How does 1% schedule incentive get paid? Is USAF planning to ajust FPI CLINS or Add new CLINs for Incentive Fee? Adjusting FPI CLINS will alter FPI Geometry.
Schedule incentive will get paid when delivery is complete. If schedule incentive is earned, it will be provided in a contract modification establish a new CLIN to pay out the schedule incentive. The current FPI CLINs will only include the cost incentive.

During the 20 Sept 2012 Industry Day briefing, the government identified a potentially new addendum to the R&M H clause that would add subsystem reliability. Please provide additional detail and clarity for this new requirement. Is it for a single subsystem? What is the reason for the change
The potential addition of a subsystem reliability requirement was discussed as a change to the Statement of Work, not as a change to the R&M clause. The potential additions to the R&M H clause were discussed later in the Industry Day presentation, and include two new measures (MTBSA and MTBF), the inclusion of the definitions of the measures and defining the time period of data used in assessment.
I 52.227-01 152 Offeror requests that the addition of ALTERNATE I to FAR 52.227-01, Authorization and Consent. This clause protects the Contractor and the Government from issues with patent infringement claims under R&D contracts.
Alternate I is only used if the primary purpose of the contract is R&D. R&D is not the primary purpose of the contract as a whole so Alternate I will not be added.
I 52.247-21 154 Offeror requests that FAR clauses 52.247-14, -15, -17, and -21 be removed because they are applicable only to solicitations or contracts for transportation or for transportation-related services.
Agree to remove requested FAR clauses.
I 252.204-7002 154 CLINs 0118 and 0139 are missing from the Option CLIN list. Please add them. Agree to add CLINs to Option list.
J 1 COMs Requirement 38
Spec requires basic comms capabilities -- have quick SINCGARS, UHF-SATCOM, etc. However, HH-60G is acquiring new suite of multi-band radios that will also proide crypto modernization, full compliance with GATM (ED-23B), and advanced waveforms such as SRW and MUOS. Won't CRH be a step backwards from what will be fielded on HH-60G in FY14?
The Government has no intentions to change the specification from the current COMMs requirement.
J 1 Appendix F We sent in several classified questions in July that have not yet been answered, we suspect due to the pending changes to those documents. Does the government plan to answer those questions.
All clasified questions have beenaddressed. Updated document reflects answers.
Discovered that answers were not mailed out. Answers will be mailed this week.
J 1 Appendix F Has the Government Changed Appendix F and when can we expect it to be mailed based upon our formal request? It did not arrive with the Appendix D recently sent.
The only classified released with the 3rd DRFP was the portion that had changed (Appendix D only). No changes have been made to Appendix F.

J 3 & 20
The criteria in the IMP for RAA does not appear to match the criteria on page 75 of the SOW. The SOW requires the CRH training devices to be delivered, operational and ready for training. The IMP just says they are in place, could in place mean delivered but not ready for training? Does SOW take precedence over the IMP in the RFP?
IMP has been updated to match the SOW.
J 3 1.9.5.3.1.4 42
It is unclear how many aircraft the RSP and SE Mobility Package must support. In the above RFP extract, the Government references 4 aircraft for active, 5 aircraft for AFRC and ANG, and a 3 aircraft, 14-day deployment. A previous FBO / Government response on 20 March, 2012 indicated the following: “All the spares required to be included in a RSP kit. SOW para 1.9.5.3.1.4 will be changed to include the following:
"In order to develop deployment SE/TMDE and RSP lists, the contractor shall assume the requirement to support a 4 Primary Mission Aircraft Inventory (PMAI) aircraft shipset for 30 days with a 50-hour utilization rate per aircraft."
Please clarify.
The active duty four ship and ARC five ship RSP and SE mobility packages are identical. The 14-day deployment packages are subsets (listings) of the RSP and SE mobility packages.
J 3 and 31 SOW paras 1.9.5.2.2 and 1.6.1.1.1 ;
TMCR 2.17
The Contractor is required to support the Government’s Depot Maintenance Activation Planning (DMAP), and deliver all technical orders required for D-Level maintenance. The Government is also requiring that the Contractor provide an fixed price (FFP) value for the depot technical orders without being able to specify how the depot maintenance will be performed (tools, processes, procedures, facilities, etc.).
--Request the Government modify the requirement and create a separately priced CLIN for depot technical orders. Costs will be established as the depot activation requirements are identified through the DMAP/DMAWG process.
Depot Manuals will not be pulled out on to a separate CLIN to be priced later. The offeror shall propose CRH depot technical manuals based on existing maintenance processes and procedures for their weapon system.
J 31 2, Table 1, Item 13 7 Is it the Government’s intention not to have items a-h checked-off for On-Equipment Organizational Maintenance manual Set in the TMCR?
Yes.
J/L 12/1 L, para 5.2.1.5 Atch 12, Page
Section J, Att 12 shows that Live Fire Assets can be purchased in FY 13(CLIN 0007), FY 15 (CLIN 0107), FY 16 (CLIN 0207), and FY 17 (CLIN 0307). However, the TEP workbook shows the CLIN's PoP as FY 13 (CLIN0007), FY 14 (CLIN 0107), FY 15 (CLIN 0207), and FY 16 (CLIN 0307). Please clarify.
The TEP Workbook has beens corrected to match the CLIN/SOW Matrix (Attachment 12).
L 2.7.2 10
Per NISPOM 5-203, working papers must be market as final when they are transimitted outside the facility in which they were created. Please revise requirement consistent with NISPOM 5-203.
Generation of Classified Material b....working papers shall be marked in the same manner prescribed for a finished document at the same classification level when: (1) transmitted outside the facility...
Para 2.7.2 revised to read as follows: Any classified data generated in support of the proposal process shall be marked as working papers, IAW NISPOM paragraph 5-203(b).
Mark papers as Working Papers/(Classification Level) when transmitted ourside the facility. The marking will be valid for 180 days from generation of the document. The Government will provide an approved CRH Security Classification Guide, Section J, Attachment 18 within 180 days for official classification guidance, at which point the contractor shall update their classification markings. Offerors shall use the DRAFT guide as interim guidance to determine proper handling and storage requirements for documents written/products developed.
L 1 EMD Acquisition
Worksheet Cell Q23
"EMD Acquisition" tab cell Q23 does not include FY19 cell (K23) values. Request updated worksheet. The TEP Worksheet has been updated.
L 1 VIQ Matrix Worksheet
"VIQ Matrix" cell R15, is calculating SDTA CLIN 0102's at Unit Price instead of at Ceiling Price at stated in Section M paragraph 2.4.1.1.1 . Request updated worksheet.
The TEP Worksheet has been updated
L 1 LFT&E Worksheet Line 51
The cockpit is equipped with a single type of (seat) armor. Recommended the USAF update the LFT&E Worksheet to be consistent with the Systems Spec and remove refernces to cockpit/installed armor.
The LFT&E worksheet updated to reflect the requirements in the SS.
L 1 Fuel Costs worksheet N/A
Cell G6 of the “Fuel Costs” worksheet uses a fuel (JP-8) price per gallon of $3.82. This number, $3.82, was taken from the DLA Energy Website’s January 2012 price report. DLA's latest (July 2012) JP-8 price per gallon is $2.31.
(see the following link: http://www.energy.dla.mil/DLA_finance_energy/Pages/dlafp03.aspx.)
Does the Government intend to update the worksheet to the reflect the most current data available?
The Standard Price for JP-8 will be updated with the most current rate (from the DLA website) prior to release of the Final RFP.
M 2.3.1, Table 2 4 What is the basis or rationale for the 7% in the adjustment? Rationale: Government has determined that 7% is the amount the Government is willing to pay for the extra capabilities.

