About this file
This cross reference matrix is an appendix to a draft request for proposal for Force Structure Support services from the Department of the Air Force Headquarters District Washington. Offerors are required to provide details on relevant experience including years spent modifying various modeling code and developing logistics tools for configuration managers and assistant configuration managers. Up to two individuals may be proposed for each type of experience for a maximum of 30 qualification points. Experience requirements cover areas such as Brawler modeling, CFAM/GAMS or other linear programming, and logistics modeling in C++ or other languages. On-site personnel conducting modeling and simulation work must possess TS/SAP clearance levels. The matrix provides a template for offerors to cross reference work samples and references with relevant experience details to substantiate their qualifications.

Notes: For each element (Brawler; CFAM/GAMS or Other Linear Programming; and Logistics Modeling) up to two (2) individuals may be offered (as a Configuration Manager (CM), and an Assistant Configuration Manager (ACM)) and in the case of the latter 2 elements (CFAM/GAMS or Other Linear Programming; and Logistics Modeling) 2 types of experience can be counted for either, but the experience still must be limited to at most 2 individuals, to ensure that the CM has sufficient experience to coordinate team activities. For example Offeror A employs Ms. Brown who has 5 years experience in GAMS coding (15 pts), and 2 years experience with other linear programming (4 pts, 19 total, and has as their assistant Mr. Blond who has 6 years experience with other linear programming (12 pts, 11 count toward 30 point total). Offeror B has 5 individuals, each with 2 years of CFAM experience (6 pts each) but they can offer up only 2 people (as CM & ACM) so they get only 12 points total.
