About this file

This is a contractor quote submission and procurement correspondence file for the Arizona Department of Forestry and Fire Management (DFFM) Procurement Services related to solicitation BPM007199 for an Office Conex and Shade Structure. All Star Storage & Containers, LLC, based in Apache Junction, Arizona, submitted a proposal on September 26, 2025, for the delivery and installation of a 40-foot office container with modifications, existing container refurbishment, and an associated shade structure. The project scope includes fabrication and delivery of the office conex with interior partition walls, AC/heat upgrade, roll-up doors for existing containers, paint and refurbishment services, on-site container relocation, canopy installation with stamped engineering drawings, and a delivery charge. All Star Storage estimates a 3-4 week fabrication lead time following purchase order receipt and expects on-site installation to require approximately 6 days for all work including container modifications, painting, and canopy installation. The contractor indicates a crew size of 2-4 employees for installation and delivery phases and provides a 10-year prorated warranty on the canopy structure.

The total bid price submitted by All Star Storage & Containers is $60,692.49, inclusive of a 6.70% sales tax, broken down as follows: 40-foot office conex at $34,495.00; existing DFFM conex boxes modifications at $7,350.00; shade structure at $13,179.00; and installation and configuration at $4,350.00. The quoted pricing is valid for 30 days and includes a shade structure cover material of 20oz./670GSM PVC fabric with hot-dipped galvanized rolled structural steel framing. The DFFM issued a clarifications request dated October 2, 2025, requesting All Star Storage to confirm inclusion of electrical work, conduit, insulation, light fixtures, and other scope items, and to provide detailed warranty information. All Star Storage responded on October 3, 2025, clarifying that the 40-foot office container is constructed from a one-trip container with wind and water-tight specifications, includes wood framing, insulation, drywall, electrical package, flooring, trim work, interior and exterior paint, walk door, four barred windows, and an AC unit with upgraded terminal heat pump. The contractor confirmed workmanship warranties on welded modifications and door/window installations with on-site inspection at delivery and indicated willingness to address post-delivery issues within a reasonable timeframe.

Meredith Bleak <meredith@allstarstoragecontainers.com> Fri, Oct 3, 2025 at 2:24 PM To: Suri Wall <swall@dffm.az.gov>

Hi Suri, The canopy comes with a 10 year pro-rated warranty. For the containers and the modifications we do, we will absolutely build it to spec and don't issue the invoice for payment until the delivery & work has been signed off on by the customer. The office build for the project is made from a One-Trip container which is the newest type of container you can purchase. The container itself will be wind and water tight meaning no holes in the container and the door seals will seal tightly. The exterior modifications we add (windows, doors, outlets, etc) are welded into the frame using Core-Ten steel (the same steel the container is made out of). If for some reason you find that there's a gap in the weld, or a door/window doesn't work properly, we will be happy to come and fix it. We stand behind our work and want you to get what you pay for.

We don't offer any type of extended warranty so the inspection would need to take place at delivery. However, if a month or so after delivery we have a monsoon and you find out then that something leaked or didn't seal, we'd be happy to come and take a look.

Just as a reminder, our 40' office builds come with:

Wood Framing Insulation Drywall Electrical Package Flooring Trim work Interior Paint Exterior Paint Walk Door 4 Windows with Bars AC Unit

Your build will have the additional walls and then the upgraded AC/Heat unit (Terminal Heat Pump) that was mentioned in the bid.

Please let me know if you have any other questions or concerns. If you decide to move forward with the project, the next step for us would be to draw up a build sheet for the office container and have someone from your office approve all the modifications.