M 1.1.1.1 What is the basis for the $6.84B affordability gate? Where did the value get generated from? Rationale: Government has determined that $6.848B is the amount the Government is willing to pay for the CRH program.
M General
Will the USAF make an award without discussions? Due to dollar amount and complexity of this program, it is highly unlikely that awarding without discussions is realistic. Therefore, language has NOT been included in the RFP to allow for award without discussions. Still recommend to industry that they put their best foot forward in their initial proposal.
M 1.1 2 Is this considered Best Value or Lowest TEP for award? The Government considers this a BEST VALUE acquisition because there are still trades included within the evaluation between minimum and goal requirements.
M 2.3.3 5 What drove the removal of objective performance requirements for aircraft survivability? Affordability.
M 1.1.1.5 2
Step 3 seems to omit the price reasonable/balance aspect. The prices must be reasonable and balanced to be awarded. Other portions of Section M discuss the reasonableness and balance requirements that must be met. The picture is intended to be a summarization of the evaluation process in Section M.
M 1.6 (Deleted)
How is risk and benefit determined and evaluated without a TRA program? What is the acceptable risk level criteria? For example; if a component is TRL 5 at contract award is that acceptable?
Technology readiness is not being assessed as a separate subfactor. Technical risk will either be acceptable or unacceptable based on the definitions provided. The offeror proposing to insert technology into the program will need to be concerned on how much risk they are also inserting into the program. This will all be taken into account during the risk assessment for each technical subfactor as appropriate.
M 2.4.1.3 11
Can you describe for us how you're going to deal with SE/TE? The requirements for the offeror to use in proposing additional Government-owned Special Tooling and Special Test Equipment is contained in Section L, paragraph 5.2.3. The specific calculations are included in the Section L, Atch 1, TEP workbook, the "ST&TE" worksheet.
TEMP 1.3.3.2 12
Under paragraph 1.3.3.2 Special Test or Certification Requirements the TEMP states: "The CRH airframe will have either a FAA, FAA equivalent, of DoD airworthiness certification prior to contract award." This is not found anywhere else in the draft RFP instructions. Is it a requirement for the CRH airframe to have either a FAA, FAA equivalent, or DoD airworthiness certification prio to contract award?
TEMP is draft. Airworthiness certification is not required prior to contract award.
TEMP Figure 2-1 16
The schedule shown in the TEMP shows IOT&E starting around mid FY17 and completing early FY18. In the SOW, Annex E Projected CRH Air Vehicle Beddown, IOT&E is shown starting under FY18 and completing under FY19. When does the Government intend to conduct IOT&E?
The TEMP is draft. All schedules are projections. IOT&E will begin when the entry criteria for the event are met.
TEMP 3.1 17
The TEMP implies that the RTO will receive Type 1 training prior to Contractor Flight Testing. This is not mentioned in the SOW under 1.5.2.1 Type 1 Training. Is it the Government's intent to provide Type 1 Training to the DT&E Cadre (12 Test Pilots and 12 SMA's) prior to the start of Contractor DT&E?
The TEMP is draft. All schedules are projections. Type 1 training will occur in time to support AF DT.
TEMP 3.1 and 3.3.2 17 & 22
The TEMP implies that at least two EMD aircraft will be in a production representative configuration 6 months prior to IOT&E. This is not mentioned in the SOW. Is it the Government's intent to have at least two EMD aircraft in a production representative configuration 6 months prior to IOT&E?
The TEMP is draft. All schedules are projection. Having two EMD aircraft in production configuration 6 months prior to IOT&E is not required.
