirable. At least one year’s experience working with DARPA/MTO program managers is also highly desirable.
Senior Program Analyst
Education: Bachelor of Science or Art degree or five years of practicable equivalent experience.
Experience: At least five years of experience in Department of Defense (DoD), preferably R&D. Demonstrated creativity, foresight, professionalism, and mature judgment in anticipating and solving financial, business, administrative, and program management problems. Individual has experience successfully working independently or as a team member with minimal oversight. Demonstrated ability in developing, organizing, forecasting, and maintaining financial budgets, related data (e.g. award instruments, agents, funding documents, contractual deliverables, etc.), and milestones, conducting related analyses, tracking financial and technical metrics, and interacting with multiple internal and external personnel on a daily basis. Demonstrated experience in effectively organizing and facilitating meetings.. Demonstrated proficiency using current PC computer techniques, systems, and tools, as well as the ability to quickly learn new ones. At least two years experience working with DARPA/MTO is highly desirable.
Program Analyst
Education: Bachelor of Science or Art degree or three years of practicable equivalent experience.
Experience: At least three years of experience in Department of Defense (DoD), preferably R&D. Has demonstrated creativity, foresight, professionalism, and mature judgment in anticipating and solving financial, business, administrative, and program management problems. Individual has experience successfully working independently or as a team member. Demonstrated ability in developing, organizing, forecasting, and maintaining financial budgets, related data (e.g. award instruments, agents, funding documents, contractual deliverables, etc.), and milestones, conducting related analyses, tracking financial and technical metrics, and interacting with multiple internal and external personnel on a daily basis. Demonstrated experience in effectively organizing and facilitating meetings from 10-75 people. Has demonstrated proficiency using current PC computer techniques, systems, and tools, as well as the ability to quickly learn new ones. One year of DARPA/MTO experience is highly desirable.
Junior Program Analyst
Education: Bachelor of Science or Art degree or two years of practicable equivalent experience. The determination of whether specialized experience is equivalent to specific educational requirement will be at the sole discretion of the Government.
Experience: Demonstrated creativity, foresight, professionalism, and mature judgment in anticipating and solving financial, business, administrative, and program management problems. Individual has experience successfully working independently or as a team member. Demonstrated ability in developing, organizing, forecasting, and maintaining financial budgets, related data (e.g. award instruments, agents, funding documents, contractual deliverables, etc.), and milestones, conducting related analyses, tracking financial and technical metrics, and interacting with multiple internal and external personnel on a daily basis. Demonstrated experience in effectively organizing and facilitating meetings.. Demonstrated proficiency using current PC computer techniques, systems, and tools, as well as the ability to quickly learn new ones.
Junior Program Analyst II (Mid-Level Analyst)
Education: At least a Bachelor of Science or Art degree or 4 years of experience.
Experience: At least four years of experience in DoD, preferably in an R&D environment. Demonstrated creativity, foresight, and mature judgment in anticipating and solving problems in financial, administrative and program management. Demonstrated experience in organizing small meetings. Experience in tracking technical and financial milestones. Requires knowledge/competence in web-based research as well as analysis using modern PC computer techniques, systems. and tools. At least one year of experience working with a DARPA Technical Office is highly desirable.
Senior Technical Writer
Education: A Bachelor of Science or Art degree. The determination of whether specialized experience is equivalent to specific educational requirement will be at the sole discretion of the Government.
Experience: A minimum of four years’ experience in analyzing and preparing documentation, writing, editing, and interpreting technical documentation standards and preparing documentation accordingly for both technical and lay audiences. At least two years experience, background, and knowledge in a research and development environment is highly desirable. Two years of experience working with DARPA/MTO Program Managers is also highly desirable.
Junior Technical Writer
Education: A Bachelor of Science or Art degree. The determination of whether specialized experience is equivalent to specific educational requirement will be at the sole discretion of the Government.
