About this file

This is an evaluation and contract award determination document from the Arizona Department of Forestry and Fire Management (DFFM) for solicitation BPM007199, Office Conex and Shade Structure. The solicitation was issued electronically on August 27, 2025, with a closing date of September 29, 2025, at 3:00 PM Arizona Time. Two proposals were received from All Star Storage & Container Sales, LLC and Phoenix Contracting. A pre-offer conference or site visit was not held. Solicitation Amendment No. 1 was issued on September 24, 2025, to address questions regarding window requirements and specifications. Initial evaluation began on October 2, 2025, with clarification requests issued to both vendors; responses were received on October 3, 2025. The evaluation committee completed its review on October 7, 2025, and recommended contract award to All Star Storage & Container Sales, LLC. No negotiations were conducted during the evaluation process. The contract award was made on October 7, 2025, with the procurement conducted under Arizona Revised Statutes 41-2534 and 41-2535, utilizing a small business set-aside procurement process.

The evaluation was conducted using a 1,000-point scoring system with criteria including Lowest Responsive Price (340 points), Experience and Capacity (325 points), Method of Approach (300 points), Preference Points (10-20 points), and Terms and Conditions/Exception Requests (15 points). All Star Storage & Container Sales, LLC was selected as the award recipient because their proposal was responsive, responsible, and pricing was determined to be fair and reasonable based on adequate price competition and historical price data. The competing proposal from Phoenix Contracting exceeded both the $100,000 threshold outlined in A.R.S. 41-2535 for Request for Quotation procurements and the Department's available budget, making it non-compliant. The original solicitation BPM007129 failed to obtain fair and reasonable pricing and was cancelled; the reissued solicitation was conducted with the reasonable expectation of receiving additional responses. The DFFM required the Office Conex and Shade Structure to support agency operational needs. A minimum of three small businesses were included on the prospective suppliers list, and the solicitation was issued to 1,004 prospective suppliers registered under applicable commodity codes.

Hi Suri, The canopy comes with a 10 year pro-rated warranty. For the containers and the modifications we do, we will absolutely build it to spec and don't issue the invoice for payment until the delivery & work has been signed off on by the customer. The office build for the project is made from a One-Trip container which is the newest type of container you can purchase. The container itself will be wind and water tight meaning no holes in the container and the door seals will seal tightly. The exterior modifications we add (windows, doors, outlets, etc) are welded into the frame using Core-Ten steel (the same steel the container is made out of). If for some reason you find that there's a gap in the weld, or a door/window doesn't work properly, we will be happy to come and fix it. We stand behind our work and want you to get what you pay for.

We don't offer any type of extended warranty so the inspection would need to take place at delivery. However, if a month or so after delivery we have a monsoon and you find out then that something leaked or didn't seal, we'd be happy to come and take a look.

Just as a reminder, our 40' office builds come with:

Wood Framing Insulation Drywall Electrical Package Flooring Trim work Interior Paint Exterior Paint Walk Door 4 Windows with Bars AC Unit

Your build will have the additional walls and then the upgraded AC/Heat unit (Terminal Heat Pump) that was mentioned in the bid.

Please let me know if you have any other questions or concerns. If you decide to move forward with the project, the next step for us would be to draw up a build sheet for the office container and have someone from your office approve all the modifications.
