About this file

This is a medical center policy (MCP 113-14) from the New Mexico VA Health Care System that establishes guidelines for Ancillary Testing (AT), also known as Point of Care Testing (POCT). The policy details the oversight, requirements, and procedures for laboratory testing performed outside the main clinical laboratory across various services including Ambulatory Care, Anesthesiology, Behavioral Health, Emergency Medicine, Geriatrics, Imaging, Medicine, Nursing, Spinal Cord Injuries, and Surgical services.

The policy specifies that all AT falls under the authority of the Chief of Pathology and Laboratory Medicine Service (P&LMS) and requires continuous accreditation compliance. Key requirements include mandatory training and competency assessments for testing personnel, quality control procedures, proficiency testing participation, proper documentation of test results, and infection control measures. The policy outlines specific procedures for suspension or removal of AT privileges due to non-compliance and establishes a framework for reinstating testing privileges. The document is effective as of June 2022 with a recertification date of June 30, 2027, and includes detailed responsibilities for various roles including the Chief of Staff, AT Coordinator, Service Chiefs, and testing personnel.

(a) Competency is assessed every 6 months during the first year and annually thereafter.

(b) The assessment includes a system knowledge quiz, demonstration of required skills with a simulated patient sample under direct observation by the AT Coordinator or a designated trainer, and review of device maintenance and other related testing records completed by the employee.

(c) Employees failing to demonstrate adequate competency are not allowed to perform patient testing until they have received additional training and are re-assessed.

(3) Designated Trainers. Employees from an AT site receive designation as trainers with the approval of the Chief, P&LMS or the AT Coordinator.

(a) Trainers meet education and experience qualifications appropriate to the complexity of the test system.

(b) Trainers provide documentation of these qualifications to the AT

Coordinator before being certified to conduct training and competency assessment.