Experience: At least two years of experience in analyzing and preparing documentation, writing, editing, and interpreting technical documentation standards and preparing documentation for both technical and lay audiences. At least one year of experience, background and knowledge of one or more of the programs delineated the PWS are highly desirable. One year experience working with DARPA/MTO Program Managers is highly desirable.
Senior Graphic Specialist
Education: At least a High School Diploma or GED. An AA degree or higher is preferred.
Experience: A minimum of three years preparing visual arts, including text and illustrations. Must be adept in computer-generated graphics and PC-based software packages, including PowerPoint. At least one of year experience working with DARPA/MTO is highly desirable.
Graphic Specialist
Education: At least a High School Diploma or GED. An AA degree or higher is preferred.
Experience: A minimum of one year preparing visual arts, including text and illustrations. Must be adept in computer-generated graphics and PC-based software packages, including PowerPoint.
Subject Matter Expert Level I
Education: Bachelor of Science or Art degree in a scientific or technological discipline; Master's Degree or Ph.D in a scientific or technological discipline is preferred.
Experience: At least 5 years’ experience leading teams in a technical, scientific, or managerial role providing problem definition, analysis, requirements development and implementation for complex science, technologies, or technological systems. Demonstrated skill in conceiving, planning, and conducting research and analysis in technological problem areas of considerable scope and complexity requiring unconventional or unique approaches and sophisticated research techniques. Individual will have demonstrated ability to make independent assessments on research and development (R&D) problems, issues, processes, and methods and act as a representative to resolve important questions and to plan and coordinate work. At least 3 years extensive applicable experience supporting programs in one or more of the MTO thrust areas described in Section C of the Statement of Work, within the Department of Defense (DOD), is highly desirable. At least two years experience working with DARPA/MTO Program Managers is highly desirable.
Subject Matter Expert Level II
Education: Masters Degree in a scientific or technological discipline; Ph.D preferred.
Experience: At least 10 years’ experience leading teams in a technical, scientific, or managerial role providing problem definition, analysis, requirements development and implementation for complex science, technologies, or technological systems. Demonstrated skill in conceiving, planning, and conducting research and analysis in technological problem areas of considerable scope and complexity requiring unconventional or unique approaches and sophisticated research techniques. Individual will have demonstrated ability to make independent assessments on research and development (R&D) problems, issues, processes, and methods and act as a representative to resolve important questions and to plan and coordinate work. At least 7 years extensive applicable experience supporting programs in one or more of the MTO thrust areas described in Section C of the Statement of Work, Department of Defense (DOD) is highly desirable. At least five years’ experience working with DARPA/MTO Program Managers is highly desirable.
Subject Matter Expert Level III
Education: Ph.D in a scientific or technological discipline is required.
Experience: At least 15 years’ experience leading teams in a technical, scientific, or managerial role providing problem definition, analysis, requirements development and implementation for complex to extremely complex science, technologies, or technological systems. Demonstrated skill in conceiving, planning, and conducting research and analysis in technological problem areas of considerable scope and complexity requiring unconventional or unique approaches and sophisticated research techniques. Individual will have demonstrated ability to make independent assessments on research and development (R&D) problems, issues, processes, and methods and act as a representative to resolve important questions and to plan and coordinate work. At least 10 years extensive applicable experience supporting programs in one or more of the MTO thrust areas described in Section C of the Statement of Work, within the Department of Defense (DOD), is highly desirable. At least seven years’ experience working with DARPA/MTO Program Managers is highly desirable.
Administrative Assistant
Education: High School Diploma or GED.
Experience: At least three years with progressive responsibility in organizing reports, etc.; providing assistance in tracking contract deliverables and organizing meetings; and taking notes of minutes; and providing administrative assistance to all members of a technical team as required. Must have good rapport at dealing with the public. Demonstrated experience must include at least two years creating, compiling, and editing computer-generated documentation including technical text and graphics. Strong spelling and grammar skills and ability to put documents in proper format is required. At least one year of experience working with DARPA Program Managers is highly desirable.
