About this file

This is a supplier quote and proposal submission from Phoenix Contracting LLC in response to Solicitation Number BPM007129 issued by the State of Arizona Department of Forestry and Fire Management (DFFM) for an Office Conex and Shade Structure project. The procurement requires delivery of one 40-foot office conex container equipped with insulation, electrical systems, HVAC, and interior partitions; modifications to two existing 40-foot conex boxes including installation of roll-up doors; and a 40-foot by 40-foot canvas shade structure with engineered drawings bearing Arizona design stamps. The project is located at the Arizona Department of Corrections - Perryville facility in Goodyear, Arizona. Phoenix Contracting submitted its offer on September 26, 2025, with a proposed delivery timeframe of approximately 60 days after purchase order receipt. Question 1 Provide an example from a past project where you encountered delivery issues that impacted your customer delivery date or milestones. Detail the obstacles and explain how you mitigated the issues.

Yes When Phoenix was working on our Vet truck project for San Bernardino CA, there was a hurricane in Texas that cause the manufacture to get about 30 days behind. The storm caused issues with all of the projects at the manufacturer but we were able to get the production team to work overtime hours and complete the project within 30-45 days behind schedule so it wasn't any further delayed.

Question 2 Provide an example from a past project where you encountered issues during installation.

Detail the obstacles and explain how you mitigated the issues. Yes

Phoenix had a medical trailer renovation for CODOT that ended up having lots of mold behind the walls. We did not know that ahead of time because no one removed the walls to see any damages before the project began. Our manufacture team had to stop work and our team at PHX worked with CDOT to get approvals for the extra work that was not stated in the original project scope.

Question 3 Provide an example from a past project where you encountered issues with short staffing.

Detail the obstacles and explain how you mitigated the issues. Yes If we have ever had a staffing issue on projects, we would work with our manufacturer to push overtime hours to keep on schedule for the original timeline.

Question 4 Do you have experience working in a prison or correctional facility setting? Provide examples of your experience and outline any issues you encountered. Yes Yes, Phoenix Contracting has delivered an insulated containers to NH state prisons.

Question 5 Provide an example from a past project where a warranty claim was filed. Describe the issue and final claim outcome. Yes Phoenix Contracting delivered a trailer that ended up getting a leak in the taillights. Phoenix got approvals from the manufacture for repair and had the trailer transported to a nearby repair facility. The trailer was delivered after the repair.

Code Field Label Description / Instructional Text Required Answer

Question 1 Provide your ordering process including your lead time and expected delivery timeframes once you receive a PO. Yes PHX would receive a PO then place order with manufacture and confirm timeline is still current with original stated timeline. For this project we would be looking around 60 days ARO.

Question 2 Outline your installation process, including details such as when DFFM can expect installation to begin and how long on-site installation is expected to take. Yes PHX would have to acquire all materials and receive approvals on drawings. After all is approved, the work can begin.

Question 3 What is the expected crew/team size for the delivery and installation phases? Yes 4-6 crew team.

Question 4

What is the warranty offered for service and items? Provide details such as the term length and a description of what is covered and non-covered under warranty.

*Preference points may be given to the Offeror with the most comprehensive canopy warranty offered.

Yes 7 year structure warranty on new containers.

Question 5 How do you ensure effective communication with customers throughout the ordering, delivery, installation, and warranty processes? Yes PHX operations team keeps in contact with customers and the production team to keep things in order.

Question 6

What material are you able to offer for the shade structure cover?

*Preference points may be given to Offerors who are able to provide cover equal to or greater than a 21oz PVC fabric.

Yes 21OZ PVC fabric.
